Abstract

Permasalahan mengenai pengangkatan Tenaga Honorer menjadi CPNS sebagaimana diatur dalam Peraturan Pemerintah Nomor 48 Tahun 2005 belum juga berakhir. Sampai pada diundangkannya Undang-Undang Nomor 5 Tahun 2014 Tentang Aparatur Sipil Negara (UU ASN) yang menggantikan Undang-Undang Nomor 43 Tahun 1999 Tentang Pokok-Pokok Kepegawaian masih banyak Guru Honorer yang belum diangkat menjadi CPNS, padahal tercantum dalam Pasal 3 Peraturan Pemerintah Nomor 48 Tahun 2005 bahwa tenaga guru adalah bagian dari tenaga honorer yang pengangkatannya diprioritaskan. Dalam UU ASN tidak memuat adanya ketentuan mengenai Tenaga Honorer. Meskipun Tenaga Honorer sudah dihapuskan dalam UU ASN, namun masih banyak Guru Honorer yang tetap bekerja, mereka bekerja dalam ketidakjelasan status, mereka bekerja hanya berdasarkan pada Surat Keputusan (SK) Pengangkatan Guru Honorer yang dimiliki. Tujuan penelitian ini adalah mengetahui status Guru Honorer setelah berlakunya UU ASN dan keabsahan SK pengangkatan Guru Honorer. Metode penelitian yang digunakan adalah yuridis normatif, dengan pendekatan perundang-undangan dan pendekatan konseptual. Bahan hukum yang digunakan adalah bahan hukum primer, bahan hukum sekunder dan bahan non hukum. Pengumpulan data menggunakan teknik studi kepustakaan dan analisis bahan hukum menggunakan teknik preskriptif. Berdasarkan hasil penelitian, setelah dilakukan interpretasi hukum terhadap konsep Tenaga Honorer dan Pegawai Pemerintah dengan Perjanjian Kerta (PPPK) ditemukan jawaban bahwa Tenaga Honorer berbeda dengan PPPK. Dengan demikian maka ketentuan mengenai PPPK tidak dapat diterapkan pada Tenaga Honorer. Guru Honorer tidak mendapat kejelasan dan pengakuan dalam UU ASN. Berdasarkan asas presumptio justae causa SK Pengangkatan yang dimiliki Guru Honorer masih dianggap sah.Kata Kunci: Guru Honorer, UU ASN, SK Guru HonorerAbstractThe problem concerning about the appointment of Honorary Staff to become Civil Servant Candidate, as regulated in Government Regulation Number 48, year 2005, is not yet over. By the time the Law Number 5, year 2014, about Civilian State Apparatus (will be mentioned as “ASN Law” afterward), which is as the replacement of Law Number. 43, year 1999, about the Principal Personnel, is issued; there are many Honorary Teachers who have not yet been appointed to become Civil Servant Candidate. Whereas, it is clearly stated in the Government Regulation Number. 48 , year 2005, article 3, that teachers are part of Honorary Staff whose appointment should be prioritized. The fact is ASN Law does not contain the provision about Honorary Staff. However, although Honorary Staff is no longer mentioned in ASN Law, there are many Honorary Teachers who are still woking despite the obscurity of their status. Thus, they work based on the decree of Honorary Teacher Appointment that they have. The purpose of this research is to find out the status of Honorary Teachers after the application of ASN Law as well as the validity of their status. This research uses normatve juridical as research method. Then, this reseach aslo uses statute approach and conceptual approach. Next, the legal material used are primary legal material, secondary legal material and non-legal material. Later on, this research uses literature review as the the data collection technique and prescriptive as the analysis techique. Based on the result of the research, from the legal interpretation toward the concept of Honorary Staff and PPPK; it is revealed that Honorary Staff is different from PPPK. As a consequence, the provision referred to PPPK cannot be applied to Honorary Staff. Thus, Honorary Teachers are not being clarified and recognized within ASN Law. Based on the presumtio justae cause principle, the decree of appointment that is owned by Honorary Teachers is valid.Keywords : Honorary Teacher, ASN Law, Decree of Honorary Teacher

Abstract

The research aims to analyze the process and results of applying the expository model. The problem in this study is the lack of memory of the trainees and learning that has not led to memory. This study uses the classroom action research (CAR) method from Kemis and MC Taggart with the application of the expository model. This research was conducted in 2 cycles. Each cycle consists of 4 stages, namely planning, action, observation and reflection. Data collection techniques using observation techniques, interviews and tests. The study involved collaborators to assess and evaluate the results of expository models to improve memory. The results showed that the application of the expository model could improve the memory of the training participants based on the results of the pre-cycle score of 55.58, the first cycle increased to 62.34 and the second cycle became 79.21.

Abstract

Introduction: Heart failure (HF) is a chronic condition associated with significant morbidity and mortality. Phrenic nerve stimulation (PNS) has emerged as a novel therapeutic approach aimed at improving outcomes in patients with heart failure, particularly those suffering from central sleep apnea (CSA). Objectives: This study aims to evaluate the efficacy and safety of PNS in HF patients with CSA, especially its impact on reducing CSA severity and improving the apnea-hypopnea index (AHI) and left ventricular ejection fraction (LVEF). Methods: A comprehensive search was conducted across multiple databases including Pubmed, Web of Science, Science Direct, and ProQuest, following PRISMA guidelines. The search strategy used the MeSH keywords (phrenic nerve stimulation) AND (heart failure). Inclusion criteria encompassed studies published in 2014 - 2023 that evaluated the effects of PNS on patients with HF and reported on relevant clinical outcomes. After a thorough screening process, five studies were identified as relevant and included in the review. Data extraction and quality assessment were independently conducted by three reviewers, with results synthesized using a systematic approach. The quality of the included studies was assessed using the Newcastle-Ottawa Scale (NOS). The research protocol was registered at PROSPERO (ID: CRD42024604614). Results: The studies reviewed demonstrated that PNS significantly reduces the central apnea index (CAI), AHI and improves sleep quality in heart failure patients. Moreover, improvements in LVEF and reductions in heart failure-related hospitalizations were observed. Patient satisfaction was generally high, and adverse events were minimal, suggesting that PNS is a safe and effective treatment option for HF patients especially those suffering from CSA. Conclusion: Phrenic nerve stimulation presents a promising therapeutic option for improving cardiac and sleep outcomes in heart failure patients. Further large-scale, randomized controlled trials are warranted to establish the long-term efficacy and safety of PNS in this population.

Abstract

Introduction. Cyanotic congenital heart disease (CHD) is an abnormality of the heart that causes blood with low oxygen content to circulate directly to the body.Objective. To evaluate the profile of cyanotic congenital heart disease at Dr. Soetomo General Hospital Surabaya.Methods. This is a descriptive study using medical records of cyanotic CHD patients aged ≤18 years old from June 2018 – May 2020. Gender, age, nutritional status, sign and symptom, type of cyanotic CHD, complication and treatment were taken as the variables.Result. Out of 116 patients in this study, the majority were male (58.62%). Most patients first diagnosed at the age of 0 – less than 1 year (76.72%) with normal nutritional status (51.72%). Tetralogy of Fallot (TOF) is the most common type (42.24%). Murmur was the most common sign and symptom (92.24%). Frequently observed complications were pneumonia (37.07%).Conclusion. Patients with cyanotic CHD are mostly male, diagnosed at the age of 0 – less than 1 year with normal nutritional status. TOF is the most common type. Most patients present with murmurs. Predominant complication is pneumonia.
