Abstract

ABSTRAK : Studi ini membahas mengenai Pelaksanaan pengelolaan sumber daya air melalui kegiatan Audit Teknis Sungai untuk mendukung pemenuhan infrastruktur sarana prasarana sungai yang memadai untuk keperluan kegiatan yang dapat menunjang pertumbuhan ekonomi, program ketahanan air serta mempertahankan dan meningkatkan pelayanan air baku untuk berbagai keperluan masyarakat. Dari Sarana Prasarana tersebut ada yang kondisinya masih baik tapi juga banyak yang sudah rusak. Oleh karena itu, penulis membuat analisis yang terkait dengan masalah tersebut, dengan mengidentifikasi masalah kerusakan sungai panguluran yang terdapat di Kabupaten Malang khususnya pada Kecamatan Sumbermanjing Wetan. Untuk mengetahui kondisi bangunan air tersebut maka perlu dilakukan Penyusunan Penilaian Kinerja dan Aknop Sungai. Tahapan awal pada audit Sungai Panguluran adalah mengumpulkan data eksisting. Tahap selanjutnya ialah melakukan survei lokasi dan menginventarisasi setiap Sarana Prasarana Pada Sungai Panguluran. Berdasarkan dari hasil survei inventarisasi, selanjutnya dilakukan analisis terhadap kinerja bangunan. Dari hasil analisis tersebut, maka dapat direncanakan kegiatan O&P yang akan dilakukan. Tahap terakhir dalam studi ini yaitu analisis AKNOP Sungai Panguluran. Berdasarkan hasil analisa kinerja dan perhitungan AKNOP (Angka Kebutuhan Nyata Operasi dan Pemeliharaan) pada Sungai Panguluran, didapatkan jumlah biaya yang dibutuhan adalah sebesar Rp. 94.507.500,00,-.   Kata Kunci : Sungai, O&P, Kinerja Sungai, AKNOP   ABSTRACT: This study discusses about the implementation of water resources management through river technical audit activities to support the fulfilled of adequate river infrastructure facilities for purposes of activities that can support economic growth, water security programs and maintain to improve raw water services for various community needs. Some of the infrastructure facilities are still in good condition, but many are damaged. Therefore, the authors made an analysis related to the problem by identifying the problem of damage to the Pangluran River found in Malang Regency, especially in Sumbermanjing Wetan District. To determine the condition of the water building it is necessary to make a Performance Assessment and River AKNOP Development. The initial stage in the Panguluran River audit was collecting existing data. The next step is to conduct a location survey and inventory every Infrastructure in the Panguluran River. Based on the results of the inventory survey, an analysis of the performance of the building is then carried out. From the results of the analysis, O & M activities can be planned. The final stage in this study is the analysis of the Panguluran River AKNOP. Based on the results of the analysis of the performance and calculation of the AKNOP (Number of Real Operations and Maintenance Needs) in the Panguluran River, it was found that the amount of costs needed was Rp. 94,507,500.00, -. Abstract

Wlingi Watershed at river flow Brantas River and located in the Jegu Village and is about 16 km east of Blitar City. The inhabitants of Wlingi Basin are predominantly farmers and thus have great potential to increase the acceleration of land conversion in the watershed. Estimation of erosion and integrated conservation techniques is needed in managing the Wlingi Basin, so its utilization can be run optimally and maintained to be utilized by future generations. This study aims to find out distribution of level of erosion grade in 2011, 2016 and after simulation of land conservation changes in Wlingi Basin. The method used is USLE (Universal Soil Loss Equation) with ArcGIS software. From the result of analysis it was found that level of erosion grade of 2016 in the Wlingi Basin area covered by very slight (<1,75 tons/ha/year) to very severe (>92,5 tons/ha/year) with percentage of erosion grade 35,23%, 31,70%, 18,11%, 6,71% dan 8,24% respectively. Land conservation directives are carried out to reduce the rate of erosion. The post-conservation in the Wlingi Basin area includes very  slight  to  very  severe  with  the  percentage of  47,68%,  31,43%,  9,66%,  6,10%  dan  5,12%. Decreased erosion rates are good occured following the simulation of land conservation, so land conservation is a mandatory for sustainable land using.
