Abstract

The collaborative efforts involving the Indonesian National Armed Forces (TNI), Indonesian National Police (POLRI), government, and the local community in managing floods in Pekanbaru, Indonesia have been ongoing for an extensive period. These efforts require sustained attention, particularly during the prevailing rainy conditions. The military campaign approach comprises a series of joint operations executed to achieve strategic and operational objectives within specific spatial and temporal constraints. This military campaign involves Military Operations for War (MOW) and Military Operations Other Than War (MOOTW). The objective of this study was to describe and analyze the synergy among the Indonesian National Armed Forces (TNI), Indonesian National Police (POLRI), the government, and the local community in addressing floods in Pekanbaru through a military campaign strategy. This strategy involved TNI units with distinct branches and functions. The approach undertaken by the TNI (specifically those from KODIM 031 Pekanbaru) in flood disaster relief operations included collaboration with the Regional Disaster Management Agency of Pekanbaru to mobilize all available TNI and POLRI forces within the vicinity of Pekanbaru. This collaborative effort involved various stakeholders, such as TNI, POLRI, the government, NGOs, youth organizations (Karang Taruna), and other relevant entities. These activities took place in the East Labuh Baru, Payung Sekaki District, particularly along Arjuna Street. This effort is expected to establish an effective synergy among these groups, foster closer ties with the community, and manage floods by addressing issues related to drainage systems, canals, and overgrown vegetation.

Abstract

This community service is conducted in the form of public health initiatives aimed at combating dengue hemorrhagic fever (DHF) in Indonesia. These initiatives are implemented in Labuh Baru Timur Village, RT 02/08, located in Payung Sekaki District, Pekanbaru City, Riau Province. The target beneficiaries of these activities include toddlers, children, adolescent girls, housewives, and the broader community. The primary objective of this community service endeavor is to enhance the knowledge of the targeted partner communities, particularly mothers who are members of POSYANDU (integrated health post), PUSKESMAS (community health centers), doctors, and village midwives, regarding the causes, consequences, and prevention strategies related to dengue hemorrhagic fever (DHF). The methods employed for executing this community service activity involved conducting household visits and organizing discussions on dengue hemorrhagic fever (DHF). Data about participants’ understanding of DHF were collected through pre-test and post-test questionnaires. The anticipated outcome of these efforts is to reduce the incidence of dengue hemorrhagic fever (DHF) and minimize its impact on affected individuals. In instances where residents are diagnosed with DHF and necessitate hospitalization, the objective is to facilitate their prompt and full recovery, thereby enabling them to resume their daily routines, including school attendance.

Abstract

Water is a crucial resource for sustaining life; however, access to it through the Regional Drinking Water Company (Indonesian: Perusahaan Daerah Air Minum [PDAM]) remains limited in certain communities. As a result, residents frequently depend on groundwater sourced through independent pumping by households, places of worship, public facilities, private and government offices, and others. An assessment of the buildings on Jl. Arjuna RW 08 and 09, East Labuh Baru District, Pekanbaru, indicates a significant lack of adequate clean water installation systems, highlighting a need for targeted community service efforts. This initiative aims to rectify these deficiencies by drilling wells to establish reliable sources of clean water and installing a comprehensive clean water piping system to ensure effective distribution from the source to the end users, thus aligning with Indonesian National Standards (SNI). The project involves faculty members as part of their commitment to the tri-dharma of higher education, offering both a practical learning opportunity for students and a valuable service to the community.

Abstract

During the  COVID-19 pandemic, the  Trans Metro Pekanbaru bus manager limited the number of passengers, operating hours, and rit. This policy follows the implementation of the transition period towards a new normal in Pekanbaru City. This government policy’s enactment has influenced the performance of Trans Metro Pekanbaru public transportation during the  COVID-19  pandemic. This study analyzes the performance of  Trans Metro Pekanbaru public transportation during the  COVID-19 pandemic based on passenger operations and perceptions. The research methods used in this study are quantitative and qualitative. The data analysis used is an analysis of operational performance data during the COVID-19 period and an analysis of passenger perceptions of service performance during the COVID-19  period. The results of this study show that the operational performance of  Trans Metro Pekanbaru public transportation during the  COVID-19  pandemic based on load factor, headway, and frequency indicators is considered insufficient. The average load factor value on all routes is below 70%, with the highest and lowest average values being 42% on the  Ramayan – Pandau route and 2% on the   Unilak – route Palas Kingdom. The average headway value on all routes is more than 10  minutes, with the highest average being 63 minutes on the  BRPS – UIN and Ramayana – Unilak routes. The average frequency value on all routes only reaches 1-3 vehicles/hour, with the highest average being 5 vehicles/hour on the  Ramayana route - Pandau. Based on passenger perception, it shows that passenger perception of the quality of Trans Metro Pekanbaru public transportation services during the  COVID-19  pandemic is considered good. This can be seen from the average score of respondents’ assessment of 74.86%.

Abstract

Kebisingan merupakan bunyi yang mengganggu aktivitas manusia dalam kehidupan sehari-hari. Pengaruh kebisingan terhadap manusia salah satunya adalah terganggunya aktifitas belajar mengajar dikawasan pendidikan. Kota pekanbaru memiliki sekolah yang sangat berdekatan dengan jalan utama di Pekanbaru, seperti pada SDN 94 dan SMPN 14 Pekanbaru. Penelitian ini bertujuan untuk mengetahui tingkat kebisingan lalu lintas kendaraan pada kawasan sekolah. Dalam penelitian ini menggunakan metode CoRTN dan Sound Meter Level. Pengukuran tingkat kebisingan dilakukan selama tiga hari yaitu pada hari senin, rabu, dan sabtu dari pukul 06.00 hingga pukul 18.00 WIB. Dari perhitungan metode CoRTN diperoleh tingkat kebisingan tertinggi di kawasan SDN 94 Pekanbaru pada hari senin sebesar 74,94 dB(A) dan terendah pada hari sabtu sebesar 69,06 dB(A). Sedangkan dengan menggunakan SLM nilai LEQ tertinggi pada hari senin sebesar 84,52 dB(A) dan terendah pada hari sabtu sebesar 71,37 db(A). Untuk di kawasan sekolah SMPN 14 Pekanbaru tingkat kebisingan tertinggi pada hari hari senin sebesar 76,28 dB(A) dan terendah pada hari sabtu sebesar 63,97 db(A). Sementara itu dengan menggunakan SLM nilai leq tertinggi pada hari senin dengan tingkat kebisingan 79,37 dB(A) dan terendah pada hari sabtu dengan tingkat kebisingan 63,43 db(A). Hasil dari metode CoRTN dan SLM akibat lalu lintas masih melebihi nilai standar baku mutu yang sudah ditetapkan oleh KepMenLH No.48 Tahun 1996 sebesar 55 dB(A).

Abstract

The Pekanbaru-Dumai (PERMAI) toll road serves a crucial role as the busiest access route in Riau Province. Due to the high volume of traffic on this toll road, it is suspected that various types of traffic accidents occur. This study analyzed the frequency of traffic accidents, accident rate metrics for black-spot and black-site areas, and the condition of road infrastructure on the Pekanbaru-Dumai toll road. This study employed a qualitative descriptive method and collected data from primary sources through field observations and secondary sources, such as accident reports from the Riau Regional Police Traffic Directorate (Indonesian: Direktorat Lalu Lintas POLDA Riau) covering the period from 2020 to 2022 and average daily traffic volume data from the Toll Road Regulatory Agency (Indonesian: Badan Pengatur Jalan Tol [BPJT]). The accident rate formula for black spots and black sites was applied to identify accident-prone and high-traffic areas on the Pekanbaru-Dumai toll road. The analysis results revealed a total of 30 incidents over the three years. The highest accident rate for black-spot areas was 0.10 at KM 34 and KM 35, while the highest for black-site areas was 0.10 at KM 35. Most incidents occurred during the night until early morning, specifically from 18:01 to 02:00. Passenger cars were the most frequently involved vehicles, with 16 single-vehicle collisions. These accidents resulted in 28 victims, including 7 fatalities, 9 serious injuries, and 12 minor injuries. In terms of travel direction, Line A (Pekanbaru to Dumai) experienced 11 incidents, while Line B (Dumai to Pekanbaru) had 19 incidents. The primary factor contributing to these accidents was human error, typically due to negligence or carelessness. Based on observations of road equipment and traffic management on the Pekanbaru-Dumai toll road, the study suggests improving safety by adding noise barriers following Indonesia’s Minister of Transportation Regulation No. 82/2018, Article 33. Additionally, enhancing overall street lighting is recommended, in alignment with Indonesia’s Minister of Public Works Regulation No. 16/PRT/M/2014 concerning Minimum Service Standards.

Abstract

The concept of fostering environmentally conscious urban environments has emerged as a pivotal strategy in mitigating the escalating pace of developmental endeavors. A prominent approach entails the adoption of eco-friendly transportation modalities, prominently featuring non-motorized conveyance options. A tangible stride towards the realization of eco-centric urban landscapes lies in the alteration of societal lifestyles, thereby cultivating heightened environmental consciousness. Across various locales in Indonesia, the prevalent trajectory towards eco-friendly living is epitomized by the widespread embrace of bicycling as a quintessential means to augment communal mobility. This burgeoning proclivity has engendered the establishment of dedicated bicycle infrastructure within urban landscapes, exemplified by communal cycling initiatives and the institution of “Car Free Day” initiatives. Moreover, Pekanbaru City—characterized by its distinctive topography, climate dynamics, and idiosyncratic urban features—presents a distinct milieu that accentuates the complexities entailed in orchestrating widespread bicycle utilization. Therefore, the objective of this study is to explore how the deployment of bicycle lanes can be tailored to accommodate the community’s demands for bicycle usage, the demographics of bicycle users, and the appropriateness of bicycle lane integration.

Abstract

Labuhbaru Timur district has enormous potential to be developed, especially if the government provides some programs that support together with universities and communities. Labuh Baru Timur village has a demographic and topographic location that really supports daily activities and activities, provision of hospitality facilities, public awareness, especially visitors to Labuh Baru Timur village, regarding the importance of maintaining environmental cleanliness is still very lacking because there still people who throw rubbish carelessly, especially plastic waste. former packaging, drainage is congested, and the surrounding roads are damaged, and have holes, caused by vehicles exceeding the capacity of vehicles passing around Jalan Arjuna. The importance of understanding the Tri Hita Karana concept for the community from an early age so that environmental cleanliness can be enjoyed by all communities and public benefits can be achieved through socialization. and social action for environmental cleanliness. The basic essence of environmental management and preservation is the main capital for developing natural resources and human resources so an active role from the community is needed to maintain environmental sustainability.

Abstract

[ID] Transportasi merupakan salah satu kebutuhan utama dalam menunjang aktivitas masyarakat sehari-hari. Perkembangan transportasi yang beragam menyebabkan masyarakat memiliki banyak pilihan yang akan digunakan guna mendukung aktivitasnya sehari-hari. Mahasiswa sebagai salah satu kelompok masyarakat memiliki suatu karakteristik tertentu dalam memilih moda transportasi, baik dari karakteristik mahasiswa itu sendiri maupun kualitas pelayanan dari moda yang dipilih. Faktor lokasi dan perilaku mahasiswa menjadi faktor karakteristik utama dalam pemilihan moda tersebut. Sedangkan pada faktor luar, persepsi seseorang terhadap kualitas pelayanan yang diberikan menjadi satu pertimbangan sendiri dalam memilih suatu moda transportasi. Tujuan dari penelitian ini adalah mengetahui perilaku mahasiswa dalam memilih moda transportasi dalam rangka meuwujdkan suatu transportasi yang berkelanjutan. Analisis Tabulasi dan pendekatan kualitatif melalui metode Likert akan digunakan untuk mengetahui karakteristik mahasiswa serta kualitas pelayanan moda transportasi yang dipilih dari mahasiswa itu sendiri. Sampel yang didapat penelitian ini adalah sebanyak 500 mahasiswa fakultas teknik Universitas Islam Riau pada segala jurusan. Hasil penelitian menunjukkan bahwa mahasiswa memiliki kecenderungan tertinggi dalam memilih kendaraan pribadi berupa motor (80%) dibandingkan kendaraan yang lain. Kepuasan mahasiswa dalam moda ini sangat tinggi. Faktor kehandalan, fleksibilitas dan aksesibilitas yang tinggi menjadi faktor tertinggi dalam menggunakan motor. Selain itu, pertimbangan tertinggi mahasiswa dalam memilih sepeda motor adalah persepsi mengenai dampak minimum yang timbul terhadap permasalahan lalu lintas dibanding moda yang lain dalam kondisi mixed traffic flow. Sehingga, faktor kualitas yang ditawarkan suatu moda transportasi menjadi salah satu faktor yang penting dalam menentukan suatu pemilihan moda transportasi pada kelompok mahasiswa.

Abstract

[ID] Permasalahan transportasi seperti kemacetan, polusi udara, kecelakaan, antrian maupun tundaan bisa di jumpai dengan tingkat kualitas yang rendah maupun besar. Permasalahan tersebut sering kita jumpai di beberapa kota di Indonesia termasuk di Pekanbaru. Beberapa titik kemacetan yang terjadi di Kota Pekanbaru saat pagi dan sore atau jam sibuk khususnya pada simpang bersinyal di jalan Sudirman – jalan Gajah Mada yang merupakan intesitas yang besar selalu dilewati lalu lalangnya kendaraan yang melewati dilokasi tersebut. Metode perhitungan analisis dan perencanaan yang di gunakan adalah metode Manual Kapasitas Jalan Indonesia 1997 (MKJI 1997) agar dapat mengetahui seberapa besar fungsi dari sistem kendali waktu tetap dalam menghindari kemacetan serta mengurangi resiko kecelakaan pada simpang akibat konflik lalu lintas. Dari hasil analisis menggunakan perhitungan MKJI 1997 di dapat kapasitas terbesar adalah 2375,94 smp/jam pada ruas jalan arah selatan. Panjang antrian maksimum adalah 171,171 m pada ruas jalan arah utara terjadi antrian panjang pada kondisi lalu lintas dan Tunda an rata-rata sebesar 1440,159 det/smp. Sehingga tingkat pelayanan simpang pada kondisi jam puncak masuk dalam katagori F/buruk sekali (>60 detik/smp). Pada kondisi eksisting ketiga simpang sudah mendekati kinerja yang jenuh, dengan hasil derajat kejenuhan 1,00 (DS > 0.85) arah ruas jalan utara. Waktu Siklus Sinyal pada persimpangan tersebut adalah 95 detik, ini termasuk kedalam tipe pengaturan 4 fase 80-130 (MKJI,1997). Dari hasil analisis tersebut peneliti menyarankan perlu mengidupkan kembali countdown timer pengendara dapat memulai start berangkat lebih awal, hal ini dapat ini dapat mengurangi waktu hilang dan mengurangi kemacetan. [EN] Transportation problems such as congestion, air pollution, accidents, queues and delays can be found with low or large quality levels. We often experience this problem in several cities in Indonesia, including in Pekanbaru. Some congestion points that occur in the city of Pekanbaru in the morning and evening or rush hour, especially at the signal intersection on Sudirman street – Gajah Mada street which is a large intensity always passing the negligence of vehicles passing through the location. The method of calculation of analysis and planning used is the method of the Indonesian Road Capacity Manual 1997 (MKJI 1997) in order to find out how much the function of the fixed time control system is to avoid congestion and reduce the risk of accidents due to traffic conflicts. From the results of the analysis using the MKJI 1997 calculation, the largest capacity is 2375.94 smp/hour on the southern road segment. The maximum queue length is 171,171 m on the northern road segment, there is a long queue in traffic conditions and the delay is an average of 1440,159 det /smp. So that the level of service intersection at peak hour conditions is in the category F / very bad (> 60 seconds / junior). In the existing conditions the three intersections are close to saturated performance, with the result of a degree of saturation of 1.00 (DS> 0.85) in the direction of the north road segment. The Signal Cycle time at the junction is 95 seconds, this is included in the 4 phase 80-130 setting type (MKJI, 1997). From the results of the analysis, the researchers suggest that it is necessary to revive the driver's countdown timer to start the start early, this can reduce the lost time and reduce congestion.
