Abstract

Kerentanan bencana Desa Tangkas terhadap banjir lahar dingin, banjir akibat musim hujan dan air laut diakibatkan oleh letaknya di KRB I Gunung Agung dan posisinya di dataran rendah. Dalam peningkatan kemandirian mitigasi bencana, penerapan Desa Tangguh Bencana berdasarkan Peraturan Kepala BNPB Nomor 1 Tahun 2012 perlu dipertimbangkan. Tujuan penelitian ini adalah untuk menganalisis identifikasi aspek dan indikator dari Desa Tangguh Bencana di Desa Tangkas sebagai dasar pengembangan kebijakan mitigasi bencana. Dalam analisis tersebut, data diperoleh melalui kuesioner dan wawancara, masing-masing kepada perangkat desa, satuan keamanan, kader pemuda, dan BPBD Kabupaten Klungkung. Respon kuesioner dianalisis menggunakan Skala Guttman sedangkan hasil wawancara digunakan dalam analisis prioritas melalui Metode Hanlon. Hasil analisis menunjukkan bahwa Desa Tangkas tergolong sebagai Kelompok Desa Tangguh Bencana Pratama. Dari indikator-indikator yang belum terlaksana dengan baik, terdapat 5 indikator yang belum dimulai. Melalui Metode Hanlon, prioritas tertinggi ada pada Sistem Peringatan Dini Berbasis Masyarakat. Untuk dapat mengembangkan prioritas tersebut, pembentukan Kelompok Siaga Bencana dan Kelompok Peringatan Dini direkomendasikan. Implikasinya, pelaksanaan kegiatan yang optimal melalui kelompok ini dapat meningkatkan Desa Tangkas menjadi Kelompok Desa Tangguh Bencana Madya.

Abstract

Balai Wilayah Sungai (BWS) Bali-Penida memprogramkan kegiatan Pembangunan Penyediaan Air Minum di Kecamatan Nusa Penida. Pelaksanaan Pembangunan ini akan berdampak pada aktivitas masyarakat setempat yang berada pada objek wisata Pantai Cristal Bay dengan daerah yang berbukit-bukit. Tujuan dilakukannya penelitian ini adalah untuk mengidentifikasikan risiko, memberikan penilaian serta memutuskan penerimaan risiko, memutuskan risiko utama serta melakukan mitigasi serta kepemilikan risiko pada risiko utama tersebut mempergunakan analisis kualitatif. Data dikumpulkan mempergunakan metode brainstorming serta kuesioner yang dibagikan ke 40 responden yang berpartisipasi langsung dalam pelaksanaan proyek serta ditunjuk secara purposive sampling. Hasil analisis memperlihatkan risiko utama pada adanya ketidakpuasan masyarakat terhadap biaya kompensasi dan ganti rugi, mengakibatkan pembengkakan biaya proyek, akses ke lokasi yang sulit berakibat pengukuran elevasi serta kontur tanah salah, banyaknya wisatawan yang berkunjung pada saat survei berlangsung mengakibatkan keterlambatan pendataan informasi pekerjaan. Mitigasi risiko dilakukan melalui sosialisasi di kantor desa kepada masyarakat setempat terkait adanya proyek dan menjelaskan dampak dari proyek kepada masyarakat sebelum proyek dimulai, mengutus tim pengukur ahli yang pernah melalui medan yang sulit untuk melaksanakan pengukuran di lokasi pekerjaan proyek, melaksanakan koordinasi dengan pihak terkait, di antaranya pemrakarsa pekerjaan, penyedia jasa, dan perangkat desa atau kecamatan untuk mendapatkan data informasi pekerjaan lebih awal dengan rencana kerja survei yang sudah disusun sebelumnya. Kontraktor mempunyai kepemilikan risiko tertinggi karena risiko yang diindetifikasi berhubungan dengan pelaksanaan pekerjaan proyek Pembangunan Penyediaan Air Minum di Kecamatan Nusa Penida.

Abstract

The development of smart cities in Bali is a significant initiative aimed at enhancing the quality of life for residents through the application of advanced information and communication technology (ICT). As a prominent tourism destination, Bali faces unique challenges in integrating modern technology with its cultural heritage and natural environment. Effective project risk management is crucial in mitigating potential failures and ensuring the success of these complex and high-investment smart city projects. This study examines the challenges and opportunities in implementing risk management for smart city development in Bali. The research employs a mixed-methods approach, combining qualitative and quantitative data collection and analysis. Primary data were gathered through in-depth interviews with key stakeholders, including local government officials, project developers, and community members. Secondary data were obtained from relevant literature, project reports, and policy documents. The findings identify key technical, non-technical, and environmental risks that may impede the success of smart city projects. Technical risks include technology failures and design errors, while non-technical risks involve regulatory changes and community resistance. Environmental risks pertain to the negative impacts on the local ecosystem. The study reveals that these risks significantly affect the critical dimensions of smart city development, such as economic, social, and environmental aspects. To address these challenges, the research proposes several mitigation strategies, including enhancing technical capacity, regulatory socialization, and community engagement in the planning and implementation processes. The developed risk management model offers practical insights for policymakers, project developers, and stakeholders in managing risks and leveraging opportunities to ensure the successful development of smart cities in Bali. This study contributes to the literature by providing a comprehensive analysis of the unique context of Bali, highlighting the importance of an effective risk management framework tailored to local conditions. The findings and recommendations serve as a practical guide for improving the resilience and sustainability of smart city projects, ultimately benefiting the broader community.

Abstract

This study aims to analyze the influence of the quality of infrastructure facilities and human resources (HR) competence on the effectiveness of the building licensing process in Denpasar City. The change in regulations from Building Permits (IMB) to Building Approvals (PBG) under the Job Creation Law 2020 provides new challenges in implementing building permits, especially in areas with high levels of development, such as Denpasar City. This study uses a quantitative approach with the Partial Least Square-Structural Equation Modeling (PLS-SEM) method to test the contribution of infrastructure facilities and human resource competence to the effectiveness of licensing. The results show that the quality of infrastructure has a significant influence with an R-square value of 0.45 and a direct influence of 0.60, which means that improving the quality of infrastructure has a positive impact on the smooth licensing process. In addition, HR competence also has a significant influence on the effectiveness of licensing, with an R-square of 0.40 and a direct impact of 0.55. These two variables, when integrated, form an optimal service model that improves licensing efficiency and community satisfaction. These findings show that investment in infrastructure and human resource training focused on enhancing SIMBG's technical and operational skills is an important step to improve the quality of public services. This study provides recommendations to the local government of Denpasar City to increase investment in digital infrastructure, especially in the SIMBG licensing system, and carry out periodic training for employees involved in the licensing process. This recommendation is expected to support the implementation of PBG that is more effective, responsive, and to the needs of the community and permit applicants.
