Abstract

Salah satu permasalahan yang ada di beberapa tempat di Indonesia adalah kesulitan memperoleh air terutama air baku dan untuk kebutuhan air irigasi pada saat musim kemarau yang panjang. Waduk merupakan salah satu solusi dari pemanfaatan air permukaan yang berfungsi untuk menampung air sebagai cadangan air baku pada saat musim kemarau. Salah satu tempat yang berpotensi dalam pembangunan waduk ini adalah di kabupaten Karanganyar kecamatan Jatiyoso desa Tlobo yang akan membendung sungai Jlantah yang mempunyai Daerah Aliran Sungai (DAS) sebesar 22.47 km2. Untuk merencanakan pembangunan Waduk Jlantah tercapai sesuai dengan yang diharapkan maka perlu dilakukan studi kelayakan. Metode yang digunakan untuk menghitung tingkat kelayakan pembangunan waduk Jlantah kabupaten Karanganyar adalah dengan menggunakan Net Present Value untuk mengetahui arus kas yang akan datang yang didoskontokan pada saat ini. Selain itu metode yang digunakan adalah Internal Rate Of Return untuk mengetahui tingkat diskonto yang menyamakan nilai sekarang dari arus kas masuk proyek yang diharapkan terhadap nilai sekarang proyek yang membuat nilai Net Present Value sama dengan nol. Metode yang ke tiga adalah Benefit Cost Ratio, metode ini digunakan untuk mencari nilai manfaat dengan perbandingan antara manfaat dan biaya dalam suatu proyek. Metode yang terakhir digunakan adalah Payback Period yang digunakan mencari tahu waktu yang dibutuhkan dalam pengembalian nilai investasi yang telah dikeluarkan. Dalam perhitungan studi kelayakan waduk Jlantah ini digunakan suku bunga sebesar 11% sehingga didapatkan nilai pada kondisi normal dengan metode  Net Present Value didapatkan sebesar Rp 110.025.049.610,03, Internal Rate Of Return sebesar 15%, Benefit Cost Ratio sebesar 1,27, dan Payback Period selama 8,64 tahun. Dari hasil perhitungan kelayakan ekonomi pembangunan waduk Jlantah kabupaten Karanganyar dengan kondisi normal ini, maka proyek layak untuk dilaksanakan dikarenakan nilai Net Present Value> 0, Internal Rate Of Return> 11%, dan Benefit Cost Ratio> 1. Kata – kata kunci : manajemen kosntruksi, studi kelayakan waduk, ekonomi teknik, net present value, internal rate of return, benefit cost ratio, dan benefit cost ratio .

Abstract

This study aims to obtain a balanced scorecard system concept design that is in accordance with the vision and mission of PT. Wecon which is engaged in consulting services for dam construction in the territory of Indonesia. This research method uses descriptive qualitative method with triangulation technique. This study uses informants consisting of 3 management people, 1 association from similar companies, 1 expert who understands in designing the balance scorecard of a consulting service company. This research was conducted from December 2021 to July 2022. The first stage will begin with a SWOT analysis. From the results of the analysis, it can be seen that the company is in a condition that requires quality human resources so that in the future the company must develop a strategy that must be done. In the next stage, measurements are carried out based on the perspective of the policy model to be implemented in a work program that includes four aspects of financial, customer, internal business, growth and learning. Based on the process hierarchy analysis method, it is found that the customer perspective will be the first priority, then followed by the financial, internal business, and learning and growth perspectives. customer needs, increase cooperation with local and international companies, provide training and certification for employees.
