Abstract

This study aimed to see the readiness of Tanjung Terdana village in funds management on the Village Fund Allocation. The readiness could be seen from four aspects, namely: 1) device regulations/guidelines for the implementation readiness, 2) Human Resources readiness, 3) governance readiness, 4) Participation of the community. The results showed that although at first Tanjung Terdana village did not understand about the concept of financial management in particular the Village Fund Allocation which nominal was much greater than before, but they had the commitment and progress to develop the village by utilizing the Village Fund Allocation. So even though the implementing regulations at the local level was slow set so that governance couldn’t be run in accordance with a predetermined schedule, but head of the village and village officials consulted to a number of parties. Their willingness to learn, correct errors, effort, and along with community participation then slowly increased their readiness on managed the Village Fund Allocation.

Abstract

Poverty is a problem that currently still needs solutions to overcome the problem. One of the community welfare improvement programs is the establishment of Village-Owned Enterprises (BUMDes). The policy to form BUMDes in each village aims to create an independent village that has the welfare and good economy of its people. BUMDes are not just formed and then run the program. However, another thing that is also important to do is to evaluate the management of BUMDes itself. The purpose of this activity is to socialize and provide assistance in the evaluation method of a good BUMDes work program so that it can find shortcomings of management and opportunities that can be used to improve the results of the BUMDes work program. In this activity BUMDes which became the focus of assistance is BUMDes in Sunda Kelapa Village, Central Bengkulu Regency. Providing knowledge about the CIPP method as a method to evaluate bumdes work programs. Assistance was carried out because from the results of the activity it was found that the evaluation of the BUMDes work program of Sunda Kelapa Village had not been maximized so that the problem of shortcomings and opportunities from BUMDes itself had not been achieved to the maximum. Pnedampinga needs to be done by related parties so that BUMDes Sunda Kelapa Village can be managed properly so that it can improve the welfare of its people.

Abstract

This research adopts the policy implementation theory developed by Riant Nugroho (2017) and analyzed using Van Metter and Van Horn theory, focusing on the implementation stages, and referring to Bengkulu City Regional Regulation Number 11 of 2021 concerning the Implementation of a Child Decent City. The aspects that are the focus of the research involve socialization of KLA programs, monitoring the implementation of KLA, coordinating the mobilization of fund resources and KLA facilities and infrastructure, as well as the implementation of programs related to child protection issues, namely children's forums. The research method applied is descriptive qualitative, To strengthen the argument, the author collects data through observation, interviews, and documentation. The results showed that the implementation of the Child Decent City Program at the Women's Empowerment and Child Protection Office of Bengkulu City has not reached an optimal level. These obstacles are Regional Apparatus Organizations (OPD) which are still difficult .

Abstract

This article presents an analysis of public service performance at the Badan Pendapatan Daerah (Bapenda) of Bengkulu City, focusing on the collection of motor vehicle taxes and vehicle title transfer fees in 2023. In the context of this study, the effectiveness of Bapenda is analyzed across three aspects: production, quality, and efficiency, and is also examined from the dimensions of flexibility and employee satisfaction. The research method employs a descriptive-analytical approach by collecting data through observation, interviews, and analysis of related documents. The analysis results indicate that the effectiveness of Bapenda in managing regional revenue is still not optimal, particularly in terms of achieving revenue targets, service quality, and expenditure management efficiency. Although efforts have been made to verify the accountability of APBD implementation, errors in financial management by organizational units are still found. Based on these findings, it is concluded that Bapenda needs improvements in various aspects to enhance its effectiveness, including better coordination among units, increased understanding of applicable regulations, and improved employee satisfaction in performing verification tasks. The implications of this study highlight the importance of strengthening internal supervision and control in regional financial management to improve overall public service performance.

Abstract

The issue of employee performance in carrying out their duties and responsibilities in implementing poverty alleviation programs in the distribution of social assistance to the poor, especially in managing DTKS in Central Bengkulu Regency, is not yet on target. The aim of the research is to describe the performance of employees in the Social Protection and Security Sector in managing DTKS at the Central Bengkulu Regency Social Service. The research method used in this study uses a qualitative descriptive research approach, with informant selection techniques using purposive sampling, data collection techniques using interview, observation and documentation methods and data analysis techniques using data reduction techniques, data display (presentation) and verification techniques. . The research aspect is guided by the theory of Bernardin and Russell in (Huseno 2016) which is collaborated with Regulation Number 30 of 2019 concerning Civil Servant Performance Evaluation. The results of the research show that the performance of employees in the Social Protection and Security Sector in managing DTKS at the Central Bengkulu Regency Social Service is quite good although there are still deficiencies in several aspects of employee performance indicators. The obstacles in this case can be seen firstly, secondly, the quality sub-aspect, the cost sub-aspect, and thirdly, the commitment sub-aspect.

Abstract

This research aims to analyze the performance of Ombudsman RI Bengkulu Representative in resolving public service disputes, focusing on five main indicators namely productivity, service quality, responsiveness, responsibility, and accountability. This research uses a qualitative approach with a case study method involving secondary data analysis and in-depth interviews with relevant parties. Triangulation techniques were used to ensure data validity and reliability. The results showed that the Ombudsman RI Representative of Bengkulu has managed to achieve a significant level of dispute resolution each year. However, the study also revealed several challenges, such as resistance from relevant agencies, lack of openness from the public in providing evidence and documentation, which affected the speed and quality of dispute resolution. The conclusion of this study confirms that, although the performance of the Ombudsman RI Representative of Bengkulu is in accordance with the established standards, there is still room for improvement, especially in terms of inter-agency coordination, as well as strengthening regulations and socialization to the public. The recommendations provided are expected to improve the effectiveness and efficiency of public service dispute resolution in the future. Penelitian ini bertujuan untuk menganalisis kinerja Perwakilan Ombudsman RI Bengkulu dalam menyelesaikan sengketa pelayanan publik, dengan focus pada lima indikator utama: produktivitas, kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus yang melibatkan analisis data sekunder dan wawancara mendalam dengan pihak-pihak yang terkait. Teknik triangulasi digunakan untuk memastikan validitas dan reliabilitas data. Hasil penelitian menunjukkan bahwa Perwakilan Ombudsman RI Bengkulu telah berhasil mencapai tingkat penyelesaian sengketa yang signifikan setiap tahunnya. Namun, penelitian ini juga mengungkap beberapa tantangan, seperti resistensi dari instansi terkait, kurangnya keterbukaan dari masyarakat dalam memberikan bukti dan dokumentasi, yang mempengaruhi kecepatan dan kualitas penyelesaian sengketa. Kesimpulan dari penelitian ini menegaskan bahwa, meskipun kinerja Perwakilan Ombudsman RI Bengkulu sudah sesuai dengan standar yang ditetapkan, masih terdapat ruang untuk peningkatan terutama dalam hal koordinasi antarinstansi, dan penguatan regulasi serta sosialisasi kepada masyarakat. Rekomendasi yang diberikan diharapkan dapat meningkatkan efektivitas dan efisiensi penyelesaian sengketa pelayanan publik di masa mendatang.

Abstract

This thesis entitled "Analysis of the Role of Social Service fostering homeless and beggars in the city of Bengkulu". One of the problems with the onset of bums and beggars coaching is not optimal implementation of coaching is done by the Department of Social city in accordance with the duties and functions of the Department. Coaching is done by the Social Service conducted by the city of Bengkulu: Bengkulu Mayor Regulation Number 26 of 2008, Regulation No. 03 of 2008 on Public Peace and Order In the region of Bengkulu. The purpose of this study was to determine how the Role of Social Service in coaching vagrants and beggars in the city of Bengkulu. This type of research is descriptive qualitative research, the data is taken from sources which are determined based on purposive sampling technique. The data collection was done by using in-depth interviews, observation and document study. The results showed that the role of Social Service in fostering homeless and beggars in the city of Bengkulu has aligned with implementation instructions. But still need to make improvements and reform in order to create a better coaching. To the authors suggested that take concrete steps in terms of coaching is done on the homeless and beggars in the city of Bengkulu is conducted on an ongoing basis and communicate with the relevant agencies.

Abstract

This research examines the implementation of the On The Spot (PVL OTS) report acceptance and verification program by the Ombudsman RI Bengkulu Representative, which aims to facilitate the public in submitting complaints related to public services. This research uses descriptive qualitative methods with data collection techniques through observation, interviews, and documentation. The research subjects comprised the Ombudsman RI Representative of Bengkulu and the community involved in this program. However, there are still challenges and obstacles to implementing this program. Less than optimal offline and online socialization of the program is one of the main obstacles. Furthermore, the number of people accessing services under the PVL OTS program is still low. In addition, budget fluctuations and limited infrastructure also hamper the smooth running of the program. The results showed that the PVL OTS program had been implemented as planned but not optimally. The main obstacles are unclear implementation schedules that depend on the central budget, limited socialization, and limited facilities and infrastructure. Routine evaluations are carried out for each activity, but the applied improvements still need improvement. In conclusion, for the PVL OTS program to run more effectively and efficiently, more structured schedule planning, broader socialization, and provision of adequate facilities and infrastructure are needed.
