Abstract

The relationship between the US, China, and ASEAN as regional cooperation covers a wide range of aspects of international relations. Although the aspect of security and finance are considered as traditionally the largest aspect of the cooperation. In 2020, the Covid-19 pandemic brings one more aspect to this relationship. The covid-19 pandemic is also showing the rivalry between two major powers now, China and the United States. The question is then where ASEAN will stand in this contestation. The US has been playing a role as a crucial partner for ASEAN and its member states, but in recent decades, some people argue that ASEAN is growing more preference to China. Some argue that the historical, cultural, and geographical proximity led ASEAN members to be close to China, others argue that Chinese financial and investment supports are more accessible than the ones from the Western world including the US. Some argue that ASEAN is openly embracing Chinese influence in the region because China does not bother with any issues regarding human rights, something that ASEAN member states’ government are reluctant to deal with. For ASEAN, under the mixture of the situation of China-US rivalry, the global pandemic, and domestic problems that occurred in each member states, what should ASEAN do? How the pandemic weighs in the US-China-ASEAN relationship? This study is examining the policies of ASEAN regarding the rivalry between the US and China during the time of the Covid 19 pandemic. I argue that ASEAN will not move away from its original position to stay neutral. And at the same time, ASEAN will also apply the non-interference policies toward its member states to conduct their own bilateral relations with the US and China. These policies are also applied for their policies regarding Covid-19 vaccines. Most ASEAN member states are buying Covid-19 vaccines from China. This study limits the examination only from the perspectives of ASEAN as regional cooperation and ASEAN member states toward US-China dynamics relations during the pandemi. Abstract

Tulisan ini menganalisis mengenai efektivitas penanganan kejahatan transnasional human trafficking di kawasan Asia Tenggara dengan studi kasus melihat peran ASEANAPOL. ASEANAPOL adalah salah satu upaya ASEAN untuk mengatasi permasalahan kejahatan transnasional khususnya human trafficking. Penelitian berfokus pada dua negara anggota ASEAN yaitu Kamboja dan Thailand berdasarkan data yang menunjukkan peran ASEANAPOL di kedua negara tersebut masih minim. Penelitian ini mengaplikasikan teori efektivitas rezim dari Arild Underdal (1982, 2002). Teori efektivitas rezim menjelaskan variabel-variabel apa saja yang dapat menjadi indikator rezim dapat beroperasi dengan efektif. Rezim seperti ASEANAPOL dalam ASEAN merupakan norma, aturan, dan prosedur pengambilan keputusan yang disepakati oleh aktor-aktor dalam hubungan internasional untuk membuat atau mengimplementasikan pilihan dalam suatu isu tertentu. Dari hasil penelitian dapat disimpulkan bahwa ASEANAPOL masih belum optimal dalam mengatasi tindak kejahatan transnasional di Asia Tenggara disebabkan karena karakteristik dari ASEANAPOL itu sendiri yang beroperasi sebagai saluran komunikasi antar lembaga kepolisian antara anggota ASEAN dan belum memiliki perangkat law enforcement yang kuat untuk menghukum pelaku kejahatan internasional. Prinsip non-intervention dalam ASEAN menambah kesulitan bagi ASEANAPOL untuk lebih jauh terlibat dalam keamanan dalam negeri anggota ASEAN. Namun, ASEANAPOL mampu memaksimalkan perannya dalam penanganan kejahatan transnasional dengan berperan aktif dalam sosialisasi dan edukasi kepada masyarakat di semua negara anggota ASEAN.

Abstract

This study analyzes the implementation of human security in Indonesia during the administration of President Joko Widodo (2014–2024). Human security, which places individuals at the center of protection and development, encompasses seven main pillars: economic security, food security, health security, environmental security, personal security, community security, and political security. This study uses a descriptive-qualitative approach with secondary data from government documents, NGO reports, and academic studies. The results show significant progress in improving economic security through poverty alleviation programs such as the Family Hope Program (PKH) and large-scale infrastructure development projects. The National Health Insurance Program (JKN) has expanded health coverage, improving health security for millions of people. In terms of food security, the government's food estate program and agricultural diversification efforts have increased local food production, although challenges in distribution and sustainability remain. Environmental security has improved with a decline in deforestation rates, although illegal deforestation and land conflicts still occur. Despite successes in some areas, challenges to civil rights and political security remain, with restrictions on freedom of speech and the weakening of anti-corruption institutions. In conclusion, the integration of human security into Indonesia's development policies needs to be strengthened, particularly in political and civil rights, to ensure a comprehensive and sustainable future for all citizens.Penelitian ini menganalisis implementasi keamanan insani di Indonesia selama pemerintahan Presiden Joko Widodo (2014–2024). Keamanan insani, yang menempatkan individu sebagai pusat perlindungan dan pengembangan, mencakup tujuh pilar utama: keamanan ekonomi, keamanan pangan, keamanan kesehatan, keamanan lingkungan, keamanan pribadi, keamanan komunitas, dan keamanan politik. Penelitian ini menggunakan pendekatan deskriptif-kualitatif dengan data sekunder dari dokumen pemerintah, laporan LSM, dan studi akademis. Hasil penelitian menunjukkan kemajuan signifikan dalam meningkatkan keamanan ekonomi melalui program pengentasan kemiskinan seperti Program Keluarga Harapan (PKH) dan proyek pembangunan infrastruktur skala besar. Program Jaminan Kesehatan Nasional (JKN) telah memperluas cakupan kesehatan, meningkatkan keamanan kesehatan bagi jutaan orang. Dalam hal ketahanan pangan, program food estate dan upaya diversifikasi pertanian pemerintah telah meningkatkan produksi pangan lokal, meskipun tantangan dalam distribusi dan keberlanjutan masih ada. Keamanan lingkungan membaik dengan penurunan laju deforestasi, meskipun deforestasi ilegal dan konflik lahan masih terjadi. Meskipun berhasil di beberapa bidang, tantangan hak sipil dan keamanan politik tetap ada, dengan pembatasan kebebasan berbicara dan pelemahan lembaga antikorupsi. Sebagai kesimpulan, integrasi keamanan insani dalam kebijakan pembangunan Indonesia perlu diperkuat, khususnya dalam hak-hak politik dan sipil, untuk memastikan masa depan yang komprehensif dan berkelanjutan bagi seluruh warga negara.
