Abstract

This article investigates how strategic narratives articulated by domestic political elites shape national role conceptions in emerging powers. Focusing on the case of Indonesian political figure Anis Matta, the study employs an integrated framework combining Role Theory and Strategic Narrative Theory. Through textual analysis of Matta’s speeches and writings between 2014 and 2024, the article reveals a coherent narrative that reimagines Indonesia as a “peacemaker of civilisation” amid global disruption. It finds that narrative framing, moral positioning, and ideological continuity enable ideational elites to project new international roles prior to formal policy adoption. The study contributes to Foreign Policy Analysis by highlighting the discursive agency of non-executive actors in the pre-policy phase, offering insights into how emerging powers construct their foreign policy identities in an evolving multipolar order.

Abstract

Law Number 20 of 2023 on State Civil Apparatus (2023 ASN Law) reinforces the merit system as the foundation for appointing high leadership positions (JPT). However, many implementing regulations still refer to the previous legal regime, creating potential normative inconsistencies and legal uncertainty. This study aims to analyze the degree of alignment between implementing regulations and the 2023 ASN Law, examine the legal and policy implications of any inconsistencies, and formulate policy recommendations to support merit-based governance. Employing a normative legal approach and content analysis of prevailing legal norms, the study finds that although several provisions align with the new law, significant discrepancies remain concerning the appointment of government employees with work agreements (PPPK), the inclusion of non-ASN personnel, limitations on Indonesian Armed Forces and Police (TNI/Polri) placements, and the abolition of the Civil Service Commission (KASN). Furthermore, the absence of technical regulations on performance evaluation and digital selection processes poses additional challenges. Therefore, comprehensive regulatory harmonization and institutional strengthening are strategic priorities to ensure consistent implementation based on the 2023 ASN Law reform agenda.AbstrakUndang-Undang Nomor 20 Tahun 2023 tentang Aparatur Sipil Negara (UU ASN 2023) memperkuat sistem merit sebagai fondasi dalam pengisian jabatan pimpinan tinggi (JPT). Namun, sebagian besar peraturan pelaksana masih merujuk pada rezim hukum sebelumnya, sehingga berpotensi menciptakan ketidaksesuaian normatif dan ketidakpastian hukum. Penelitian ini bertujuan untuk menganalisis tingkat kesesuaian peraturan pelaksana terkait JPT dengan UU ASN 2023, menelaah implikasi hukum dan kebijakan dari ketidaksesuaian tersebut, serta merumuskan rekomendasi kebijakan yang mendukung tata kelola ASN berbasis meritokrasi. Penelitian ini menggunakan pendekatan hukum normatif dengan metode analisis isi terhadap norma hukum. Hasil penelitian menunjukkan bahwa meskipun sejumlah ketentuan telah sejalan dengan UU ASN 2023, masih ditemukan ketidaksesuaian terkait pengangkatan pegawai pemerintah dengan perjanjian kerja (PPPK), pelibatan non-ASN, pembatasan anggota TNI/Polri, dan penghapusan Komisi ASN (KASN). Selain itu, belum tersedianya regulasi teknis terkait evaluasi kinerja dan digitalisasi seleksi ASN juga menjadi persoalan krusial. Oleh karena itu, harmonisasi regulasi dan penguatan kelembagaan menjadi agenda strategis untuk memastikan implementasi UU ASN 2023 secara konsisten.
