Abstract

The purpose of this study is to find out how the affirmative action of political parties in encouraging women?s political participation in Sumenep Regency. This study uses descriptive qualitative research with data collection procedures in the form of interviews, observation and documentation. Data validation techniques used are source triangulation techniques in the form of person and paper. The results show that the efforts made by political parties of Sumenep Regency in building women?s political participation include, 1) parties taking an internal/personal approach; 2) programmatic, structured and continuous development of the political model of female cadres; 3) hold meetings at times that are possible to be attended by female cadres and times that are not too preoccupied with household needs.

Abstract

Berkembangnya kelompok gelandangan dan pengemis (gepeng) dibeberapa tempat termasuk di Kabupaten Sumenep merupakan fenomena social yang harus dapat perhatian bersama. Catatan Dinas Sosial Kabupaten Sumenep selama kurun waktu 2012-2014 menyebutkan bahwa jumlah gepeng di Kabupaten Sumenep yang sudah terjaring mencapai 120 orang. Beberapa daerah sebagai penyuplai kelompok gepeng ini adalah Kecamatan Pragaan 41 orang, Batuputih 30 orang dan Batang-Batang 19 orang (radarmadura.co.id). Persoalan gepeng ini seperti dualisme yang saling berseberangan, Pasal 504 dan 505 KUHP menyatakan bahwa perbuatan gepeng dan pengemis dihukum dengan pidana kurungan, sementara disisi lain Pasal 34 UUD 1945 justru negara wajib menjamin sistem jaminan sosial bagi seluruh rakyat. Tujuan penelitian untuk menjelaskan bagaimana upaya Pemerintah Kabupaten Sumenep dalam menjamin perlindungan sosial berkelanjutan bagi kelompok gepeng. Penelitian ini menggunakan jenis penelitian kualitatif deskriptif dengan prosedur pengumpulan data berupa wawancara, observasi dan dokumentasi. Teknik validasi data menggunakan teknik triangulasi sumber berupa person dan paper. Hasil penelitian ini ditemukan bahwa beberapa upaya Pemerintah Kabupaten Sumenep melalui dinas sosial dalam rangka menjamin pemenuhan hak-hak kelompok gepeng adalah meliputi a) Rehabilitasi Sosial, b) Perlindungan sosial, c) Pemberdayaan sosial, d) Jaminan sosial, setempat dilakukan dalam bentuk penggalian potens dan sumber daya yang dimiliki kelompok gepeng, pemberian akses sampai pada pemberian bantuan usaha.

Abstract

Tanah merupakan suatu yang sangat bernilai dalam kehidupan masyarakat. Banyaknya konflik kepemilikan atas tanah hampir sebagian besar terjadi di wilayah pedesaan termasuk juga pada wilayah desa sanalaok kecamatan waru pamekasan. Data Badan Pertanahan Nasional (BPN), pada tahun 2012 misalnya menyebutkan bahwa kasus sengketa kepemilikan tanah secara nasional diperkirakan mencapai 10.000 kasus (Suara Merdeka, 19 Oktober 2012). Berdasarkan realitas tersebut tujuan penelitian ini adalah untuk mengetahui bagaimana peran serta masyarakat dan kepala Desa Sanalaok dalam menjaga harmoni Sosial masyarakat desa setempat serta seberapa besar tingkat partisipasi serta kendala masyarakat dalam rangka melakukan penguatan kelembagaan Sosial demi menjaga harmoni Sosial masyarakat Penelitian ini merupakan penelitian kualitatif-deskriptif. Informan kunci dalam penelitian ini adalah pimpinan kepala desa sanalaok dan tokoh masyarakat setempat. Teknik pengumpulan menggunakan sumber data primer berupa studi dokumen, wawancara, dokumentasi dan observasi. Adapun hasil penelitian ini menujukkan pertama, bahwa melalui mediasai Kepala desa disamping pelibatan tokoh masyarakat setempat dipandang sebagai sebuah gerakan komunitas peduli desa dalam penanganan persoalan social melalui pendekatan-pendekatan restorative dan komunikatif, mengidentifikasi dan mengarahkan kerugian, kebutuhan, dan kewajiban dalam rangka menyembuhkan dan menempatkan hak para pihak sebagai titik yang mungkin dituju untuk diselesaikan. Kedua Desa Sanalaok, desa ini masih terbilang sudah cukup membaik dalam penataan dan penanganan rekonsiliasi konflik social masyarakat setempat. Perubahan ini tentu tidak bisa kita lepaskan dari factor internal masyarakat semisal dorongan kemauan dan tingkat pendidikan masyarakat terutama kalangan pemuda desa yang sudah sebagian besar sudah pernah mengenyam pendidikan tinggi. Disamping factor internal juga ditopang oleh factor eksternal masyarakat seperti kepemimpinan kepala desa setempat

Abstract

This study aims to determine the role of internet-based democracy volunteers to increase the participation of millennial society in the 2019. This research uses a qualitative approach that reveals findings and describes comprehensively about the data obtained in the field. The method used by researchers is online interviews and using valid data from trusted sources. The results of this study indicate that internet-based democratic volunteers are quite effective in efforts to increase election participation in 2019. This can be seen from KPU data collection where there is an increase in participation in 2019 when compared to 2014, this is because democratic volunteers are considered successful because they are able to increase 2019 election participation in Sumenep district. Researchers also revealed the systematic and work agenda of democratic volunteers. Internet-based democracy volunteers play a large role in efforts to increase public participation in elections, internet-based democracy volunteers as working partners of the KPU are tasked with disseminating information on various social media about the importance of elections, providing education on voting procedures, distinguishing types of ballots, anti-hoax and anti-campaign campaigns. abstentions. The researcher also found that the election results were accumulated and were not classified based on the age of the voters, although the data before the election separated and categorized the data, but after the election the election organizer only counted the number of voters in general.

Abstract

Upaya manusia dalam memenuhi kebutuhan hidupnya terus berlangsung melalui berbagai cara dan bentuk. Salah satu bentuk pemenuhan kebutuhan hidup masyarakat adalah melalui berdagang. Perdagangan menjadi pintu interaksi sosial masyarakat dalam memenuhi kebutuhan hidupnya. Pasar menjadi salah satu sarana manusia untuk melakukan aktivitas transaksi jual beli barang dan jasa. Pertumbuhan pasar tidak hanya terjadi pada pasar tradisional, bahkan toko-toko modern seperti minimarket, supermarket, departemen store, hypermarket maupun grosir hampir menjamur ditanah air. Namun tingginya pertumbuhan toko modern saat ini justru menghadirkan kekhawatiran tersendiri bagi keberadaan pasar tradisional yang ada. Tahun 2010 survei yang dilakukan oleh AC Nielsen menggambarkan toko modern meningkat 31,4 persen pertahun, sedangkan pasar tradisional menurun 8,01 persen. Pasar tradisional Marengan adalah merupakan salah satu pasar tradisional di kabupaten sumenep yang tidak hanya belum memiliki fasilitas-fasilitas publik yang layak semisal lahan parkir, tempat ibadah dan kamar mandi serta toilet, namun juga keberadaannya juga terancam punah dikarenakan berdekatan dengan took modern (minimarket) yang berdiri dilokasi 200 meter dari pasar tersebut. Pertumbuhan minimarket yang berdiri dilokasi yang mendekati pasar-pasar tradisional tersebut memaksa Pemerintah Kabupaten Sumenep untuk melakukan perlindungan, pemberdayaan pasar tradisional melalui Peraturan Daerah Nomor 5 Tahun 2013 tentang perlindungan, pemberdayaan pasar tradisional. Abstract

The concept of the caliphate as a discourse and promoted by several groups of Islamic fundamentalist movements, is no longer able to fulfill the goals of government in Islam. Ibn Taimiyah finally promised an Islamic political theory which was expected to be able to cover the shortcomings and limitations of the khilafah theory by referring to the classical caliphate theory. Ibn Taimiyah's political theory is contained in one of his works entitled al-Siyasah al-Syar'iyah fi islah al-Ra'i wa al- Ra'iah (Shari'ah-based Politics for the Improvement of Returners and Shepherds). Departing from the basis of the classical theory of caliphate,he not only criticized the caliphate theory, but at the same time saw that there was no need for a caliphate. Even Ibn Taimiyah argues that in the Koran and as-Sunnah does not formulate a caliphate. The existence of the historical background of the Khilafah Khilafah al-Rasyidin is nothing more than an accident, not an example of political life. Even the life of the Prophet is not seen as the basis of government that needs to be adopted in a particular political system of government, he is nothing but a suigeneris institution, not the basis of Islamic politics. Ibn Taimiyah's rejection of the practice of history as the basis of political philosophy,then Ibn Taimiyah avoided the error of assessing the existing political power as power legalized by the shadow of the caliph, as contained in the characteristics of the political theory of previous thought.

Abstract

The purpose of this study was to find out how social and media construction was built as part of the early Covid-19 mitigation efforts by the Sumenep district government and how the institutional role of volunteer groups in efforts to cope with the Covid-19 disaster in Sumenep district. This research is a qualitative-descriptive research by taking the research subject of person and paper. The subjects of the paper are written documents in the form of legislation or other library materials that have relevance to the research data, while the subject persons are stakeholders and community groups at the research location (Batang-Batang and Bluto). The results of this study indicate that the handling of the Covid 19 disaster in Sumenep Regency was carried out with several steps including 1) strengthening community involvement through coordination meetings with village heads, community leaders and leaders of religious organizations, 2) stimulus policies in the form of giving gifts to the community (sembako, and door prizes). , 3) involvement of ulama figures through moral testimony, 4) pick-up technique for villagers

Abstract

This study wants to find out how the form of identity politics in the campaign tagline in the 2020 Sumenep Pilkada. This research is important to do, considering the messages in the campaign tagline as identity politics in the 2020 Sumenep Pilkada are interesting to study. This study uses a qualitative method. The object of this research is the text and narrative of political campaigns in the taglines "Bismillah Melayani" and "Sumenep Barokah". The results showed that the Sumenep regional election which took place democratically was followed by two pairs of candidates with religious leaders backgrounds, of course, it was a reflection that each of the political parties that carried it really understood the constituent culture, the selection of the taglines "Sumenep Barokah" and "Bismillah Melayani". There are five points in the Sumenep Barokah tagline, namely: First, accelerating, repairing and increasing the infrastructure to support social and economic activities of the community. Second, improving the regional economy, Third, realizing superior human resources. Fourth, create a religious society, and fifth, create good governance. Meanwhile Bismillah Serves on the basis of efforts to facilitate basic needs. Through Bismillah Melayani, religious and service aspects are integrated into the frame of Fauzi-Eva's strength.
