Abstract

Pengelolaan irigasi adalah salah satu faktor pendukung utama bagi keberhasilan pembangunan pertanian terutama dalam rangka peningkatan serta perluasan tujuan pembangunan pertanian dari program swasembada beras menjadi swasembada pangan. Pemerintah telah mencanangkan pokok-pokok pembaharuan kebijaksanaan pengelolaan irigasi, petani pemakai air sesuai dengan hakekat  pembangunan dari, oleh dan untuk masyarakat agar pokok-pokok pembaharuan kebijaksanaan pengelolaan irigasi tersebut dapat mencapai sasaran tepat guna. Adanya pergeseran nilai air, dari sumberdaya milik bersama (public goods) yang melimpah dan dapat dikonsumsi tanpa biaya, menjadi sumberdaya ekonomi (economic goods) yang mempunyai fungsi sosial; terjadinya kerawanan ketersediaan air secara nasional; adanya persaingan pemanfaatan air antara irigasi dengan penggunaan oleh sektor-sektor lain; dan konversi lahan beririgasi untuk kepentingan lainnya, memerlukan adanya kebijakan. Kebijakan pengelolaan irigasi yang efektif, sehingga keberlanjutan sistem irigasi dan hak-hak atas air bagi semua pengguna dapat terjamin. Mengingat irigasi tidak terlepas dari pengelolaan sumberdaya air secara keseluruhan, maka reformasi kebijakan dalam bidang keirigasian harus dilaksanakan secara simultan dan konsisten dengan reformasi pengelolaan sumberdaya air secara keseluruhan. Kata Kunci : isu, pembaharuan, irigasiIrrigation management is one of the main supporting factors for the success of agricultural development, especially in the context of increasing and expanding agricultural development goals from rice self-sufficiency to food self-sufficiency. that the Government has set out the principles of renewal of irrigation management policies, water user farmers in accordance with the nature of the development of, by and for the community that the principles of renewal of irrigation management policies can achieve effective targets. There is a shift in the value of water, from abundant public goods resources that can be consumed without cost, to economic resources that have social functions; the occurrence of national water availability insecurity; competition over water use between irrigation and use by other sectors; and conversion of irrigated land for other purposes, requires an effective irrigation management policy, so that the sustainability of the irrigation sistem and the rights to water for all users can be guaranteed. Since irrigation is inseparable from the overall management of water resources, policy reforms in the field of irrigation must be carried out simultaneously and consistently with reforms in the management of water resources as a whole. Keywords: issues, renewal, irrigation

Abstract

This research aims to determine the influence of group leader leadership, group effectiveness, and group leader leadership on the effectiveness of the Banda Livestock Farmers and Water Users Farmers Association (P3A). Tangah in irrigation management in lowland rice cultivation. This research was conducted using a survey method in IX Korong Village, Lubuk Sikarah District, Solok City. The research sample consisted of 65 respondents randomly selected from members of the Banda Tangah P3A group. The research results show that the leadership of the P3A group leader is in the medium category, and the effectiveness of the Banda Tangah P3A group is in the high category. The leadership of the P3A group leader has a significant influence on the effectiveness of the Banda Tanga P3A group in managing irrigation in the Banda Tangah P3A, Lubuk Sikarah District, Solok City.

Abstract

Basically, agrotourism is placing the primary sector (agricultural sector) in the tertiary sector (tourism sector) which aims to help increase farmers' income. Farmers and the agricultural sector will benefit from agrotourism activities. Agrotourism can maintain the sustainability of the agricultural sector and prevent the agricultural sector from being marginalized. There are many reasons why tourists are interested in seeing the beauty of nature and carrying out various activities in the open air, including enjoying the beauty that agrotourism provides. A number of areas in Solok Regency are currently being developed as agrotourism areas, one of which is Sirukam Dary Farm, but this agrotourism management model is very different from the others. The diversity of agrotourism management models becomes material for study to develop agrotourism development models that apply in different conditions at these agrotourism objects. This article explains in detail the agrotourism development model at Sirukam Dairy Farm and it is hoped that it can be used for agrotourism management in other regions throughout Indonesia.

Abstract

The research aims to find out the strategies that must be carried out by the Karak Kaliang 88 Suka Maju household industry in running its business. The data analysis method used is quantitative and SWOT analysis. Based on the results of the analysis of the Karak Kaliang 88 Suka Maju household business, Tanjung Harapan District, Solok City, receipt of Rp. 906,750,000/year are obtained, revenues are Rp. 606,360,326/year, and profits are Rp. 602,065,730/year with a B/C Ratio of 2.00/year. Based on the SWOT analysis, it shows that the strategy used is S-O, namely using well-known brands and products that continuously develop the market. In addition, product quality improvement is also carried out.
