Abstract

Kemiskinan merupakan tantangan kompleks yang signifikan dalam pembangunan ekonomi nasional, khususnya di Indonesia. Artikel ini mengkaji permasalahan kemiskinan di Kota Tangerang, dengan jumlah penduduk miskin mencapai 25,9 juta orang pada Maret 2023. Kota Tangerang menghadapi peningkatan angka kemiskinan sebesar 0,55% dari tahun 2020 hingga 2022, menciptakan kebutuhan akan solusi inovatif melalui pengembangan masyarakat. Program TJSL diimplementasikan dengan memanfaatkan potensi lokal, seperti yang berhasil dilakukan di Kelurahan Mekarsari dengan Betel Leaf Empowerment Hub Program. Program ini berfokus pada budidaya tanaman sirih, mengedepankan nilai keberlanjutan dan nilai ekonomi daun sirih. Program ini telah berhasil meningkatkan kemandirian masyarakat, terutama di Kelurahan Mekarsari, yang menerima bantuan dari PT Pertamina Patra Niaga SHAFTHI sejak 2020. Penelitian ini bertujuan merumuskan strategi pemberdayaan masyarakat melalui pengembangan budidaya tanaman sirih, dengan ditinjau melalui pendekatan 5P (Pemungkin, Penguatan, Perlindungan, Penyokongan, dan Pemeliharaan). Metode penelitian yang digunakan adalah kualitatif dan deskriptif digunakan untuk mendapatkan pemahaman mendalam tentang pelaksanaan Betel Leaf Empowerment Hub Program. Poverty presents a complex challenge in Indonesia's national economic development, notably in Tangerang. This article delves into Tangerang's poverty issues, with 25.9 million people recorded as impoverished in March 2023. The city witnessed a 0.55% rise in poverty from 2020 to 2022, prompting the need for innovative community development solutions. The TJSL program strategically utilizes local potential, exemplified by the successful Sirih Village Program in Mekarsari. Focused on betel leaf cultivation, this initiative prioritizes sustainability and the economic value of betel leaves. Implemented since 2020, it has significantly enhanced community self-reliance, particularly in Mekarsari, aided by support from PT Pertamina Patra Niaga SHAFTHI. This study aims to formulate empowerment strategies through betel leaf cultivation, employing the 5P approach (Enablement, Strengthening, Protection, Support, and Maintenance). Utilizing qualitative and descriptive research methods, the research provides insights into the Sirih Village Program's implementation in Mekarsari. The findings contribute to effective poverty-alleviation strategies in Tangerang.

Abstract

Objective of this study is to analyze the social investment impact of the PIJAR GEMILANG Community Development Program implemented by PT PLN Nusantara Power UP Rembang using the Social Return on Investment (SROI) approach. This program represents a waste-based social innovation initiative utilizing dragon fruit waste and FABA waste as raw materials for organic fertilizer and a farmer savings system, located in Trenggulunan Village, Pancur District, Rembang Regency. Methods employed a quantitative approach within the Social Innovation Impact Measurement (SIIM) framework using the SROI method. Data were collected through in-depth interviews with 15 involved stakeholders, field observations, and secondary document studies including strategic planning documents, monitoring and evaluation reports, and community satisfaction indexes. Data analysis proceeded through seven stages: stakeholder identification, program input mapping, outcome determination, impact monetization, present value calculation with discount rates of 6% (2023), 6% (2024), and 4.75% (2025), and SROI ratio calculation. Results indicate that the PIJAR GEMILANG Program involves 15 stakeholders with four primary community groups (KWT Lestari, KTH Parikesit, Pokdarwis PARTA, and BUMDes Unggul Sejahtera). Total investment value during the 2023–2025 period reached IDR 150,912,200, while total benefits generated reached IDR 432,341,526. The SROI ratio obtained was 2.86, meaning that every IDR 1 invested generates IDR 2.86 in social benefits. Tangible program impacts include 16.3 tons of waste managed (81.09%), increased income for KWT Lestari members of IDR 25,650,000 per year, the SERUNI farmer savings system valued at IDR 104,775,000, dragon fruit picking tourism income of IDR 72,000,000 per year for 15 farmers, and bokashi fertilizer savings of IDR 4,788,000.
