Abstract

Privileges funds are funds provided by the state as consequence of the state's recognition of the privileges of Yogyakarta based on Law Number 13 of 2012 concerning Privileges of the Special Region of Yogyakarta. In general, the privilege fund is intended for five things, one of which is education and culture. This study aims to determine the power of the Al-munawwir Krapyak Islamic Boarding School in influencing the policy of allocation of privileged funds. Qualitative research methods, with supervision and investigation that are sharply described in analyzing and obtaining data on problems that occur in a group. The result of the research is that the power of Al-Munawwir Krapyak Islamic Boarding School, Islamic boarding school in influencing the policy of allocation of privileged funds is indicated by informal pressure on the government, especially the Yogyakarta Palace to place the pesantren as a cultural institution. Islamic boarding schools as cultural institutions have the right to access privilege funds as stated that culture is one of the areas that receive budget items from privilege funds, one of which was during a discussion with GKR Hemas at Keraton Kilen Yogyakarta. The effectiveness of the power of the Al-Munawwir Krapyak Islamic boarding school in influencing the policy of the allocation of privileged funds was quite effective, because it was directly related to the Yogyakarta Keraton elite. However, from the pesantren side there is no further escort at the execution stage of the policy makers. In fact, in the process of making this funding policy, it is necessary to have an escort so that the aspirations of the pesantren community come out or are included in the Danais budget.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi keberhasilan desa sejahtera dengan menganalisis collaboratiev governance dalam program Gerakan Desa Ikut Sejahtera (GaDIS), di Kabupaten Peswaran. Kabupaten Peswaran menjadi salah satu Kabupaten di Privinsi Lampung protipe pelaksanaan program desa Sejahtera dengan beberapa aktifitas berupa sekolah ibu-ibu produktif, bank sampah, dan pengembangan wisata pantai yang terus berjalan hingga saat ini. Keberhasilan Kabupaten Pesawaran dalam melaksanakan pemberdayaan tidak terlepas dari dukungan berbagai aktor diantaranya pemerintah daerah, pemerintah desa, kelompok masyarakat, serta berbagai pihak swasta yang turut serta mensukseskan program desa sejahtera. Metode penelitian ini yaitu kualitatif dengan pendekatan studi kasus. Informan dipilih secara purposive dengan melibatkan berbagai stakeholders yang memahami permasalahan yang diteliti. pengumpulan data dilakukan melalui FGD, wawancara mendalam, observasi, dan dokumentasi. Analisa data dilakukan secara interaktif yakni pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan dengan menggunakan 10 dimensi collaborative governance. Hasil penelitian menunjukkan bahwa implementasi program Gerakan Desa Sejahtera (GaDIS) melalui berbagai diskusi dengan berbagai pihak yang saling percaya satu sama lain. Kepercayaan diantara pihak tersebut dituangkan ke dalam komitmen berupa kontrak kerjasama dan surat rekomendasi yang disepakati secara bersama. Adapun struktur jaringan di Kabupaten Pesawaran terkategori sebagai self governance, yakni setiap pihak berpartisipasi dalam menjalankan tupoksinya masing-masing. Setiap pihak memiliki kewenangan masing-masing untuk menjalankan tugasnya dan mengakses (hak) berbagai kebutuhan dalam rangka mensukseskan program GaDIS.

Abstract

This research aims to identify factors that lead to low community participation and to find out how much influence the community participation policy of Siring Agung Village has on environmental quality. This research is a quantitative study using a descriptive approach, with the independent variable being community participation and the dependent variable being environmental quality. There are 276 samples in this study. The data analysis technique used in testing the hypothesis in the study is to use simple linear regression analysis technique to determine the effect of community participation (X) as an independent variable on environmental quality (Y) as the dependent variable. The results showed a correlation between variable X (community participation) and variable Y (environmental quality). This is evidenced by testing simple linear regression analysis to get the equation Y = 4.160 + 0.433 X, and it is produced by the t-test that the tcount = 22.725> from the ttable value = 1.650 with a significance level of less than 0.05 and the coefficient of determination shows that the community participation variable (X) has an influence of 65.3% on environmental quality (Y), this states that the pearson correlation value produced is interpreted as strong and the remaining 34.7% is influenced by other factors and Furthermore, the F test has a calculated F value of 516 . 442> F table 3.88 so this shows that the independent variable simultaneously affects the dependent variable.
