Abstract

Abstract: This research aims to determine: 1) The application of a 24-hour face-to-face policy on the profession for high school teachers; 2) The impact of the implementation of the 24-hour face-to-face policy on the performance of high school teachers in Sikka Regency; 3) The impact on high school teachers whose number of hours does not meet the 24-hour face-to-face criteria. This research uses a descriptive qualitative approach. Data obtained from observations, and interviews with the head of the Sikka Regency PPO Office, the Chairperson of the Sikka Regency PGRI, 5 supervisors of high school subjects, 12 high school principals, and 24 certified teachers and 36 non-certified teachers. Technical analysis of data using data reduction, data presentation, conclusions, and data validity. The results of this study indicate that: 1) The impact of the implementation of 24-hour face-to-face teachers has an impact on the decline in teacher professionalism; 2) The impact of the implementation of the 24-hour face-to-face policy on teacher performance does not make an increase in teacher performance; 3) The impact of applying to non-certified teachers who have not met 24-hour face-to-face raises social jealousy towards certified teachers and many of the non-certification teachers must find other schools to meet 24-hour face to face.Keywords: Policy, Teacher, 24 Hours Face to Face Abstrak: Penelitian ini bertujuan untuk mengetahui: 1) Penerapan kebijakan 24 jam tatap muka terhadap profesi bagi guru-guru SMA; 2) Dampak penerapan kebijakan 24 jam tatap muka terhadap kinerja guru SMA di Kabupaten Sikka; 3) Dampak bagi guru SMA yang jumlah jamnya tidak memenuhi kriteria 24 jam tatap muka. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Data yang diperoleh dari hasil observasi, dan wawancara terhadap kepala Dinas PPO Kabupaten Sikka, Ketua PGRI Kabupaten Sikka, 5 orang pengawas Mata Pelajaran SMA, 12 Kepala Sekolah SMA, dan 24 guru bersertifikasi dan 36 guru non sertifikasi. Teknis analisis data menggunakan reduksi data, penyajian data, kesimpulan, dan keabsahan data.Hasil penelitian ini menunjukkan bahwa: 1) Dampak penerapan 24 jam tatap muka terhadap guru ternyata berdampak pada penurunan profesionalisme guru; 2) Dampak penerapan kebijakan 24 jam tatap muka terhadap kinerja guru tidak membuat adanya peningkatan kinerja guru; 3) Dampak penerapan terhadap guru non-sertifikasi yang belum memenuhi 24 jam tatap muka memunculkan kecemburuan sosial terhadap guru bersertifikasi dan banyak dari guru non-sertifikasi harus mencari sekolah lain untuk memenuhi 24 jam tatap muka.Kata kunci: Kebijakan, Guru, 24 Jam Tatap Muka

Abstract

The teacher is one of the components of the educational process in shaping the disciplinary character of students. because the teacher is in direct contact with the learning process. One of the factors in character formation is exemplary, including: discipline, speech, attitude, honesty, is a strategy in character building. The formation of character is very important for students to have a good personality. The teacher's strategy in shaping the character of students through integration strategies which include; integration through daily activities in the form of giving exemplary examples such as reprimands, advice, environmental conditioning that supports character education, routine activities, character refraction, and companion activities and supervision of character education. One of the teacher's ways or strategies so that the character of students is better is carried out through intracurricular and extracurricular activities, through demonstration activities and direct application, through the preparation of interesting learning plans and tools and the teacher must protect one another. Efforts made by the teacher in shaping the character of students through learning activities in schools conducting coaching for students, the teacher as a media, the teacher evaluates and instills honest values and responsibility for student character. The research method used is a qualitative approach. The data sources in this study are primary data sources and secondary data sources. The informants selected in this study were school principals and teachers. Data collection techniques used are observation techniques, interviews and documentation. Data analysis techniques consist of data collection, data reduction, drawing conclusions or verification.
