Abstract

The digitalization of health information systems has become a vital component in healthcare service reform in many countries, including Indonesia. One concrete form of this transformation is the implementation of the Hospital Management Information System (SIMRS), which aims to integrate all administrative, management, and clinical service processes electronically. The implementation of SIMRS is considered a strategic step in improving efficiency, service quality, and accountability in hospital data management (Ministry of Health of the Republic of Indonesia, 2020). However, in reality, regional hospitals face more complex challenges compared to central or private hospitals. These challenges include limited budget allocation for IT infrastructure, a lack of reliable IT personnel, and unequal access to stable internet networks (Putri Harjo, 2022). These various obstacles not only hinder the effective implementation of SIMRS but also potentially degrade the quality of patient care if the system does not function optimally. This study aims to explore in depth the perspectives of healthcare workers on the challenges of SIMRS implementation in regional hospitals. Using a qualitative descriptive approach, the study analyzes the experiences, perceptions, and obstacles faced by hospital staff in the daily use of SIMRS. The research object is a Regional Public Hospital (RSUD), with research subjects consisting of hospital staff directly involved in the SIMRS implementation process. Data collection techniques included observation and interviews. The findings conclude that the main challenges in SIMRS implementation in regional hospitals include user competence, infrastructure support, and organizational readiness. Many healthcare workers are not yet technically or mentally prepared due to limited training, additional workloads, and systems that do not meet the needs of specific work units (Wibowo et al., 2022). Equipment limitations, unstable internet connections, and dependence on technicians worsen the situation. Data security issues are also a concern, as SIMRS stores sensitive medical information (Setiawan Nugroho, 2021). System disruptions that force manual work reduce efficiency and increase the risk of errors. Therefore, ongoing practical training, infrastructure modernization, more user-friendly systems, and involving healthcare workers in evaluations are necessary to ensure SIMRS can be implemented optimally and contextually (Rahmawati et al., 2023).

Abstract

In development rapid technology and the growth of knowledge-based society require companies to continue to provide training and learning in accordance with developments that have occurred. Various programs for developing human resources and technology provide an illustration that PT Ace Hardware Indonesia, Tbk is a learning organization. The aim of this research is to optimize career development strategies using the organizational learning method. This research uses qualitative methods (case study). Research data collection was carried out by researchers using interview, observation and documentation methods. The research obtained data sources from middle-up employees (supervisors, deputy store managers and store managers) as much ten person as primary data sources. Based on the research results above using tehnik Analisis SWOT, the researcher concludes that PT Ace Hardware Indonesia, Tbk has implemented a career development strategy, what is needed now is strategy optimization through the organizational learning method. In this research, there are five indicators which are divided into two groups of internal factors, namely personal skill indicators (personal mastery), mental models, shared vision, while the external factor group is team learning indicators, and systems thinking, research results show that the implementation has been maximized but requires optimization of strengthening strategies to utilize opportunities with existing strengths (SO strategy) in quadrant I which means aggressive to take advantage of opportunities and optimize strengths, by implementing career development strategies through superior motivation and teamwork to expand lines. managerial knowledge, improving HR capabilities through the KLA academy method which is easy for all employees to access and utilizing facilities and infrastructure (technological support such as intranet networks) in developing the KLA academy system Keywords: Career development; EFAS; IFAS; Organization Learning

Abstract

Digitalisasi sistem informasi kesehatan telah menjadi bagian penting dalam reformasi sistem pelayanan kesehatan di banyak negara, termasuk Indonesia. Salah satu bentuk konkret dari transformasi ini adalah penerapan Sistem Informasi Manajemen Rumah Sakit (SIMRS), yang bertujuan untuk mengintegrasikan seluruh proses administrasi, manajemen, dan pelayanan klinis secara elektronik. Implementasi SIMRS dianggap sebagai langkah strategis dalam meningkatkan efisiensi, kualitas pelayanan, serta akuntabilitas pengelolaan data rumah sakit (Kementerian Kesehatan RI, 2020). Akan tetapi fakta yang terjadi Rumah sakit daerah menghadapi tantangan yang lebih kompleks dibandingkan rumah sakit pusat atau swasta. Hal ini berkaitan dengan minimnya alokasi anggaran untuk infrastruktur teknologi informasi, kurangnya tenaga IT yang andal, serta ketimpangan akses jaringan internet yang stabil (Putri & Harjo, 2022). Berbagai kendala tersebut tidak hanya menghambat efektivitas pelaksanaan SIMRS, tetapi juga berpotensi menurunkan kualitas layanan kepada pasien apabila sistem tidak berjalan dengan optimal. Penelitian ini bertujuan untuk mengeksplorasi secara mendalam perspektif tenaga kesehatan terhadap tantangan implementasi SIMRS di rumah sakit daerah. Dengan menggunakan pendekatan kualitatif deskriptif, studi ini menganalisis pengalaman, persepsi, serta hambatan yang dirasakan oleh pegawai rumah sakit dalam penggunaan SIMRS sehari-hari. Penelitian ini menggunakan metode penelitian kualitatif pendekatan deskriptif. Adapun objek dalam penelitian ini ialah Rumah Sakit Umum Daerah (RSUD) dengan subjek penelitiannya pegawai rumah sakit yang memiliki peran dan keterlibatan langsung dalam proses pengaplikasian sistem SIMRS, dengan teknik pengumpulan data dilakukan dengan cara observasi dan wawancara. Hasil penelitian menyumpulkan bahwa terdapat tantangan utama dalam implementasi SIMRS di RSUD rumah sakit daerah diantaranya kompetensi pengguna, dukungan infrastruktur, dan kesiapan organisasi. Banyak tenaga kesehatan belum siap secara teknis maupun mental karena minimnya pelatihan, beban kerja tambahan, serta sistem yang belum sesuai kebutuhan unit kerja (Wibowo et al., 2022). Keterbatasan perangkat, koneksi internet yang tidak stabil, serta ketergantungan pada teknisi memperparah situasi. Masalah keamanan data juga menjadi perhatian karena SIMRS menyimpan informasi medis yang sensitif (Setiawan & Nugroho, 2021). Gangguan sistem yang memaksa kerja manual turut menurunkan efisiensi dan meningkatkan risiko kesalahan. Oleh karena itu, dibutuhkan pelatihan praktis yang berkelanjutan, modernisasi infrastruktur, sistem yang lebih ramah pengguna, serta pelibatan tenaga kesehatan dalam evaluasi agar SIMRS dapat diterapkan secara optimal dan kontekstual (Rahmawati et al., 2023).
