Abstract

This research aimed to analyze factors that affected the acceptance of e-billing system of Surakarta tax office with Unified Theory of Acceptance and Use of Technology (UTAUT) model. The survey was done on electronic billing (e-billing) system users in Surakarta. Partial Least Square-Structural Equation Modelling (PLSSEM) was used to analyze the users? intention in adopting e-billing system. The result indicates that two UTAUT variables (performance expectancy and social influence) affect the system usage significantly. Meanwhile, the other variables like effort expectancy and facilitating conditions do not affect e-billing system adoption in Indonesia.

Abstract

The online transportation has been a concern in many countries. It caused social problems with more established conventional transportation such as taxis and buses. Some countries had issued policy to regulate online transportation, while some others did not. Indonesia is facing the similar dilemmas. On one hand online transportation provides new jobs but on the other hand it adds congestion and creating threats to the conventional public transportation presence. This research is conducted to reveal the public opinion towards the continued use of online transportation. The insight of this issue might help government in deciding whether or not they are issuing a policy on online transportation. To do the research, this study used an information system (IS) model to understand the context of continuance. As the practice of IS model use in public administration research is still very limited this study will focus on the validity of IS model to be used in public administration area. Questionnaire was given to 64 respondents that were chosen using convenient sampling approach. The items of the questionnaire were built based on the well-known IS continuance model with some addition to the predictor variables. The result indicates that IS model could be used in the public administration research as most of the items in the constructs were valid and reliable. Another important finding is that government regulation is the valid predictor of public intention to reuse online transportation. This study suggests government to issue a policy to regulate online transportation, by having a balance portion on maintaining economic growth and providing social stability. Further suggestions are discussed in the paper.

Abstract

Pembangunan perdesaan saat ini telah diperkuat dengan berbagai kebijakan dari pemerintah pusat maupun daerah, namun faktanya wilayah perdesaan masih menghadapi dilema kemiskinan dan ketertinggalan. Artikel ini bertujuan untuk menganalisis kapasitas sumber daya, potensi, serta kebijakan pembangunan perdesaan yang ada di Provinsi Jawa Tengah. Penelitian ini merupakan penelitian eksploratif dengan pendekatan utama kuantitatif dan dilengkapi dengan kualitatif. Pengumpulan data primer dilakukan melalui formulir online yang disebar ke desa di Jawa Tengah dengan teknik area sampling. Data yang dikumpulkan berupa sumber daya pembangunan, manajemen dan tata kelola pembangunan, serta output pembangunan desa. Analisis data kuantitatif dengan teknik statistik deskriptif dan data kualitatif dianalisis dengan model interaktif. Dengan mengacu pada komponen pembangunan desa manusia, alam, fisik dan finansial dari teori livelihood capital, hasil penelitian menunjukkan bahwa kapasitas sumber daya manusia yang tinggal di desa masih cukup rendah, sumber daya ekonomi unggulan belum dikelola dengan optimal, infrastruktur fisik menjadi perhatian utama pembangunan perdesaan, di pemberdayaan masyarakat masih rendah. Dari aspek finansial, desa mengalami ketergantungan tinggi terhadap dana pemerintah, dimana Pendapatan Asli Desa sangat kecil bahkan ada desa yang tidak memilikinya sehingga arah pembangunan menyesuaikan ketentuan sumber pendanaan tersebut. Rekomendasi dari penelitian ini adalah desa memerlukan terobosan dan inovasi dalam pembangunan dan pemberdayaan masyarakat untuk dapat mengelola sumber daya alam dengan lebih baik, meningkatkan kualitas SDM dan kesempatan kerja yang lebih menarik di desa, mengembangkan jejaring dan kemitraan dengan berbagai pihak serta mengubah mindset alokasi anggaran pembangunan desa ke arah pemberdayaan, peningkatan kapasitas SDM dan produktivitas. Selain itu, pemerintah pusat dan daerah perlu memperbaiki skema pengelolaan keuangan desa.
