Abstract

ABSTRACT. Border area as a front line of a country needs special attention from the government of that country. Most of the domestic problems experienced by a country come from the border. Human and drugs trafficking, also illegal timber transactions are examples of problems that still occur in Indonesia nowadays especially located in Kepulauan Riau Province. This study aims to describe the Integrated Border Management based on European Commission carried out in Indonesia, especially at the country border in Kepulauan Riau Province, Indonesia. By using the post-positivistic paradigm, this study uses interviews and documentation as data collection techniques. Interviews were conducted to actors, both central and regional, such as the Deputy for Border Management (BNPP-RI), the Head of the BNPP Planning and Cooperation Bureau, the Head of the Riau Islands Province Government Bureau and his staff, the Head of Local Development Planning Agency of Batam City, Natuna Regency. The results showed that the state border managers at the central, provincial, and regency/city governments have different institutions which result in differences in personnel procedures, finances, and resource allocation. The concept of Integrated border management needs to be adjusted to the concept considering the geographical characteristics of Indonesia, which has sea and land borders.

Abstract

This research analyze the practice of irrigation, education, and free trade governance linked with functional decentralization concept in Indonesia’s decentralization policy frame. This research use constructivist approach and qualitative-descriptive method. Research result find several factors that cause functional decentralization in Indonesia’s decentralization policy for irrigation, education, and free trade is not adopted. Political institution is not adopted, independence of the farmers, integration of river and irrigation web, and state constitution, are the factors from irrigation side. Several factors in education are the existence of educational boards, the independence of school, devolution in education governance, and state constitution. For free trade, the institution of Batam governance, members structure in Batam’s boards, the uncertainty of BP. Batam in Indonesia’s administration structure, and state constitution, which make functional decentralization is not adopted. Generally, state constitution is major factor of functional decentralization is not adopted. The Construction of Decentralization in the Future of Indonesia’s Decentralization Policy especially in irrigation, education, and free trade can be done gradually begin from inter-local government cooperation, state-local collaboration in boards until establishing the functional decentralization’s organization.

Abstract

This paper aims to assess the adoption of open government principles in local government development planning. The study used constructivist research design which emphasizes using theory as guidance for analyzing the problems. Interview and document study techniques were used to collect data, while NVIVO version 12 plus was used in data processing and analysis. Research results showed that there has been a decline in community participation in development planning due to the perception that there are stark differences between contents of programs during the planning and implementation phases. Transparency in development planning is implemented in all programs at the subdistrict level, while at the district prioritized programs are deliberated in closely sessions that involve local government executives and the local legislature. As regards collaboration in development planning, results showed that pursuing and projecting own respective interests rather those of the public. Increasing open government principles in the development planning process requires intensive and regular communication and coordination among stakeholders, which makes ICT a key ingredient that should be form an integral part of the design and deployment process. This research recommends further research related to open government that should delve deeper into participation and transparency concepts as components of open government principles.

Abstract

Sejak 2015, pemilihan kepala daerah serentak dilakukan untuk memilih gubernur dan walikota/ bupati yang akan mengakhiri pekerjaannya. DKI Jakarta sebagai salah satu pemerintah daerah pada tahun 2017 juga melakukan pilkada serentak dan berakhir pada tahun 2022. Permasalahan yang muncul ketika kewajiban regulasi tentang pilkada, presiden dan wakil presiden dilakukan serentak pada tahun 2024. Antara tahun 2022 sampai dengan Tahun 2024, berdasarkan peraturan tersebut, Gubernur DKI Jakarta akan diisi oleh gubernur sementara yang diangkat oleh pemerintah pusat. Keterbatasan kewenangan yang dimiliki oleh gubernur sementara untuk mengurus Provinsi DKI Jakarta tentunya akan menimbulkan persoalan yang kompleks. Tujuan dari penelitian ini adalah mendeskripsikan alasan, dampak dan akibat jika Gubernur DKI Jakarta diisi oleh gubernur sementara dan berusaha memberikan solusi dan alternatif dari permasalahan tersebut. Paradigma pragmatis dengan desain penelitian kualitatif yang digunakan dalam penelitian ini menghasilkan kesimpulan bahwa Pilkada di DKI sebaiknya dilakukan pada tahun 2022 untuk menghindari waktu kepemimpinan pejabat pelaksana gubernur yang panjang.

Abstract

Entering the free market era for ASEAN countries or known as “ASEAN Economic Community (AEC) 2015” which is high competitive and a lot of challenges from the changing environment, the existence of an ideal leader is urgent to promote and realize the vision and mission of Indonesia that has been disclosed in the preamble of the 1945 Constitution and translated based on the needs of national, regional territorial provincial and district/city. The leader's ability to adapt new circumstances and understand how to develop subordinates to be able to better handle complex situations, is a great thing that should be a concern for leaders in changes. Adapting means to understand the meaning of a new state, and have the initiative in the ability to adapt and change with a complete practice in a personality shared values, governance, systems, procedures. Then, find the most effective way yet easy to use, for the development and sustainability of the core activities of the organization. The above facts explain that the leadership values determine the success of development in order to optimize and utilize AEC programs especially in free trade, where the market mechanism determines a process of goods and services which also influence human resources that managed by the certain leadership style, especially in the businesses mechanism that have fairness principle. Using the methods of literature study and interviews, this study aims to analyze how the adaptive leadership in the public sector faces the challenges of the AEC. Given that if it is associated with the challenges of the future, a good leader at least has the ability to be adaptive to the uncertainty of the future, the ability to work cross-country and cross-cultural as well as the ability to create an innovative environment.

Abstract

This study uses a qualitative paradigm with descriptive research type. Informants weredetermined by purposive sampling method with qualitative data analysis. The resultsshowed that the Management of Bung Karno Gelora Complex Area which has beenmanaged by the Managing Directors responsible to the Bung Karno ComplexManagement Agency (PKKGBK) still has some fundamental obstacles such asinstitutional aspects that are full of causing patron clients, aspects of work area whichare in line with the working area of DKI Jakarta Province, aspects of funding that cancome from local governments but regional governments cannot intervene in regionalmanagement policies, as well as overlapping spatial and regional governance aspects.The future management of the Bung Karno Gelora Complex Area can be done in 2(two) ways that are taken in stages. The first stage can be done by building institutionalcoordination between central and regional institutions whose financial managementcan be done cost sharing and revenue sharing. When a coordinating institution hasbeen formed, it can move forward with the establishment of functional decentralizedgovernment institutions by giving authority to stakeholders using GBK services aspracticed by several developed countries in the management of special areas.

Abstract

This study aims to assess the Tulang Bawang Regency's fiscal independence and determine the factors that affect it. This study used the data of the 2015-2019 Statement of Budget Realization of Tulang Bawang Barat Regency and primary data from interviews. The research method applies a qualitative approach with an inductive methodology using several financial ratios such as the effectiveness of Local Own-source Revenue management, the ratio of the degree of decentralization, the ratio of regional financial dependence, and the ratio of regional financial independence. Based on the results, the ratio of regional financial independence shows an average of 1.54%, within the 0-25% interval, and classified under the shallow criteria. It may be inferred that regional financial independence in meeting its funding needs for the administration of government affairs is still very low. The regional financial dependence ratio shows an average of 85.99%, categorized as a very high dependency. The calculation of the ratio results proves that the local own-source revenue of Tulang Bawang Barat Regency is still low. Furthermore, a large number of mandatory spending from the central government and national budgeting politics causes the regional financial independence of Tulang Bawang Barat Regency to become low.

Abstract

Studi ini bertujuan untuk menggambarkan aspek-aspek open government dalam perencanaan pembangunan daerah dan menganalisis perencanaan pembangunan yang ideal dalam mengadopsi aspek-aspek open government. Desain penelitian ini menggunakan pendekatan kualitatif dengan Soft Systems Methodology (SSM). Teknik analisis data dengan menggunakan analisis CATWOE (Customer, Actor, Transformation, Weltanschaung, Owner, dan Environment). Adapun hasil penelitian ini menunjukkan bahwa 1) Perencanaan pembangunan daerah sudah secara alamiah telah mengadopsi aspek-aspek dari OG yaitu partisipasi, trnasparansi, dan kolaborasi namun belum dilakukan secara sengaja (by design) sehingga penetapan program kegiatan dalam RAPBD tidak sesuai dengan hasil musrenbang; 2) Adanya jaminan transparansi dalam setiap proses perencanaan pembangunan dan maksimasi penggunaan TIK menjadi syarat diadopsinya aspek-aspek OG dalam perencanaan pembangunan yang ideal. Penelitian ini juga merekomendasikan dilakukannya penelitian khusus terkait OG dan pengayaan konsep partisipasi dan transparansi.
