Abstract

Tamansari terletak di kawasan strategis Kota Serang namun kondisi fisiknya memprihatinkan sehingga menurunkan kualitas kawasan. Penelitian atau kajian yang pernah dilakukan terhadap Tamansari kurang mengeksplorasi segala hal yang berkaitan dengan Tamansari sehingga fungsi Tamansari yang ditetapkan dari hasil kebijakan selama ini tidak pernah bertahan lama. Penelitian ini dilakukan untuk mengeksplorasi hal-hal berkaitan dengan Tamansari, meliputi sejarah, pendapat, keinginan dan harapan para pemangku kepentingan dan masyarakat sehingga dapat diperoleh informasi tentang fungsi yang diharapkan untuk Tamansari. Metode yang digunakan adalah eksploratoris sequensial (mix method), dengan teknik pengumpulan data melalui wawancara (kualitatif) dan angket daring (kuantitatif). Dari hasil penelitian dengan metode ini diperoleh adanya 4 (empat) aspek permasalahan yang dihadapi Tamansari yaitu aspek fisik, sosial, kelembagaan, dan kebijakan, dan fungsi yang diharapkan terhadap Tamansari, yaitu sebagai Ruang Terbuka Publik/Ruang Terbuka Hijau. Peta jalan (road map) dan rancangan penataan kawasan yang dapat menjadi acuan dalam pelaksanaan perencanaan penataan Tamansari. Peta jalan berisi rencana kegiatan, dan OPD yang bertanggung jawab selama 3 (tiga) tahun dan rancangan Tamansari menjadi dapat menjadi dasar dalam penyusunan siteplan dan DED Tamansari. Dalam rancangan ini Tamansari berkonsep “Past, Now, and Then” yang terbagi dalam 6 (enam) zona, yaitu zona swafoto, zona klub lansia, zona muda, zona tempat ibadah, zona anak-anak, dan zona kuliner.

Abstract

The phenomenon of climate change and global warming is driving the issue of the Sustainable Development Goals developing in countries in the world, including Indonesia. Indonesia is incorporated in the Paris Agreement and follows up with the drafting of laws and regulations which form the basis for implementing TPB in the regions. Profile of achievement of the Serang City Sustainable Development Goals based on the KLJDD KLHS Document shows that there are still 92 indicators (50, 27%) that have not been achieved. Previous research on strategies and road maps to achieve TPB at the regional level is still limited and is the state of the art of this research. The method used is a sequential transformative strategy mix method that is integrated with the TAIDA method as a scenario planning method, by prioritizing qualitative research through literature studies, personal observations, discussions, interviews which are part of the initial process of the TAIDA (tracking, analyzing) method. Followed by quantitative research through descriptive statistics on weight and rating calculations to formulate strategies and road maps (the next process of the TAIDA method: identifying, deciding, acting). The results of this study are that the strategy to achieve TPB is focused on 4 (four) aspects, namely aspects of regulation (synchronization of regulations), funding (potential funding other than APBD along with preparation of regional financial mechanisms), socialization (aimed at the public and all stakeholders through sharing media) and collaboration (initiation of cooperation with all parties and other local governments). The road map consists of 9 (nine) stages, from socializing to promoting best practices.

Abstract

Despite being one of the metropolitan cities in Indonesia, the prevalence of stunting in Bandung City is more than the World Health Organization (WHO) standard. Stunting is a threat to the quality of human development, also lowering economic productivity. A strategy to reduce and handle stunting is needed so that social and environmental aspects are essential to facilitate the policymaker. This study analyzes the stunting situation in Bandung City and then arranges villages based on the stunting risk index to get an operative recommendation. The quantitative method analysis uses climate change adaptation which includes hazard and vulnerability indicators. At the same time, Focus Group Discussion (FGD) forms the qualitative method with key persons to identify problems and formulate impressive strategies. The results showed that 14 villages have the highest risk of stunting in Bandung City, to be intervention priority. These villages have relatively high poverty, poor access to sanitation, and low adaptive capacity. Recommendations from this study are focused on regional development planning, increasing community participation, and multi-stakeholder cooperation through strengthening innovation, collaboration, and innovation.
