Abstract

This study aims to analyze research trends related to human rights, identify countries, organizations, and authors who contribute significantly to the aforementioned research. Furthermore, this paper identifies related articles that strongly influence these scientific publications. VosViewer collects data from Scopus Database Journal and analyzes it using bibliometric analysis. As a result of the study, the United States has the highest number of publications. Furthermore, the Department of Epidemiology at the Johns Hopkins Bloomberg School of Public Health in Baltimore, Maryland, is the organization that has focused the most attention and influence on the issue of resolving gross human rights violations. Aside from that, Professor C. Beyrer of the United States is the most prolific and influential researcher on the topic of resolving gross human rights violations. Bibliometric analysis and content analysis show that the trend of resolving gross human rights violations in several countries since 2015 has been more toward resolution with non-judicial mechanisms. However, the results of the research show that several relevant articles do not provide a clear definition of gross human rights violations. Therefore, further research from other databases, such as the Web of Science, is required.

Abstract

This study analyzes the crucial role of legal rules in creating a governance framework that promotes sustainable democratic participation. Through qualitative research methods and literature review, this research highlights that legal rules establish a legal framework governing the formulation, implementation, and oversight of public policies, ensuring orderliness in political decision-making processes and enforcing government accountability. The findings demonstrate that legal rules play a vital role in upholding good governance, sustainable democracy, and the achievement of broader development goals, including human rights protection and sustainable development. In the context of Indonesia, strengthening the power of legal rules and effective law enforcement are key to achieving good governance and sustainable democracy.

Abstract

The aim of this research is to analyze the implementation of the OSS-RBA policy in risk-based business licensing in Cirebon City, West Java Province and to formulate the relationship between central, provincial, district/city government authority in implementing the OSS-RBA policy in risk-based business licensing in Cirebon City, Java Province. West. This research uses the policy implementation theory developed by Grindle which consists of policy content and policy context. The research approach used in this research is a qualitative approach with a descriptive type of research. The data analysis technique used is by data reduction and conclusion withdrawal. The research results show that the implementation of the OSS-RBA policy in risk-based business licensing in Cirebon City is not optimal. The OSS-RBA service in risk-based business licensing in Cirebon City has not been communicated well to employees and the public so that there are still many process obstacles faced, from the aspect of policy content there are also too many derivative technical policies that regulate it, resulting in the OSS-RBA policy being ineffective. The OSS-RBA policy model in risk-based business licensing in Cirebon City, the key implication of Grindle's theory of policy implementation, is that there is an additional dimension of action. The implication of the theory developed by researchers is based on research results that to achieve service goals, the dimensions of Coordination, Communication and Commitment need to be added.
