Abstract

Minyak alpukat (avocado oil) dikenal dengan dengan khasiatnya yang mampu merawat kulit karena mengandung berbagai macam vitamin dan asam lemak. Komponen utama asam lemak yang terkandung dalam minyak ini adalah asam oleat yang berkhasiat untuk melembabkan kulit. Penggunaan sediaan pelembab (moisturizer) merupakan salah satu solusi untuk mengatasi kulit kering. Pada jurnal review ini membahas tentang penggunaan minyak alpukat sebagai sediaan pelembab.

Abstract

Aceh Governor Regulation Number 15 of 2023 concerning Guidelines for Pine Sap Processing and Expenditure was issued and signed directly by the Acting Governor of Aceh on May 29, 2023. Since the issuance of this Pergub, the sale of raw pine sap outside the Aceh region has stopped, causing farmers or business actors to be unable to continue trade contracts that have been running with business actors outside Aceh. The results showed that the spirit and purpose of the issuance of this Pergub is so that pine sap which is one of Aceh's Natural Resources can be utilized, managed, have added value, and can increase Regional Original Income which in the end can be used for the prosperity of the people. From Article 7 of the Governor's Regulation it can be seen that the Government of Aceh stops the sale of pine sap outside the Aceh region temporarily until the needs of the Pine Sap processing industry in the Aceh region are met first. However, based on data published by DPMPTSP Aceh in 2021, conditions in the field currently Aceh only has 2 (two) pine sap processing plants, namely in Central Aceh and Gayo Lues, causing pine sap stocks in the region to be abundant, and causing pine sap prices in the Aceh region to be low, which ultimately has an impact on price stability and the economy of pine sap farmers themselves. Therefore, the Government of Aceh must pay attention to various aspects both from philosophical, sociological, and juridical aspects in the formation of Governor Regulation No. 15 of 2023 so as not to cause negative impacts on the economy of the community, especially farmers or pine sap business actors. The advice given is that the Government of Aceh needs to review Governor Regulation No. 15 of 2023, especially related to the economic impact caused, and harmony between other laws and regulations while still paying attention to aspects of the specificity of Aceh itself, so that the enactment of the Governor's Regulation does not actually hamper the productivity that has been carried out by farmers and / or pine sap business actors. Keywords: Gubernatorial Regulation, Processing and Expenditure, Pine Sap

Abstract

Pemadaman listrik di wilayah DKI Jakarta, Jawa Barat, dan Banten disebabkan oleh gangguan eksternal pada jaringan transmisi yang disebabkan oleh percikan api dari jaringan ke pohon yang mengakibatkan korsleting. Diantara para pelanggan listrik tersebut, terdapat pelanggan listrik yang merasa dirugikan dengan adanya pemadaman tersebut dan mengajukan gugatan ke Pengadilan Negeri Jakarta Selatan dengan Nomor Perkara 681/Pdt.G/2019/PN.JKT.SEL. Penelitian ini bertujuan untuk mengetahui apakah pemadaman listrik yang menimbulkan kerugian bagi konsumen dapat dikatakan sebagai perbuatan melawan hukum dan bagaimana pertimbangan hakim dalam perkara gugatan ganti rugi putusan nomor 681/Pdt.G/2019/PN.JKT.SEL dapat dikatakan tidak tepat berdasarkan Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen. Metode penelitian yang digunakan adalah yuridis normatif, dengan pendekatan perundang-undangan dan pendekatan kasus. Hasil penelitian ini menunjukkan bahwa pemadaman listrik yang terjadi di wilayah DKI Jakarta, Jawa Barat dan Banten dapat dikatakan melawan hukum, salah satunya karena PT.PLN telah melanggar ketentuan dalam Pasal 7 huruf b UU No. 8 Tahun 1999 yang menyatakan bahwa pelaku usaha berkewajiban untuk memberikan informasi yang benar dan jelas mengenai kondisi barang atau jasa serta memberi penjelasan, perbaikan dan pemeliharaan. Sementara itu, PT PLN tidak dapat melakukan pemeliharaan dengan baik, sehingga terjadi pemadaman listrik secara tiba-tiba dan berkepanjangan. Kemudian pertimbangan hakim dalam putusan nomor 681/Pdt.G/2019/PN.JKT.SEL dapat dikatakan tidak tepat karena pertimbangan hakim menyatakan bahwa penghentian sementara listrik adalah untuk menghindari keadaan yang membahayakan keselamatan umum. Sementara itu, peristiwa pemadaman listrik ini termasuk ke dalam kerugian yang diakibatkan oleh kerusakan akibat kerusakan listrik yang disebabkan oleh kelalaian PT PLN. Untuk itu, PT PLN sebagai pelaku usaha tenaga listrik seharusnya lebih memperhatikan pemeliharaan dan perawatan rutin terhadap listrik sehingga dapat menghindari terjadinya pemadaman listrik secara sepihak dan tanpa pemberitahuan.

Abstract

Chicken farming is a business that many people pursue. The existence of livestock chicken businesses located aroud residential areas definitely has a lot of impacts on the environment, both positive and negative impacts, such as the livestock chicken business in Geulima Jaya village which has an impact on the local community. Article 1368 of the civil code states that a person is not only responsible for losses caused by the actions of people, goods and animals that are his or her responsibility. The writing of this thesis aims to find out about the impact of the responsibilities of livestock chiken bisiness owners on local settlements based on the perspective of the civil code (research  in Geulima Jaya village) as well asefforts to resolve disputes that occur between the community and livestock chiken businees owners in Geulima Jaya village. This research use empirical juridical research methods and types and types of research in descriptive analysis, namely by conducting research using a qualitative approach with data collection techniques through field research and literature. The results of this research show that the impact of the responsibility of livestock business owners on local settlements based on the perspective of the Civil Code can be said that the owner of the livestock chicken business has taken several steps to reduce the impact of the business such as odors and flies, but the community still feels objections because it is considered that they are still not optimal in in terms of reducing waste odors and preventing existing flies. the resolving efforts are made by giving warnings/directions to business owners to maintain the cleanliness of the environment and as well as holding deliberations involving Geulima Jaya village officials, chicken business owners and the Geulima Jaya village community. However, these efforts have not completely resolved the existing disputes.

Abstract

This study aims to develop an inclusive agricultural development model to increase the participation of marginalized women farmers and young farmers in Nagan Raya Regency. This region is one of the nation’s food baskets, however the food security index has not been optimized with the targets set by the National Food Security Agency. Inclusive agricultural research relies on synergy between local governments and local communities which has not yet been integrated or specific. Therefore this study focuses on classifying groups of women farmers and young farmers who in an inclusive manner leverage local potential to achieve sustainable development goals. Data were analyzed using an inductive qualitative approach through data reduction verification and conclusion drawing. The results of this study show that an inclusive development model can be implemented through promoting female farmers’ participation and involving young farmers in transforming local resources in Nagan Raya Regency. The implementation of inclusive agriculture embraces the principle of empowering farmers’ resources within environmentally economically and socially oriented frameworks to enhance sustainable food security. Furthermore, the inclusive development model aims to achieve a green society a green economy and inclusive growth by strengthening the participation of women farmers and young farmers working together to support local food security. The implications of this research help classify the roles of various actors in achieving development priorities in agriculturally based regions of Nagan Raya and improving the regional food security index.

Abstract

The regulation of the term of office of keuchik (village head) in Aceh reflects a normative conflict between Law Number 11 of 2006 concerning the Governing of Aceh (UUPA) and Law Number 6 of 2014 concerning Villages as amended by Law Number 3 of 2024. UUPA stipulates a six-year term of office, while the Village Law provides an eight-year term for village heads. This difference creates legal dualism and raises issues of legal certainty, particularly after the Constitutional Court Decision Number 40/PUU-XXIII/2025, which upheld the validity of the UUPA provisions. This study aims to analyze the position of UUPA within the hierarchy of laws and regulations, examine the application of the principle of lex specialis derogat legi generali, and assess the juridical implications of the Constitutional Court’s decision. This research employs a normative juridical method using statute, conceptual, and case approaches. The findings reveal that the application of lex specialis in this context is partial and inconsistent, as the specific regulation is only maintained in relation to the term of office, while other aspects of village governance, including governance mechanisms at the gampong (village) level, follow national legal frameworks. This inconsistency leads to disharmony within the legal system. Therefore, the reconstruction of the term of office of keuchik becomes necessary by aligning it to eight years, accompanied by strengthened oversight mechanisms to ensure accountability and prevent abuse of power.
