Abstract

Pandemics not only have health effects, but also social and economic ones. Zakat plays a significant role in poverty alleviation and in disaster mitigation, including the impacts caused by the current pandemic. Unit Pengumpul Zakator The Zakat Management Unit at Mosque (UPZ Masjid) is the smallest and closest zakat management to the community. This article tries to discover the opportunities and challenges faced by zakat management in mosques in overcoming the impact of the COVID-19 pandemic. Management of zakat in mosques with a localization system is in line with fiqh zakat guidelines and the provisions of Law No. 23 of 2011. Using mixed method studies, the research shows that localization of zakat management has a great opportunity in maximizing the role of UPZ in helping people deal with the pandemic-affected communities. The results of this study show that the role of UPZ only occurs during fasting month and besides, the use of zakat mal has not yet been optimized.There are reasons why UPZ does not operate optimally, including the lack of skill training from BAZNAS and the absence of reporting and activity monitoring.

Abstract

Rumah menjadi unit bangunan yang berfungsi sebagai tempat tinggal atau hunian sekaligus sarana pembinaan keluarga. Serta rumah yang layak huni menjadi kebutuhan pokok bagi manusia untuk berlindung. Salah satu elemen kunci dalam meningkatkan kualitas hidup adalah mencapai standar rumah layak huni. Rumah layak huni adalah tempat tinggal yang memenuhi standar tertentu dalam hal kualitas dan kenyamanan. Kriteria tersebut melibatkan aspek-aspek seperti keselamatan, kecukupan ruang, dan kesehatan. Pemerintah mengeluarkan kebijakan Bantuan Stimulan Perumahan Swadaya  merupakan  program pemerintah yang tercantum pada Peraturan Menteri PUPR Nomor 7/PRT/M/2018, kebijakan ini guna untuk menstimulan masyarakat berpenghasilan rendah agar dapat memenuhi kebutuhan akan rumah layak huni, serta menuntut keswadyaan penerima manfaat. Penelitian ini bertujuan untuk mengetahui efektivitas dari program kebijakan ini yang dilaksanakan di Desa Kupen, Kecamatan Pringsurat, Kabupaten Temanggung. Metode penelitian yang digunakan adalah deskriptif kualitatif melalui wawancara, observasi, dan dokumentasi. Analisis data dari menurut Miles dan Huberman (1992) dengan tiga alur kegiatan (1) reduksi data, (2) penyajian data, (3) dan penarikan simpulan. Hasil temuan di lapangan dari penelitian ini a)peningkatan kualitan rumah layak huni terbangun 100%, b)keberlanjutan program akan ada replikasi dan duplikasi oleh DPRKPLH Kabupaten Temanggung menggunakan anggaran daerah, c)verifikasi penerima manfaat sudah by name by adress, d)masyarakat mampu untuk swadaya dalam proses pembangunan rumah layak huni dan ada partisipasi masyarakat untuk gotong-royong atau “sambatan”.

Abstract

Zakat gain in Indonesia as the largest Muslim country in the world has not been compatible to its potential. The issuance of Law Number 23 of 2011 about Zakat management is the manifestation of Government’s attention to an attempt of maximizing zakat management. This study aims to analyze the public value of Zakat Managing Organization (Indonesian: Organisasi Pengelola Zakat or OPZ) viewed from muzaki’s perspective. The research method used was mix methods by analyzing the vision and mission of zakat managing organization and interviewing the zakat institution organizer, and using face-to-face questionnaire distributed to muzakis. The result of the research shows that there are some values identified for zakat managing organization: trustability (amanah), accountability, transparency, and synergy. Trust or trustability is intrinsic value, while accountability, transparency, and synergy are instrumental values.  The identified indicator of both intrinsic and instrumental values can be the basis for OPZ to consider muzakis’ need to maximize zakat management.

Abstract

Mapping bibliometric analysis of digital innovation in streamlining bureaucratic processes aims to identify and analyze the impact of digital technology implementation in improving bureaucratic efficiency and map the development of key themes in this field. This research was conducted by analyzing 354 relevant publications related to digital transformation in organizational management. The purpose of this study is to explore the relationship between digital innovation and bureaucratic efficiency, and to identify the challenges and opportunities that come with the application of technology in bureaucratic structures. The method used is bibliometric analysis which involves searching, mapping and analyzing relevant literature using bibliometric software to identify research patterns and emerging trends. The results show that digital innovation contributes greatly to improving efficiency through automation, standardization, and agility in bureaucratic structures. Nonetheless, there are potential drawbacks that need to be considered, such as over-reliance on technology that can reduce the role of humans in decision-making and organizational creativity. This mapping provides deeper insights into how digital innovations can streamline bureaucracy, while also reminding the importance of maintaining a balance between technology and human oversight in managerial processes.
