Abstract

It is no doubt that bureaucracy has an important role in the provision of publicservices. However, for many reasons, the performance of our bureaucracy is still far from what people expect. Its resistance to change, in addition to other unacceptable manners, is a critical factor that makes the bureaucracy unable to perform as expected. The rise of Learning Organization through which a concept of powerful organization formation is offered, is expectedly able to become the leverage for or bureaucracy to overcome its impediments. In essence, learning organization recommends that, in order to be successful like private firms or companies, the bureaucracy needs to accelerate its learning process and adjust itself to the rapid, global change. The importance of learning organization derives from the idea that ?the survival of the fittest? is quickly amending to ?the survival of the fittest to learn?. Despite the good concept, the idea of learning organization is not easy to put into practice within the bureaucratic system due to its unacceptable ?cultures?, attitudes and paradigm that are not in line with the spirit of learning organization. Therefore, what we need to do in the first place is to change the bureaucracy in terms of its structure and its intrinsic foundations by which it operates: values, norms, and paradigm. Another key aspect is to change the way people manage the bureaucracy.

Abstract

The Indonesian nation is facing a multidimensional crisis, the waning of characters that are in accordance with the philosophy of life of the Indonesian nation gave birth to the moral decadence of the nation's generation. Split of personalitty disease (split personality) or inability to unite words and deeds, between theory and practice, has been entrenched almost in every level of society. Education has a role and function to shape the nation's generation. Education can be an arrow to advance a nation so that it competes with other nations, or backfire that can destroy the nation itself. All of that depends on education actors. To build a nation that is able to compete, the quality of human resources is needed that is not only intelligent in its knowledge but also must be a person of character, based on the divinity of the Almighty, and adheres to human values. Therefore, education does not only prioritize cognitive, but education must foster humans to be human beings, human beings who are able to carry out their duties as abdillah and as caliph filard. The method used in this study is the library method (library research), namely by making maximum use of relevant library materials to answer research problems, concepts, principles, theories, doctrines, views and discoveries about character education sought and reviewed from accurate data sources in the field of education related to the problem of this research. Research results show that: Education is not only a means of transferring knowledge, but more importantly education is a place to foster children's character. To shape the character of the nation's generation, all components of education, namely the three centers of education, must actively participate in shaping the character of the nation's generation. In character building, several methods are needed, namely: exemplary methods, habituation, advice and stories, attention and supervision, law and rewards. Alquran verse Ash-Shaff verse 2-3 in its explanation is regarding consistency and integration between one's words and deeds, honest, dare to fight, be responsible and avoid hypocrisy. Education here essentially wants to shape individuals into moral individuals and good character who can live their freedom and responsibilities, in their relationships with others and their world.

Abstract

 Tujuan penelitian ini untuk mengetahui seberapa besar pengaruh kualitas sumber daya manusia dan pemahaman sanksi pajak perangkat desa terhadap ketepatan waktu pembayaran pajak bumi dan bangunan di Kecamatan Campaka Kabupaten Cianjur. Penelitian ini menggunakan pendekatan kuantitatif dengan metode deskriptif dan asosiatif. Populasinya adalah seluruh jumlah perangkat desa (Kepala Dusun) yang ada di Kecamatan Campaka. Pengambilan sampel menggunakan sampling jenuh dengan jumlah sampel sebanyak 45. Hasil penelitian ini menunjukan bahwa Kualitas Sumber Daya Manusia dan Pemahaman sanksi Pajak Perangkat Desa  berpengaruh signifikan terhadap Ketepatan Waktu Pmbayaran Pajak Bumi dan Bangunan. The aim of this research is to find out how much influence the quality of human resources and understanding of village official’ tax sanctions have on the timeliness of land and building tax payments in Campaka District, Cianjur Regency. This research uses a quantitative approach with descriptive and associative methods. The population is the entire number of village officilas (hamlet heads) in Campaka District. Sampling used saturated sampling with sample size of 45. The results of this research show that the quality of human resources and understanding of village apparatus tax sanctions have a significant effent on the timeliness of land and building tax payment.

Abstract

Penelitian ini dilatarbelakangi oleh adanya fenomena bahwa telah terjadi fluktuasi minat mahasiswa dalam memilih program studi akuntansi syariah di FEBI UNSUR Cianjur di tengah meningkatnya kebutuhan akan profesional di bidang tersebut. Penelitian ini bertujuan untuk mengkaji dan mengetahui seberapa besar pengaruh variabel motivasi dan biaya pendidikan, baik secara parsial maupun simultan terhadap minat mahasiswa dalam memilih program studi akuntansi syariah pada mahasiswa FEBI UNSUR Cianjur. Penelitian ini menggunakan pendekatan kuantitatif dengan metode deskriptif dan asosiatif. Populasinya adalah seluruh jumlah mahasiswa program studi akuntansi syariah FEBI UNSUR Cianjur. Pengambilan sampel menggunakan sampling jenuh.Adapun data yang digunakan adalah data primer yang diperoleh dari penyebaran angket berupa kuesioner. Berdasarkan hasil pengujian parsial (uji t) untuk variabel motivasi diperoleh nilai t hitung lebih besar dari pada t tabel (5.630 > 1.669) dengan nilai signifikan lebih kecil daripada 0,05 (0,000 < 0,05). Untuk variabel biaya pendidikan, hasil pengujian parsial (uji t) diperoleh nilai t hitung lebih kecil daripada t tabel (678 < 1.669) dengan nilai signifikan lebih besar daripada 0,05 (0,500 < 0,05). Artinya, tidak berpengaruh antara biaya pendidikan terhadap minat mahasiswa. Selanjutnya, dari hasil uji simultan (uji F) menyimpulkan bahwa variabel motivasi dan biaya pendidikan berpengaruh signifikan terhadap minat mahasiswa. Hal tersebut dibuktikan dengan nilai F hitung lebih besar daripada F tabel (29.069 > 3.14) dan nilai signifikan lebih kecil daripada 0,05 (0,000 < 0,05). Dari hasil uji koefisien determinasi (R2) diketahui bahwa besarnya pengaruh motivasi dan biaya pendidikan terhadap minat mahasiswa adalah 47,6% sedangkan sisanya 52,4% dipengaruhi oleh variabel lain, yang tidak diteliti dalam penelitian ini.This research is motivated by the phenomenon that there has been a fluctuation in student interest in choosing the sharia accounting study program at FEBI UNSUR Cianjur amidst the increasing need for professionals in this field. Independent variables include motivation (X1) and educational costs (X2) and variables dependent on student interest (Y). The data used is primary data obtained from distributing questionnaires in the form of questionnaires. Based on the results of the partial test (t test) for the motivation variable, the calculated t value was greater than the t table (5.630 > 1.669) with a significant value smaller than 0.05 (0.000 < 0.05). Thus, the proposed hypothesis is accepted. This shows that motivation has a significant and positive influence on student interest. For the education cost variable, the results of the partial test (t test) showed that the calculated t value was smaller than the t table (678<1.669) with a significant value greater than 0.05 (0.500 < 0.05). This means that there is no effect between education costs and student interest. Furthermore, the results of the simultaneous test (F test) concluded that the motivation variables and educational costs had a significant effect on student interest. This is proven by the calculated F value being greater than the F table (29.069 > 3.14) and the significant value being smaller than 0.05 (0.000< 0.05). From the results of the coefficient of determination test (R2), it is known that the influence of motivation and educational costs on student interest is 47.6%, while the remaining 52.4% is influenced by other variables, which were not examined in this research.
