Abstract

Pembangunan daerah dilaksanakan berdasarkan potensi masing-masing daerah. Pembangunan daerah diharapkan dapat meningkatkan kualitas hidup masyarakat. Namun, implementasi pembangunan daerah masih belum merata di seluruh wilayahnya. Dalam tulisan ini, penulis bertujuan untuk mengidentifikasi perkembangan Provinsi Jawa Timur dengan pendekatan spasial dan non-spasial untuk mengetahui karakteristik secara lebih rinci. Untuk analisis spasial, dilakukan melalui analisis wwwwxwdikotomi sesuai dengan kondisi geografis Provinsi Jawa Timur di mana sebagian wilayahnya terletak di Pulau Jawa dan sebagian lagi terletak di Pulau Madura dan beberapa pulau di sekitarnya. Di sisi lain, analisis juga dilakukan pada aspek non-spasial yang dilakukan dengan dikotomi antara daerah maju dan terbelakang. Sebagaimana disebutkan dalam Peraturan Presiden Republik Indonesia Nomor 131 Tahun 2015 tentang Penentuan Daerah Tertinggal 2015-2019, ada 4 kabupaten yang masih termasuk dalam daerah Tertinggal. Berdasarkan analisis spasial dan non-spasial yang mengidentifikasi karakter masing-masing daerah, penulis telah mengembangkan beberapa rekomendasi strategi untuk masing-masing daerah. Strategi-strategi ini termasuk meningkatkan daya saing melalui peningkatan infrastruktur dan kualitas sumber daya manusia untuk mencapai pembangunan inklusif.

Abstract

The peripheral area is considered as a preferable location for having affordable housing. However, the transport costs that appear as a consequence of the housing location might take up a considerable share of the household’s income. This study aimed to identify the combined housing and transportation (CHT) affordability in the peri-urban region of the Surabaya Metropolitan Area. A survey was conducted in three subdistricts of the Sidoarjo Regency, which are Waru, Gedangan and Sidoarjo sub-districts. The result showed that those three areas are affordable if only the housing costs are considered. However, they are unaffordable if transports costs are included. This suggests that the CHT affordability might depict the true affordability if the transportation costs are included. Therefore, this study suggests that a comprehensive land use planning might be needed in order to create sustainable development.
