Abstract

How do Philippine Presidents present issues on education in their presidential speeches? What are pertinent concerns in education sector that are identified and given attention during the speech? How do these issues relate to the overall approach of the address? As a qualitative study, this paper utilizes data gathered from online repositories, as transcripts of presidential speeches delivered through the State of the National Address (SONA) are available online. These materials include those delivered by President Arroyo, President Aquino, and President Duterte. The narrative of President Arroyo’s SONA weaves economy and education. Strengthening the economy through strategic management and sound policies has been instrumental in achieving quality education. It is also strongly evident how the thrust of President Aquino in education is shown in his first three consecutive years of reports to the people. Various changes, huge or small still matter for they made significant propulsion and advancement in the quality of education for Filipinos. President Duterte’s administration showcases preventive measures on crime, violence, and drugs by means of devising programs and laws for the eventual attainment of universal quality education.

Abstract

Although Filipino community health workers (CHWs) played a critical role during the COVID-19 community quarantine, many of them carried physical and psychological burdens. While various studies have indicated the negative experiences of healthcare workers during a health crisis, limited studies have explored the fear-related experiences of Filipino CHWs and their coping strategies to navigate these emotional challenges. Through a phenomenological study, this research gathered the narratives of seven female CHWs, including five Barangay Health Workers, one Municipal Midwife, and one Municipal Epidemiology and Surveillance Unit officer, assigned to three different barangays in Bay, Laguna. A semi-structured interview allowed the participants to share their fear and healing experiences during community quarantine. The results revealed that Filipino CHWs endured fear and anxiety about their health, as well as the well-being of their family members and the vulnerable population. Hence, they distanced themselves from their families by living in the workplace during the quarantine period. Despite these fear-related experiences, the families of the participants remained supportive, standing by their side even as they maintained distance. Coworkers also acted as a second family, offering emotional and practical support. These meaningful relationships helped them endure the challenges of the pandemic and continue their service to the community. These findings called on policymakers to empower the healthcare sector by not only prioritizing the physical well-being of CHWs but also their psychological welfare. Furthermore, support groups and health professionals may consider the role of family members in addressing the mental health challenges associated with the COVID-19 pandemic.

Abstract

How Do I Unlearn You? Towards Designing an Approach in Unlearning Negative Habits. Objectives: The study intends to explore and understand the unlearning process, as grounded from the experiences of teachers and students of Edukasyon sa Pagpapakatao (Values Education in the Philippines) towards developing a new approach in teaching the aforementioned subject area. Methods: Interviews were conducted to 33 respondents from a private Catholic school, and transcripts were analyzed through the techniques of thematic analysis and grounded theory. Findings: The adolescents’ negative habits, as well as teachers’ facilitation practices generated substantial themes such as: (1) need for a strong sense of self; (2) difficulty of unlearning due to various “blocks”; (3) instruments to unlearn; and (4) role of teachers as empathic individuals. These codes then led to the final product of the study as E.L.S.A.’s approach to unlearn (Empowering the Self, Letting Go, Starting a New Life, and Action), which may be utilized as schools’ pedagogical framework in producing classroom-based materials in facilitating values formation. Conclusion: The idea of unlearning is not an experimental process or behavioral modification. It only explored the concept and process of unlearning, but did not necessarily aim to make unlearning take place on the psyche of the students. Keywords: Unlearning negative habits, edukasyon sa pagpapakatao (values education), teaching approaches, adolescence, thematic analysis. DOI: http://dx.doi.org/10.23960/jpp.v9.i2.201902

Abstract

This study addresses the issue of disaster vulnerability in Demak Regency, an area highly exposedto tidal flooding, coastal erosion, and extreme weather. The objective of the research is toformulate a community participation-based disaster education model that strengthenspreparedness and resilience at the local level. Theoretically, the study draws on disaster riskreduction frameworks emphasizing community empowerment, participatory education, andintegration of local wisdom. A mixed-methods approach was employed, combining quantitativeZ-score analysis of disaster data from 2020–2022 with qualitative thematic analysis using NVivoto assess literature, policy documents, and community practices. The results reveal that disasterhazards in Demak are spatially varied: Sayung District is categorized as high-hazard, Guntur asmedium, while twelve other sub-districts fall into the low category. These findings highlight thenecessity of contextualized disaster education tailored to specific local hazards. The proposedmodel integrates schools, communities, and cultural traditions to enhance disaster literacy, fostersocial cohesion, and improve adaptive capacity. The conclusion emphasizes that a participatory,location-specific education framework is more effective than uniform approaches and can bereplicated in other disaster-prone regions. The novelty of this study lies in combining empiricalhazard mapping with community participation principles to design a disaster education modelthat is both data-driven and socially embedded, thereby bridging gaps between statistical riskassessment and local educational practice.
