Abstract

The role of the Military Resort Command in disaster management is a form of implementation of the Indonesian Armed Forces? tasks, namely the task of Military Operations Other Than War (OMSP) in accordance with the mandate of Law Number 32 of 2004 concerning the Indonesian Armed Forces (TNI). Disaster management in the regions carried out by the the Military Resort Command involvement of government agencies and other stakeholders. Between the the Military Resort Command, government agencies and stakeholders in disaster management. Related to the role of the the Military Resort Command, this research was conducted with the aim to study the the Military Resort Command 043/ Garuda Hitam?s Strategy for disaster management in Lampung Province. This research uses a qualitative method using case studies. In addition, researchers conducted interviews, observations and documentation studies to collect data and analyzed. The Military Resort Command 043/ Garuda Hitam in disaster management is by coordinating and communicating with government agencies and other stakeholders as well as facilitating Territorial Development (Binter) activities which are one of the tasks of the Military Resort Command 043/ Garuda Hitam in Lampung Province.

Abstract

Balikpapan City is a buffer city for the for the new National Capital in the Province of East Kalimantan, which is not spared from forest and land fires. In tackling forest and land fires the actors who play a role are the community. Strengthening community institutions, in this case, the East Kalimantan Dayak Alliance, provides a stimulus for the development of disaster management in the regions. But this is not in line with what is expected. Often these customary institutions are not involved in development planning so there are many records for the government so that the involvement and representation of indigenous peoples can be accommodated. This study aims to analyze the culture of local wisdom and approach of participation of the East Kalimantan Dayak Alliance in Balikpapan City in dealing with forest and land fire disasters. The research approach used in this study is a qualitative method using a purposive sampling technique. Data obtained through interviews, observations and documentation. The results showed that local wisdom was reflected in long-standing living habits in managing land. The Dayak community has a quick response in extinguishing fires and has active participation in fighting forest and land fires.

Abstract

Strategi Pertahanan Semesta merupakan sistem pertahanan yang diterapkan di Indonesia. Adanya  informasi   Indeks Pengembangan Manusia diperoleh  gambaran  mengenai kondisi kesejahteraan masyarakat dengan pengukuran dari aspek terkait, yaitu:1) Harapan hidup saat lahir; 2) Harapan Lama Sekolah;  3) Rerata Partisipasi Sekolah; dan 4) Pendapatan  Nasional Bruto. Kemiskinan diartikan  sebagai kurangnya  kesejahteraan yang terbagi dari beberapa dimensi, antara lain kerendahan dari kesehatan serta pendidikan, akses dari masyarakat miskin terhadap tersedianya air bersih juga sanitasi, keamanan fisik rendah dan tidak memadai, kekurangan suara juga kapasitas yang memada,  dan kesempatan untuk dapat kehidupan  yang lebih baik. Pendidikan adalah suatu cara untuk meningkatkan pengetahuan penduduk, karena dalam pembangunan saat ini diperlukan partisipasi dari penduduk yang terdidik dan terampil agar dapat berpartisipasi penuh dalam sebuah pembangunan. Pengangguran merupakan sebuah keadaan ketika seseorang yang termasuk dalam angkatan kerja yang ingin mendapatkan sebuah pekerjaan akan tetapi belum juga dapat memperolehnya. Tujuan dibuatnya penelitian ini yaitu untuk menganalisis strategi pertahanan semesta dalam menghadapi tantangan kesejahteraan masyarakat. Penelitian ini menggunakan metode  penelitian studi literatur. Hasil dari penelitian yang dilakukan adalah strategi pertahanan semesta harus ditingkatkan untuk mencapai kesejahteraan masyarakat           Kata Kunci: Kesejahteraan Masyarakat, Kemiskinan, Pendidikan, Pengangguran, Sistem Pertahanan Semesta
