Abstract

Komunikasi Publik pemerintah Kota Manado dalam penanganan COVID-19 membawa banyakketidakpastian di tengah-tengah masyarakat yang ditunjukan oleh tidak efektifnya komunikasikebijakan yang dilakukan dan berujung pada kesalapahaman publik menangkap maksud darikebijakan pemerintah. Penelitian ini bertujuan untuk mengetahui bagaimana komunikasi publikpemerintah Kota Manado dalam penanganan COVID-19 dengan metode deskriptif kualitatif. Hasilpenelitian menunjukkan bahwa komunikasi publik yang dilakukan oleh pemerintah dari aspekketerbukaan tantangannya adalah sulit meyakinkan masyarakat, pemerintah telah menggunakanberbagai media bahkan media komunikasi baru, masyarakat dijangkau secara langsung melaluikerjasama komunikasi dengan berbagai pihak termasuk tokoh-tokoh masyarakat, koordinasi lintasdepartemen pemerintah selain dilakukan secara langsung juga memanfaatkan media whatsappgroup.Kata Kunci: Komunikasi Publik, Pemerintah, Penanganan COVID-19.

Abstract

This study aims to describe and analyze the dynamics of processes and factors that hinder the formation of Central Luwu Regency. Research design is a qualitative based research method that aims to describe the findings in the field. The data collected by field officers include the dynamics of community leaders and obstacles in the process of regional expansion. Descriptive analysis is used to analyze the dynamics of processes and factors that hinder the formation of Central Luwu Regency. The result of the study is the dynamics of the process on conflicts of interest between the pros and cons of walenrang-lamasi censure should join in Palopo City, because facilities and infrastructure, economy, and community service facilities can not be ascertained to meet the results of the provincial government study. Abstract

The establishment of Village-Owned Enterprises (BUMDes) in Menggawa Village is an effort tostrengthen the economy in the village and is a means of empowering the local economy with various typesof village potentials. However, there are still problems in the management of BUMDes in Menggawavillage. So this research was conducted to determine the organizational effectiveness of Village-OwnedEnterprises (BUMDes) in Menggawa Village, Tamako District, Sangihe Islands Regency. The researchmethod used is descriptive qualitative. The focus of this study uses Steers' theory namely: goal optimization,systems perspective, stress on the aspect of human behavior. Sources of data used in this study are primaryand secondary data. Where the data collection techniques used are interviews, observation, documentation.With 4 informants. Based on the research results of the BUMDes "Batu Senggopole" in MenggawaVillage, it is still not effective where the selection of businesses that are not in accordance with the potentialof the Village results in a business that does not go well, limited human resources who manage BUMDes,and the BUMDes management is still lacking. innovative and productive in managing BUMDes. So it isnecessary to have technical guidance and tight supervision related to the management of BUMDes inMenggawa Village.Keywords: Organizational Effectiveness, Village-Owned Enterprises

Abstract

With the existence of E-government as an information and communication technology within thegovernment, efforts are being made to further improve the organization and management of government.This is intended to be able to carry out and carry out their duties and functions effectively and efficiently.This study uses a qualitative approach. Data obtained from interviews, observations and documents. Dataanalysis was carried out through data reduction, data presentation, and conclusion drawing. The findingsof this study are that the use of e-government realized by employees of the Department of Population andCivil Registration can benefit the performance of employees in providing existing services to thecommunity, based on the provision of good and effective services, in increasing efficiency, and inproviding information to the public. evenly. The government should further increase the existingresources to support performance. Because this is one of the factors that influence the extent to which theuse of e-government can be put to good use. Abstract

Self-Help Housing Stimulant Assistance (BSPS) or better known as Home Repair isone of the government programs to help people have a decent house as well as a means for social welfaredevelopment. This home renovation program has been implemented in many regions in Indonesia. Theaim of the researcher in conducting this research was to find out how the Home Improvement Programwas implemented in Ranoketang Atas Village. In this study, the researcher focused on the problems foundin the field, namely how the implementation of the Home Improvement Program in Ranoketang AtasVillage was in accordance with the factors that supported the implementation. According to Ksumanegara(2010), there are four factors that play an important role in the successful implementation of a policy.These factors are communication, resources, disposition, and bureaucratic structure. This study uses aqualitative method. Data is grouped to make it easier to filter which data is needed or not. After groupingthe data, the researcher describes it in text form, so that it is better understood, after that the writer drawsconclusions from the data so that it can answer the main problem of the research. The result of thisresearch is that the factors that play an important role in the successful achievement of a policy have beenfulfilled. Thus, the implementation of the house renovation program in Ranoketang Atas village has gonewell. Abstract

Pemberdayaan masyarakat adalah proses partisipasi yang memberi kepercayaan dan kesempatan kepadamasyarakat untuk mengkaji tantangan utama pembangunan mereka dan mengajukan kegiatan-kegiatan yangdirancang untuk mengatasi masalah tersebut. Adanya Dana Desa memberikan manfaat dan perubahan untukDesa Wanga Kecamatan Motoling Timur Kabupaten Minahasa Selatan. Dana Desa merupakan kebijakanyang tepat dalam perubahan pembangunan di Desa Wanga Kecamatan Motoling Timur Kabupaten MinahasaSelatan. Ketepatan pelaksanaan, dinilai tepat apabila dalam pelaksanaan terjalin sebuah kerjasama antarapemerintah, pihak swasta serta masyarakat. Dalam penelitian yang dilakukan peneliti didapatkan sebuah hasilbahwa kerjasama tersebut telah terjalin. Dalam APBDes Desa Wanga tahun 2019, target pembangunan yangbersumber pada Dana Desa adalah pembangunan jalan desa, pembangunan drainase/talud sertapembangunan bidang pembinaan kemasyarakatan. Dalam lingkungan kebijakan, interaksi yang dilakukanpemerintah pusat dan daerah sudah sesuai. Dalam hal ini pengumpulan Laporan Pertanggungjawaban (LPJ)selalu tepat waktu. Kebijakan Dana Desa ini diterima dan dilaksanakan sesuai dengan tujuan dari Dana Desa.Yakni pemerataan pembangunan di Desa Wanga Kecamtan Motoling Timur Kabupaten Minahasa Selatan.Kata Kunci : Program Dana Desa

Abstract

This study aims to determine the village government's strategy in maintaining the economic stability of ruralcommunities in the midst of the COVID 19 pandemic. This study uses a qualitative descriptive researchmethod. The theory used in this research is the theory of strategic management indicators from Freed R.David which includes strategy formulation, strategy implementation and strategy evaluation. The researchinformants were the head of Pusunge Village, the Village Secretary, the Head of Environment 2, and a totalof 5 people. Data collection techniques used by researchers are observation, interviews and documentation.The results of this study indicate that the strategy taken by the village government has been well realized byproviding seeds to the community that can help maintain the economic stability of the community in the midstof the COVID-19 pandemic. implementation of strategies taken by village governments and communities whostill do not comply with health protocols.Keywords: Strategy, Economic Stability

The purpose of this study was to determine the performance of the Village Consultative Body in PinamoronganVillage, Tarerean District, South Minahasa Regency. This study used qualitative research methods. Based onthe problems encountered, in carrying out its duties and responsibilities, the Village Consultative Body inPinamorongan Village has not been optimal in carrying out supervision of village administration inPinamorongan village. Abstract

Penelitian ini peneliti menggunakan jenis penelitian kualitatif (Creswell,2002), yaitu suatupenelitian kontekstual yang menjadikan manusia sebagai instrumen, dan disesuaikan dengan situasiyang wajar dalam kaitannya dengan pengumpulan data yang pada umumnya bersifat kualitatif.Pendekatan kualitatif dicirikan oleh tujuan penelitian yang berupaya memahami gejala-gejala yangsedemikian rupa yang tidak memerlukan kuantifikasi, karena gejala tidak memungkinkan untukdiukur secara tepat. Penelitian ini diarahkan pada latar dan individu secara holistik danmenekankan pentingnya pemahaman tingkah laku menurut pola berpikir pada pelayanan kesehatanyang dilakukan di Desa Ranoyapo Kabupaten Minahasa Selatan.Untuk dapat mengatahui dan menjelaskan pelayanan kesehatan yang dilakukan dan terjadi di DesaRanoyapo Kabupaten Minahasa Selatan diperlukan suatu aktivitas penelitian yang secara kualitatifsebagai serangkaian kegiatan mengumpulkan, menggambarkan dan menafsirkan data tentangsituasi yang dialami, kegiatan, hubungan tertentu, pandangan atau sikap yang tunjukkan atautentang kecenderungan yang tampak dalam proses yang sedang berlangsung. Abstract

Dalam UU Perda Kota Manado No.2 Tahun 2011 pada BAB 1 Pasal 1 ayat 12, dijelaskan bahwa: Pajakrestoran adalah pajak atas pelayanan yang disediakan oleh restoran. Selanjutnya, dalam pasal 1 ayat13 dijelaskan bahwa: Restoran adalah fasilitas penyedia makanan dan atau minuman yang dipungutbayaran yang mencakup juga, kafetaria, kantin, warung, bar, dan sejenisnya termasuk jasaboga/katering. Dan pada pasal 12 dan 13 tertulis: Dasar pengenaan pajak restoran adalah jumlahpembayaran yang diterima atau atau yang seharusnya diterima restoran (Pasal 12), Tarif pajakrestoran ditetapkan sebesar 10 % (Pasal 13). Di Kota Manado, pajak restoran sangat berpengaruhdalam meningkatkan pendapatan asli daerah, dalam data penelitian yang didapatkan, setiap tahunnyaPAD melalui pajak ini terus meningkat. Akan tetapi, masih perlu banyak evaluasi dari pemerintah(petugas pajak) dalam meningkatkan kesadaran masyarakat (wajib pajak) dalam membayar pajakkhususnya pajak restoran agar pendapatan asli daerah melalui pajak ini terus konsisten danmeningkat.Kata kunci: Efektivitas Pajak Restoran, Pendapatan Asli Daerah
