Abstract

Ketidakmampuan para pedagang kecil yang hanya memiliki modal terbatas, membuat mereka tidak mampu untuk menyewa harga kios dengan sewa sangat mahal. Hal ini yang menyebabkan munculnya pekerjaan di sektor informal. Salah satunya adalah Pedagang Kaki Lima ( PKL ). Beberapa pasar tradisional di Jakarta yang menjadi incaran para PKL untuk berjualan di pinggir jalan salah satu nya adalah Pasar Tanah Abang. Hal ini menimbulkan masalah tentang keindahan dan ketertiban kota. Penelitian ini untuk menganalisa mengenai implementasi kebijakan Perda DKI Nomor 8 Tahun 2007, apa saja kendala yang dihadapi dan upaya apa saja yang dilakukan untuk mengatasi kendala yang dihadapi. Metode penelitian kualitatif yang bersifat deskriptif, digunakan dalam penelitian ini. Pengumpulan data primer dan data sekunder, yaitu data yang terkait dengan kondisi Pasar Tanah Abang itu sendiri. Digunakan wawancara, observasi dan dokumentasi. Informan dalam penelitian ini 7 orang Hasil penelitian menunjukkan Implementasi kebijakan Peraturan Daerah Nomor 8 Tahun 2007 tentang ketertiban umum pada pedagang kaki lima di kawasan Pasar Tanah Abang Jakarta Pusat sudah dilaksanakan dengan baik oleh petugas Satpol PP dengan mengedepankan tindakan preventif humanis. Implementasi kebijakan Perda No. 8 Tahun 2007 tentang ketertiban umum pada pedagang kaki lima di kawasan Pasar Tanah Abang Jakarta Pusat dilakukan melalui beberapa tahapan, yaitu, sosialisasi, himbauan, teguran tertulis berupa Surat Peringatan. Satpol PP tetap mengedepankan tindakan preventif daripada represif. Satpol PP memahami akan prosedur pelaksanaan tugas (SOP), struktur birokrasi dan komunikasi serta kerjasama dengan unsur lain 3 pilar , yaitu TNI, Polri dan ormas setempat. Disposisi menegaskan bahwa watak dan karakteristik yang dimiliki oleh implementor, yaitu Satpol PP adalah berdedikasi tinggi dan berpegang teguh pada kejujuran individu. Kendala yang dihadapi petugas Satpol PP dalam pelaksanaan penertiban khususnya mengenai kurangnya jumlah personil dapat diatasi dengan senantiasa membangun komunikasi dan kerjasama yang baik dengan unsur samping dan TNI Polri.

Abstract

This research explores the policy of changing the name of Bambu Apus Street to Mpok Nori Street in Jakarta from a deliberative policy perspective. Deliberative policy is a decision-making process that involves discussion between the government and the affected community. However, this research found that the policy was not implemented in a deliberative manner. The community was not involved in prior consultations or discussions. There was minimal socialization, and residents only became aware of the name change after the policy was implemented. This research employs a qualitative approach with purposive sampling interviews as the main method. The data indicates that the change of this street name was taken top-down by the government without adequate public consultation, resulting in dissatisfaction among the affected community. Additionally, the name change was not accompanied by direct adjustments to population documents, requiring individuals to gradually update their data. In conclusion, the policy of changing street names is not in line with the ideal principles of deliberative policy. This has resulted in low public support for the street name change, highlighting the importance of public involvement in the policy-making process.

Abstract

This research discusses the quality factors of SME licensing services carried out by the Semarang City Cooperatives and Micro Enterprises Service. Researchers are interested in raising this topic because the program being held is an effort to provide convenience in licensing for SME business development, but deficiencies were found in the smoothness of the OSS application process. This research is descriptive quantitative using primary and secondary data sources. The sample was obtained using random sampling techniques. Observations and questionnaires were used to conduct collection techniques. The analysis technique uses Kaiser Meyer Olkin (KMO). There are 30 question attributes grouped into 5 dimensions. The results of the research formed 6 new factors, where the most dominant factor in the quality of OSS licensing services for SMEs amounting to 45.4% was the quality of the OSS licensing application, easy to use, flexible, convenience and speed of online licensing services. Meanwhile, the factor with the smallest value of 5.14% is the timeliness of permits. It is hoped that permits can be issued on time according to time standards.
