Abstract

This research explores the policy of changing the name of Bambu Apus Street to Mpok Nori Street in Jakarta from a deliberative policy perspective. Deliberative policy is a decision-making process that involves discussion between the government and the affected community. However, this research found that the policy was not implemented in a deliberative manner. The community was not involved in prior consultations or discussions. There was minimal socialization, and residents only became aware of the name change after the policy was implemented. This research employs a qualitative approach with purposive sampling interviews as the main method. The data indicates that the change of this street name was taken top-down by the government without adequate public consultation, resulting in dissatisfaction among the affected community. Additionally, the name change was not accompanied by direct adjustments to population documents, requiring individuals to gradually update their data. In conclusion, the policy of changing street names is not in line with the ideal principles of deliberative policy. This has resulted in low public support for the street name change, highlighting the importance of public involvement in the policy-making process.

Abstract

Transformasi digital dalam pelayanan publik menjadi kebutuhan penting dalam meningkatkan efisiensi dan kualitas layanan, termasuk dalam pengurusan administrasi kependudukan. Penelitian ini bertujuan untuk menganalisis implementasi pelayanan publik berbasis digital di Kecamatan Paseh, Kabupaten Sumedang, dengan menerapkan teori adopsi inovasi (Rogers, 2003) dan teori implementasi kebijakan (Mazmanian & Sabatier, 1983) sebagai perangkat analisis. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik wawancara mendalam, observasi lapangan, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa digitalisasi layanan telah meningkatkan efisiensi dan aksesibilitas di wilayah tersebut. Masyarakat mulai menerima sistem baru, terutama kalangan muda yang terbiasa dengan teknologi. Namun, tantangan signifikan masih dihadapi, seperti rendahnya literasi digital, ketimpangan infrastruktur, dan terbatasnya kapasitas pelaksana di tingkat desa. Dari perspektif teori, adopsi teknologi belum mencapai tahap confirmation secara luas, dan struktur implementasi kebijakan masih memerlukan penguatan. Kesimpulannya, pelayanan publik digital di Kecamatan Paseh memiliki potensi besar untuk ditingkatkan melalui pendekatan yang kolaboratif, adaptif, dan berbasis kebutuhan masyarakat lokal. Rekomendasi strategis mencakup peningkatan literasi digital, pelatihan aparatur desa, serta pemerataan infrastruktur teknologi. Abstract Digital transformation in public services is an important need to improve the efficiency and quality of services, including in managing population administration. This study aims to analyze the implementation of digital-based public services in Paseh District, Sumedang Regency, by applying the innovation adoption theory (Rogers, 2003) and the policy implementation theory (Mazmanian & Sabatier, 1983) as analytical frameworks. This study uses a descriptive qualitative method with in-depth interview techniques, field observations, and documentation studies. The results of the study indicate that digitalization of services has increased efficiency and accessibility in the area. The community has begun to accept the new system, especially young people who are familiar with technology. However, significant challenges are still faced, such as low digital literacy, infrastructure inequality, and limited capacity of implementers at the village level. From a theoretical perspective, technology adoption has not reached the stage of widespread confirmation, and the policy implementation structure still needs strengthening. In conclusion, digital public services in Paseh District have great potential to be improved through a collaborative, adaptive, and local community-based approach. Strategic recommendations include increasing digital literacy, training village officials, and equalizing technology infrastructure.
