Abstract

Housing and settlements are one of the basic human needs that are important factors in improving human dignity and the quality of a prosperous life in a just and prosperous society. . The problem of slums which is mostly inhabited by the poor is a complex and intertwined phenomenon, because it has long been a social problem in the community. One of the efforts of the Surabaya City Government to reduce uninhabitable housing is through the Slum Areas Social Rehabilitation Program (RSDK).               Research on the Evaluation of the Slum Region Social Rehabilitation Program for Improving the Quality of Life of Residents was carried out to describe the extent of the Evaluation and Impact of the Implementation of the RSDK Program, using descriptive qualitative research methods based on the criteria of Effectiveness, Efficiency, Adequacy, Equality, Responsiveness and Accuracy.               The results of this evaluation indicate that in general the Program Implementation was sufficient to meet the criteria targeted at the implementation program. In terms of efficiency, program implementation still has shortcomings due to the minimum timeframe specified and also the implementation process that is appropriate to the cost per stage. Adequacy is judged by the success of the development is still low due to complaints from some program beneficiaries. The similarity is seen based on the costs incurred for the Construction of Home Improvements have been carried out fairly. The level of community responsiveness related to program implementation is quite good because of the role of the local community in helping the program implementation process. The accuracy of the program implementation related to the results or program objectives are in accordance with what is desired. The physical impact that occurs with the construction of uninhabitable housing improvement programs can help the development of environmental conditions in the communities living in slums. Meanwhile, the social impact that occurs is to bring up value that is useful and useful for the needs of people's lives.

Abstract

Changes in the role of local government as stipulated in Law No. 23/2014 on Local Government, demanding the role of public services for quality local government to the community. In addition, the demand for public services as the rights of citizens who have direct access to the Government brings impacts on climate change in the Local Government, especially as a state servant and community service. Especially when associated with one of the factors that affect the success of an organization, which is oriented to the public service, namely its success in performing the service function to the public (public service) either in the form of goods or services in accordance with the desired needs. The phenomenon that occurs in the fishing community shows that, the level of welfare of life is low. Difficulties in overcoming the problems of daily living and poverty have made people in fishing villages have to bear the burden of life that can not be ascertained when the end. As a result of poverty, there is a difficulty in accessing services in the field of basic social services from the Government which includes food, education and health. Keywords: People's Appreciation, Poverty, Government

Abstract

Pelayanan publik merupakan pelayanan dasar dalam penyelenggaraan pemerintahan. Pelayanan publik sebagai indikator penting dalam penilaian kinerja pemerintah, baik di tingkat pusat maupun daerah. Kecamatan Sukodono merupakan salah satu wilayah di Kabupaten Sidoarjo yang padat penduduk. Kepadatan tersebut mengakibatkan waktu pelayanan yang cukup lama. Maka dari itu Kecamatan Sukodono melakukan inovasi pelayanan di bidang administrasi dengan memanfaatkan Elekronic Government dengan nama BMW (Berkas Mlaku Dewe).Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dalam penelitian ini menggunakan metode wawancara, observasi dan dokumentasi. Adapun fokus dalam penelitian ini adalah pelaksanaan program BMW menggunakan teori implementasi kebijakan. Teknik analisis data yaitu pengumpulan data, penyaringan data, penyajian data dan penarikan kesimpulan.Hasil penelitian menunjukkan adanya ruang pelayanan dengan fasilitas komputer, alat scan, lobi ber-AC dan jaringan internet di setiap desa. Desa Ngaresrejo adalah desa yang paling sering mengalami trouble jaringan. BMW memiliki dasar hukum yang diatur dalam Peraturan Bupati Nomor 52 Tahun 2016 Tentang Tata Naskah Dinas di Lingkungan Pemerintah Kabupaten Sidoarjo. Pelayanan BMW tidak dipungut biaya. Operator Desa dibekali dengan pelatihan yang dilakukan tiap dua minggu sekali secara rutin.Kesimpulannya bahwa adanya aplikasi BMW dapat diterima dengan baik oleh warga Sukodono karena proses pelayanan dapat dilakukan dengan cepat, dengan menggunakan sistem online yang menghubungkan antara desa dengan Kecamatan Sukodono yang dapat menghemat waktu, biaya dan tenaga. Walaupun dalam pelaksanaannya masih ditemukan beberapa kendala namun dapat diatasi dengan baik oleh Kecamatan Sukodono. Kata kunci: Implementasi kebijakan, pelayanan, BMW (Berkas Mlaku Dewe)
