Abstract

Abstract: School participation is integrally an effort to achieve quality education quality. This study aims to obtain information about (1) factors that influence the level of achievement and school participation rates, constraints in increasing enrollment rates. (2) the role of regional autonomy in improving the quality of education services. The approach used is a type of qualitative approach. Data collection techniques used in the form of interviews and documents and observation. The results showed that (1) Factors influencing the low number of school participation in Merauke Regency were access to education that was difficult to reach in remote areas, limited availability of teacher numbers and uneven distribution, teacher welfare that was still lacking, educational facilities that were not yet adequate in remote areas, the level of public education, and the slow attention of the government. (2) The role of regional autonomy in improving the quality of education services has not been maximized. The principle of justice, efficiency, transparency, and public accountability in efforts to improve and improve the quality and quantity of education becomes the responsibility and concern of all parties, both the government, regional governments, and the community.Keywords: Participation Rates, Level of Achievement, Education Abstrak: Partisipasi sekolah secara integral menjadi usaha dalam mencapai mutu pendidikan yang berkualitas. Penelitian ini bertujuan untuk memperoleh informasi tentang (1) faktor-faktor yang mempengaruhi tingkat ketercapaian dan angka partisipasi sekolah, kendala dalam peningkatan angka partisipasi. (2) peran otonomi daerah dalam peningkatan mutu pelayanan pendidikan. Pendekatan yang digunakan yaitu jenis pendekatan kualitatif. Teknik pengumpulan data yang digunakan berupa wawancara dan dokumen serta observasi. Hasil penelitian menunjukkan bahwa (1) Faktor-faktor yang mempengaruhi rendahnya angka partisipasi sekolah di Kabupaten Merauke yaitu akses pendidikan yang sulit dijangkau pada daerah terpencil, ketersediaan jumlah tenaga guru yang terbatas dan distribusinya kurang merata, kesejahteraan guru yang masih kurang, fasilitas pendidikan yang belum memadai di daerah terpencil, tingkat pendidikan masyarakat, serta lambannya perhatian dari pemerintah. (2) Peran otonomi daerah dalam peningkatan mutu pelayanan pendidikan belum maksimal. Prinsip keadilan, efisiensi, transparansi, dan akuntabilitas publik dalam upaya perbaikan dan peningkatan kualitas serta kuantitas pendidikan menjadi tanggung jawab dan perhatian bersama seluruh pihak, baik pemerintah, pemerintah daerah dan masyarakat.Kata kunci: Angka Partisipasi, Tingkat Ketercapaian, Pendidikan

Abstract

Abstrak Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi tingkat ketercapaian dan angka partisipasi sekolah, kendala dalam peningkatan angka partisipasi, dan peran otonomi daerah dalam peningkatan mutu pelayanan pendidikan. Pendekatan yang digunakan yaitu jenis pendekatan kualitatif. Pengumpulan data berupa data wawancara, dokumen, dan observasi. Penelitian dilaksanakan di Provinsi Papua, yaitu di Kabupaten Merauke. Hasil penelitian: (1) Faktor-faktor yang mempengaruhi rendahnya angka partisipasi sekolah di Kabupaten Merauke yaitu akses pendidikan yang sulit dijangkau pada daerah terpencil, ketersediaan jumlah tenaga guru yang terbatas dan distribusinya kurang merata, kesejahteraan guru yang masih kurang, fasilitas pendidikan yang belum memadai di daerah terpencil, tingkat pendidikan masyarakat, serta lambannya perhatian dari pemerintah. (2) Peran otonomi daerah dalam peningkatan mutu pelayanan pendidikan di Kabupaten Merauke yang dilakukan oleh pemerintah daerah dengan membuat kebijakan dan program peningkatan kualitas pendidikan yaitu Peraturan Daerah no 2 tahun 2013 tentang Penyelenggaraan Pendidikan dan program Calistung. (2) The role of regional autonomy in improving the quality of education services in Merauke Regency carried out by local governments by making education quality improvement policies and programs, namely Regional Regulation No. 2 of 2013 concerning the Implementation of Education and the Calistung program. Abstract

Abstract Their level of intelligence determines the quality of human resources. Intelligence is not limited to a single feature, but encompasses multiple domains. Obviously, this is acquired through education by every individual. The quality of education determines the development of a nation. According to government regulation number 32 of 2013, the Indonesian government establishes eight national education standards that apply to all levels of education. The Graduate Competency Standards are one of the eight standards and one of the factors that determine the quality of education in Indonesia. It is desired that each individual may contribute to the nation's growth by creating the most qualified graduates and adhering to current norms. However, fraud is still discovered during its deployment, diminishing the quality of graduate students. The physical position of Indonesia has also become a major concern, as it has become a benchmark for all regions in the country. The government remains committed to minimizing all challenges based on their nature. As a remedy to the problem of graduate competency standards, numerous programs and policies were developed. It requires cooperation from a variety of parties so that every educational problem, particularly those in the field of education, may be resolved effectively and Indonesia's education system can continue to improve. Keywords: Graduate Competency Standards, National Education Standards, Indonesian Education Abstrak Kualitas sumber daya manusia ditentukan berdasarkan tingkat keceerdasannya. Kecerdasan tidak hanya di satu aspek namun di berbagai bidang. Hal ini tentunya diperoleh setiap individu melalui bangku pendidikan. Kemajuan suatu bangsa ditentukan oleh kualitas pendidikannya. Pemerintah Indonesia menetapkan 8 standar nasional pendidikan yang di aplikasikan pasa setiap jenjang pendidikan sebagaimana di atur dalam peraturan pemerintah no 32 tahun 2013. Salah satu dari 8 standar tersebut adalah Standar Kompetensi Lulusan yang menjadi salah satu penentu kualitas pendidikan di Indonesia. Dengan menghasilkan lulusan terbaik atau telah memenuhi standar yang ada diharapkan setiap individu tersebut dapat berkontribusi dalam perkembangan bangsa. Namun dalam pelaksanannya masih saja ditemukan kecurangan yang menurunkan kualitas lulusan peserta didik. Letak geografis Indonesia pun menjadi salah satu isu yang cukup menjadi perhatian karena merujuk pada standar yang berarti menjadi patokan bagi selurtuh wilayah di Indonesia. Pemerintah terus mengupayakan untuk meminimalisir segala permasalahan sesuai dengan jenisnya. Berbagai program dan kebijakan dikeluarkan sebagai solusi permasalahan standar kompetensi lulusan ini. Perlu dukungan dari berbagai pihak agar setiap permasalahan pendidikan khususnya permasalahan dalam bidang pendidikan dapat teratasi dengan baik sehingga perkembangan pendidikan di Indonesia menjadi lebih baik lagi. Abstract

This study aims to describe the existence of religiosity values in Indonesian language textbooks for elementary school (Sekolah Dasar/SD). The type of this study is qualitative with content analysis. The source of study is Bahasa Indonesia textbooks for elementary schools in the online version in Kurikulum Merdeka with four samples, namely “Bahasa Indonesia: Aku Bisa!” for SD Class I, “Bahasa Indonesia: Keluargaku Unik” for SD Class II, “Bahasa Indonesia: Lihat Sekitar for SD Class IV, and “Bahasa Indonesia: Bergerak Bersama” for SD Class V. The data are in the form of words, phrases, sentences, or paragraphs that contain interpersonal meaning and character value content. The researcher serves as a human instrument, employing techniques for data collection such as active listening and note-taking as follow-up methods. The study's findings are presented as follows: religiosity values were realized through gratitude for The Supreme One's grace and good morals or behavior.

Abstract

This study examines the imbalance between state and private school availability in Indonesia through a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis of national education policy. Although the constitution emphasizes the importance of education and the government has allocated significant resources, including the 12-Year Compulsory Education Program and a requirement to dedicate at least 20% of national and regional budgets, the implementation has yet to guarantee fair access to state schools, especially at the secondary level in urban regions. Employing a qualitative-descriptive approach, the analysis is based on primary policy documents, statistical data, and literature reviews. Findings reveal key weaknesses including uneven school distribution, limited capacity, governance gaps, and teacher shortages. Simultaneously, opportunities exist to leverage education funding, zoning policy, decentralization, and digital data systems to address these challenges. However, commercialization trends and rapid urbanization threaten to exacerbate inequality. The SWOT analysis highlights strategic pathways, including state and private partnerships, better spatial planning, and the redistribution of teachers, as means to promote more equitable policy implementation. This study concludes that policy reform must be responsive to spatial and socioeconomic disparities and grounded in cross-sectoral collaboration to realize inclusive and sustainable access to quality public education in Indonesia.
