Abstract

Attitude and behavior in carrying out the duties as the village head shows a personality that is able to directand provide good wisdom for the community. It was then found that the ability of the village head in termsof understanding the duties and functions and responsibilities supported by the background of strata 1education in the field of law, competency in accordance with the responsibility of giving a large role for thevillage head in understanding the duties and functions held. Unpartiparative leadership is also an obstaclein the effectiveness of the village chief's leadership. In the study, it was found that people do not understandthe various government activities and development programs carried out by the government.Keywords : effectiveness of leadership

Abstract

Inti permasalahan dalam penelitian ini yaitu kurangnya Pengawasan Pemerintah terhadap Kenakalan Remaja. Tujuan penelitian ini dilakukan untuk mengetahui bagaimana Pengawasan Pemerintah Kelurahan Batuputih Bawah di Kecamatan Ranowulu, Kota Bitung Dalam Mengatasi Kenakalan Remaja. Metode penelitian ini menggunakan metode penelitian kualitarif. Pengumpulan data dalam penelitian ini dilakukan dengan teknik wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa kenakalan remaja di Kelurahan Batuputih Bawah sangat meresahkan masyarakat, pengawasan dari pemerintah secara langsung dan tidak langsung yang dilakukan, dilihat masih belum efektif dalam meminimalisir tingkat kenakalan remaja. Karena sampai saat ini kenakalan remaja di Kelurahan Batuputih Bawah masih sangat besar, kenakalan remaja yang sering terjadi adalah meminum minuman keras bagi anak-anak remaja, perkelahian antar kelompok-kelompok. Berdasarkan hasil penelitian dapat ditarik kesimpulan bahwa pengawasan dari pemerintah kelurahan Batuputih Bawah terhadap kenakalan remaja tidak dilaksanakan secara efektif pemerintah hanya memberikan teguran kepada pelaku kenakalan remaja disaat kasus kenakalan remaja tersebut berlangsung seperti melakukan perkumpulan minum minuman keras tidak ada tindak lanjut membubarkan karena alasan tidak membuat keributan. Tidak ada petugas keamanan untuk bertugas melakukan pengawasan terhadap kenakalan remaja. Disarankan pemerintah dapat memberikan pembinaan dan program sosialisasi tentang bahaya minum minuman keras terhadap anak-anak remaja, masyarakat mampu membuka wawasan tentang bahaya minuman keras terhadap ana-anak remaja. Kata kunci : pengawasan, pemerintah, kenakalan remaja

Abstract

Based on the background of the problem, the Government is still inadequate in empowering the communityto increase plantation yields, so this research aims are: to determine development planning in GamsidaVillage, Ibu Selatan District, West Halmahera RegencyIn this research, the writer uses descriptive type which aims to describe and carefully the phenomenon orsocial reality by describing or describing the problem being studied qualitatively. To obtain information inaccordance with the problems under study about how development planning in the village, then usetechniques in an effort to collect data, namely through interviews, observation and documentationThe results show that development planning is a very important process in the implementation ofdevelopment, one of the keys to the success of development objectives is the extent to which developmentplanning is carried out.
