Abstract

There is a striking inequality between the northern region and the southern region of East Java. The northern region has an infrastructure that is able to lift economy up. Unlike the northern region, the southern region of East Java does not have adequate infrastructure so that the economy development tends to be slower. The reason is mostly caused by the geographical conditions of the region, especially the Kab. Blitar, which is hilly and rocky, barren and arid. This study aims to find out the base sector, to know the business fields that have competitiveness, and to know the structure of the economy in Blitar Regency 2010-2016 period. The analysis technique used is Location Quotient Analysis (LQ), Dynamic Location Quotient (DLQ) Analysis, and classic Shift-Share Analysis. The results of this study are the base sectors in Blitar Regency covering agriculture, forestry and fisheries; information and communication; real estate; government administration, defense and compulsory social security; education services; and health services and social activities. Business fields that have competitiveness are agriculture, forestry and fisheries; mining and excavation; wholesale and retail trade, car and motorcycle repair; and financial and insurance services. And the economic structure of Blitar Regency in the period 2010-2016 is supported by four business fields, there are agriculture, forestry and fisheries; wholesale and retail trade, car and motorcycle repair; processing industry; and construction. Abstract

In the era of decentralization, each autonomous region in Indonesia has the capacity and ability to determine the direction of development goals in accordance with the conditions of their respective regions, including managing regional financial resources to achieve national development goals in their regions. Fiscal decentralization is intended to balance the pace of development between regions so that there is no longer a dichotomy of developed and underdeveloped regions because each region has the opportunity to independently finance development in its region according to its regional potential. Law Number 23 of 2014 concerning Regional Government opens wide opportunities for regions to run their government by utilizing available resources in their regions and relying a little on central government assistance. For this reason, the Regional Government tries to use its regional revenue sources as well as possible to finance the ongoing government process. Financial performance ratio analysis is an attempt to assess regional financial performance in order to fulfill the elements of accountability for good governance. This study will discuss the ratio of regional financial performance associated with the ability of the region to finance development in Bondowoso Regency. The analytical method used is an analysis of regional financial performance which includes aspects of the effectiveness ratio, efficiency ratio, independence ratio, activity ratio, and growth ratio. Bondowoso Regency's financial performance during the 2016-2020 period can be said to be overall good in terms of effectiveness ratios and efficiency ratios. The independence ratio still shows the proportion of transfer receipts from the provincial/central government is still greater than the original regional income. The activity ratio illustrates that revenue is still more used to finance operational expenditures compared to capital expenditures (providing infrastructure). Infrastructure financing can use funds sourced from General Allocation Funds, Special Allocation Funds, Regional Loans, government collaboration with business entities, and funds sourced from CSR companies in Bondowoso Regency.

Abstract

Salah satu permasalahan dunia pariwisata yang ada di Provinsi Jawa Timur adalah tentang aksesibilitas dan infrastruktur penunjang meskipun memiliki Bandara Juanda dan Pelabuhan Tanjung Perak sebagai pintu masuk wisatawan dari luar daerah/mancanegara. Seperti diketahui, keberadaan destinasi pariwisata berlokasi tidak di ibukota provinsi namun berada pada kabupaten/kota sehingga perlu disiapkan moda lanjutan berikut dengan infrastrukturnya, seperti hotel, restoran, gedung pertemuan, promosi, dan lain-lain. Sedangkan di sisi lain, sektor pariwisata menjadi sektor andalan dalam pertumbuhan ekonomi Provinsi Jawa Timur. Kontribusi sektor pariwisata pada Produk Dometik Regional Bruto Provinsi Jawa Timur tahun 2017 yang terdiri dari akumulasi lapangan usaha penyediaan akomodasi dan makan minum, transportasi dan pergudanga, dan informasi dan komunikasi berjumlah Rp. 185.234M dengan rata-rata pertumbuhan 13% setiap tahunnya. Penelitian ini akan membahas tentang strategi pengembangan destinasi pariwisata di Kabupaten Jember Jawa Timur. Metode analisis yang digunakan adalah analisis SWOT dan matrik Quantitave Strategy Planning (QSP). Strategi yang dapat diterapkan adalah pembinaan kelompok masyarakat (pokdarwis), peningkatan daya saing produk pariwisata melalui program pembiayaan mandiri, dan mengadakan even wisata yang terintegrasi dengan sektor lain.

Abstract

Plengkung Beach is one of the beaches in the Diamond Triangle line in Banyuwangi Regency. Plengkung Beach is dubbed “The Seven Giant Waves Wonder” by tourists. However, the potential development of Plengkung Beach has not been optimal because there are several problems such as the lack of media of promotions, limited modes of transportation, and visitor activities that tend to environmental pollutions. This study aims to formulate a marketing strategy for Plengkung Beach tourism based on the marketing aspects of 3P+4A (price, place, promotion, attraction, accessibility, amenity, and ancillary. This research is a descriptive qualitative study. The data were collected by survey and interviews with local government who were in charge of regional planning and tourism development as well as tourists who were selected randomly. The analysis method uses the Boston Consulting Group (BCG) matrix. The results of the BCG matrix analysis place Plengkung Beach in the Question Mark quadrant, that where tourism marketing (on the supply side) is well-executed, but not so with the tourist perceptions. Tourism marketing plans for improving visitors of Plengkung Beach were repairing the road, adding tourist attractions, providing tourism supporting facilities and infrastructure such as hotels and restaurants, and reducing transportation rental costs. Abstrak Pantai Plengkung adalah salah satu destinasi pariwisata di Kabupaten Banyuwangi yang termasuk dalam Triangle Diamond (Segitiga Berlian). Daya tarik utama Pantai Plengkung adalah ombaknya yang termasuk dalam The Seven Giant Wave Wonder karena bagus untuk olahraga selancar. Meski demikian, pengembangan potensi Pantai Plengkung belum maksimal karena terdapat beberapa permasalahan seperti minimnya media dan sarana promosi, keterbatasan moda transportasi, dan aktivitas pengunjung yang cenderung merusak alam. Penelitian ini bertujuan untuk merumuskan strategi pemasaran pariwisata Pantai Plengkung berdasarkan aspek-aspek pemasaran jasa pariwisata 3P+4A. Penelitian ini merupakan penelitian kualitatif deskriptif Data dikumpulkan melalui survei dan wawancara kepada instansi pemerintah terkait perencanaan pembangunan dan sektor pariwisata, dan wisatawan Pantai Plekung yang dipilih secara acak. Metode analisis menggunakan matrik Boston Consulting Group (BCG). Hasil analisis matrik BCG menempatkan Pantai Plengkung pada kuadran Tanda Tanya, artinya pemasaran pariwisata (sisi penawaran) sudah bagus dan menyeluruh tetapi belum sesuai dengan persepsi wisatawan. Upaya meningkatkan kunjungan wisatawan dengan menerapkan strategi pemasaran pariwisata di Pantai Plengkung, yaitu dengan cara memperbaiki aksesibilitas jalan, penambahan daya tarik wisata, dan penyediaan sarana dan prasarana penunjang pariwisata seperti hotel dan restoran serta pengurangan biaya sewa kendaraan melalui sistem subsidi.

Abstract

Penelitian ini menggunakan analisis konten untuk merumuskan konsep revitalisasi berdasarkan opini pemangku kepentingan pada konten media sosial atau halaman website. Metode yang digunakan adalah analisis model interaktif yang dikemukakan oleh Miles dan Huberman. Hasil penelitian menunjukkan bahwa revitalisasi tidak hanya sekedar peningkatan kualitas visual atau fisik saja, namun yang lebih penting adalah meneruskan nilai-nilai atau makna-makna yang terkandung dalam makam tersebut agar nilai-nilai atau makna tersebut dapat diteladani oleh masyarakat pada masa kini dan masa yang akan datang. Revitalisasi juga menyentuh sisi birokrasi, artinya diberikan kemudahan kepada masyarakat untuk menggali makna yang terkandung dalam makam melalui kunjungan bersama atau kajian. Revitalisasi juga mengatur bagaimana kegiatan monitoring dan evaluasi dilakukan. Monitoring dan evaluasi merupakan upaya perbaikan untuk memberikan manfaat berkelanjutan kepada masyarakat. Kebijakan revitalisasi dapat diakomodir dalam kebijakan tata ruang wilayah sehingga program revitalisasi memiliki kekuatan hukum.

Abstract

Kajian ini dilakukan untuk mengoptimalkan komoditas pertanian sebagai sektor basis di Kabupaten Banyuwangi, Indonesia. Penelitian deskriptif digunakan untuk menggambarkan fakta. Data, dan informasi yang diperoleh dari literatur seperti buku dan artikel penelitian. Penelitian ini menyimpulkan Kabupaten Banyuwangi memiliki berbagai sektor ekonomi yang potensial untuk dikembangkan, salah satunya adalah sektor pertanian yang selama lima tahun terakhir selalu mengalami peningkatan kuantitas dan kualitas. Berdasarkan analisis LQ, pertanian merupakan salah satu sektor basis yang prospektif dengan nilai LQ rata-rata 3,79 dalam sepuluh tahun terakhir dengan nilai LDG 1,001. Berdasarkan hasil ini, kami merekomendasikan agar pemerintah Kabupaten Banyuwangi perlu melakukan upaya lebih lanjut untuk meningkatkan potensi sektor basis ini. Selain itu, Pemkab. Banyuwangi juga perlu mempertimbangkan beberapa upaya yang disarankan oleh Badan Litbang Jawa Timur tentang bagaimana meningkatkan sektor unggulan sehingga dapat menjadi sektor basis bagi daerah.
