Abstract

AbstractThe dynamics of bilateral relations between United States and Russia is characterized by confrontation and rivalry patterns, thus an aggressive action done by one party will stimulate  strategic response of other party. In the early 2000’s, United States stimulated tension with Russia through its policy to build Its Ballistic Missile Defese (BMD) in European Countries such as Poland, Czech, Romania, Turkey, and Mediteranian Sea. This policy was interpreted as a threat by Russia, and as Its strategic response, Russia strengthened Its alliance with Collective Security Treaty Organization (CSTO) through formation of military cooperation named Collective Rapid Reaction Force (CRRF).This research will discuss about how is Russian response to offset threat presented by United States through Its BMD in Europe. This research uses Balance of Threat Theory (BoT) by Stephen M. Walt as main analysis tools. Through the implementation of BoT’s variables such as aggregate power, geographical proximity, offensive power, and aggressive intention, this research is able to explain the United States’ source of threat to Russia and determine Its response to offset this threat in form of alliance, whether balancing or bandwagoning. Keywords: Threat, Alliance, Balancing, Bandwagoning, United States, Russia

Abstract

The Sulu Sea, one of Indonesia's seas located in the strategic area of ALKI II (Indonesian Archipelagic Sea Lane), directly borders Malaysia and the Philippines. As a busy trade route, the sea is also vulnerable to threats such as maritime piracy. This research aims to see Indonesia's maritime security strategy in the Sulu Sea over maritime piracy cases in the area during 2016. In this research, the writer uses the Maritime Security concept proposed by Chris Rahman to explain Indonesia's maritime security strategy in the Sulu Sea. The author using three variables, including (1) security of the sea itself: conservation and protection; (2) ocean governance; (3) maritime border protection; (4) military activities at sea, and (5) security regulation of the transport marine system in their correlation with each other. The author then concludes that out of five variables, only two are suitable and effective for implementing piracies in the Sulu Sea, namely maritime border protection and military activities at sea.

Abstract

Tulisan ini menganalisis mengenai efektivitas penanganan kejahatan transnasional human trafficking di kawasan Asia Tenggara dengan studi kasus melihat peran ASEANAPOL. ASEANAPOL adalah salah satu upaya ASEAN untuk mengatasi permasalahan kejahatan transnasional khususnya human trafficking. Penelitian berfokus pada dua negara anggota ASEAN yaitu Kamboja dan Thailand berdasarkan data yang menunjukkan peran ASEANAPOL di kedua negara tersebut masih minim. Penelitian ini mengaplikasikan teori efektivitas rezim dari Arild Underdal (1982, 2002). Teori efektivitas rezim menjelaskan variabel-variabel apa saja yang dapat menjadi indikator rezim dapat beroperasi dengan efektif. Rezim seperti ASEANAPOL dalam ASEAN merupakan norma, aturan, dan prosedur pengambilan keputusan yang disepakati oleh aktor-aktor dalam hubungan internasional untuk membuat atau mengimplementasikan pilihan dalam suatu isu tertentu. Dari hasil penelitian dapat disimpulkan bahwa ASEANAPOL masih belum optimal dalam mengatasi tindak kejahatan transnasional di Asia Tenggara disebabkan karena karakteristik dari ASEANAPOL itu sendiri yang beroperasi sebagai saluran komunikasi antar lembaga kepolisian antara anggota ASEAN dan belum memiliki perangkat law enforcement yang kuat untuk menghukum pelaku kejahatan internasional. Prinsip non-intervention dalam ASEAN menambah kesulitan bagi ASEANAPOL untuk lebih jauh terlibat dalam keamanan dalam negeri anggota ASEAN. Namun, ASEANAPOL mampu memaksimalkan perannya dalam penanganan kejahatan transnasional dengan berperan aktif dalam sosialisasi dan edukasi kepada masyarakat di semua negara anggota ASEAN.
