Problems regarding the role of the Civil Service Police Unit which are not running optimally so that it has an impact on peace and public order, namely the discovery of traders and consumers of alcoholic beverages due to lack of socialization and operations often used by traders and consumers to continue to circulate and consume. In connection with the research analysis, the authors use the theory of Biddle and Thomas. While the method used is descriptive qualitative. The data collection techniques used by interview, documentation and observation. From the results of the study, it was found that the Civil Service Police Unit was not optimal in carrying out its role. One of them is the enforcement of regional laws and regulations, which is still found abuse of alcoholic beverages, with indicators of weak supervision and weak faith of the people of Indramayu Regency itself. The efforts that have been made by the Indramayu Regency Civil Service Police Unit are through the development of members, the formation of Civil Servant Investigators, capacity building of employees, and supporting physical facilities.

Female politicians in Indonesia still facing social discrimination when running for election, both in being a regional leader or legislative member. Some of them had succeeded in overcoming those challenges, while others find it difficult. This article figured out the implemented strategy by the female political candidate in Lampung when facing social discrimination during her candidacy. This case study used deep interviews with prominent figures, observation, and documentation. The result showed that the female candidate in the Lampung governor election maximized her social networks, apart from other factors that helped her win the election with her political pair. To overcome social barriers and discrimination, a female political candidate should use many strategies, including the extensive use of social media to win the majority of votes.

This research titled is “Empowerment of Rattan Industry Craftsmen After Disasters by Department of Trade and Industry in Palu City Central Sulawesi Province”. The purpose of this research is to find out and analyze the empowerment process, supporting factors and inhibiting factors faced, as well as efforts made by the Department of Trade and Industry to overcome obstacles in the empowerment of rattan industry crafters in the aftermath of a disaster. The research method used by the author in this study is descriptive qualitative.The data collection techniques are interviews, documens and observations. The data analysis techniques in this study are data reduction, data presentation and data verification. The result of this research apprenticeship show that empowerment of crafters in managing the rattan industry after disaster has been carried out. But in the implementation, the empowerment process has not been carried out optimally. Because the mindset of craftsmen who are still using old mindset, the absence of Standard Operating Procedures regarding the rattan industry which results in an ineffective upstream and downstream system, Limited funds owned by the government in providing assistance and the independence of the craftsmen in producing raw materials supporting the rattan industry. After disaster, Department of Trade and Industry has made efforts to overcome obstacles with : make a Standard Operating Procedures dan rebuilding the upstream and downstream systems. In addition, Department of Trade and Industry has also allocated funds in accordance with needs and provides socialization in changing the mindset of rattan industry crafters and training to develop rattan industry businesses. The authors suggests to the city government that in the future in making a development and empowerment planning, the city government must fist make Standard Operating Procedures. Tawangharjo is a sub-district that is going to be developed as a new destination of Agrotourism. This agrotourism is classified as a new type of tourism in Grobogan Regency. This study aims to determine and analyze how the development of agrotourism in Tawangharjo District, as well as to explain the inhibiting factors and efforts made by the government and local agencies in developing the agrotourism area. This study used descriptive qualitative method with an inductive approach, combined with observation, interviews, and documentation. Further, the authors analysed the data by creating a data map, exploring data presentation, comparing all data, then drawing conclusion. The results show that the indicators for the development of the Starfruit Garden Agrotourism Area, Tawangharjo Sub-district, were still not met, Amenities and Ancillary become the main problems because physical development required time and budget, while facilities were the main support for agrotourism activities. In addition, the Covid-19 pandemic has further exacerbated the situation by refocusing the budget and significantly reducing the number of tourists. The quality of human resources needs to be improved, including the managers’ capacity and the community's ability to diversify, promote, and multiply the products. As a suggestion, the Grobogan Regency government should further optimize the tourism program and policies, in order to increase production capacity and develop agrotourism facilities. Since 2001, the Aceh provincial administration and legislative council have approved the Qanun Jinayat (behavior-governing bylaw) that obliges public in Aceh to follow sharia, the Islamic legal code. While it has been widely accepted by Aceh Muslims, the sharia implementation on non-muslim has sparked a huge debate. To understand the public opinion on this issue, we conducted face-to-face interviews and surveyed more than two hundreds fifty people in Aceh Tengah about their views following the case of Buddhists who were caned for violating sharia law. From the research that we did, our findings reveal that Acehnese people have different opinion on this. A half our respondents, including the non-Muslims do not see sharia law as a burden for them to live in Aceh. While the others, such as human rights activists and non-governmental organizations reported that this law enactment has prompted human rights abuses. Looking at the divisive views, the national and Aceh government are suggested to take further action to avoid more confusion among Acehnese people and religious conflict in the future. Keywords: Sharia Law, Aceh, Non-MuslimsSejak tahun 2001, pemerintah provinsi dan dewan legislatif Aceh telah menyetujui pemberlakuan Qanun Jinayat (peraturan perundang-undangan) yang mewajibkan masyarakat di Aceh untuk mengikuti syariah, kode hukum Islam. Meskipun telah diterima secara luas oleh Muslim Aceh, implementasi syariah bagi non-Muslim telah memicu perdebatan besar. Untuk memahami opini publik mengenai masalah ini, kami melakukan wawancara tatap muka dan mensurvei lebih dari dua ratus lima puluh orang di Aceh Tengah mengenai pandangan mereka menyusul kasus seorang penganut Buddha yang dicambuk karena melanggar hukum syariah. Dari penelitian yang kami lakukan, temuan kami mengungkapkan bahwa orang Aceh memiliki pendapat yang berbeda-beda mengenai hal ini. Setengah responden kami, termasuk non-Muslim, tidak melihat hukum syariah sebagai beban bagi mereka untuk tinggal di Aceh. Sementara yang lainnya, seperti aktivis Hak Asasi Manusia dan Lembaga Swadaya Masyarakat melaporkan bahwa undang-undang ini telah menyebabkan pelanggaran Hak Asasi Manusia. Melihat pandangan yang terpecah seperti ini, pemerintah pusat dan Aceh disarankan untuk mengambil tindakan lebih lanjut untuk menghindari kebingungan masyarakat Aceh dan konflik agama di masa depan.Kata kunci: Hukum Syariah, Aceh, Non-Muslim

Dalam beberapa tahun terakhir, pemilihan kepala desa (pilkades) secara elektronik banyak dilakukan, termasuk di Kabupaten Sleman. Kekhawatiran akan manipulasi teknologi yang dapat mempengaruhi kepercayaan dan partisipasi masyarakat, sering muncul dalam kaitan e-vote pilkades. Hal tersebut mendorong dilakukannya penelitian ini. Tujuan penelitian untuk mengetahui penyelenggaraan e-Voting dalam setiap tahap penyelenggaraan. Penelitian dilakukan dengan pendekatan kualitatif deskriptif. Pengumpulan datanya dilakukan dengan dokumentasi, observasi, wawancara, dan FGD. Analisis deskriptif naratif dilakukan terhadap fakta pada tiap tahapan pilkades menurut Pratama dan Salabi yang mencakup tahap Pengkajian dan Perencanaan, Pengadaan, Penerapan/Pelaksanaan, dan Pasca e-Voting. Ditemukan bahwa pilkades di Kabupaten Sleman secara digital pada tiap tahapan, telah dapat dilaksanakan secara baik pada tahun 2020 maupun 2021. Permasalahan yang terjadi pada tahun 2020 baik dari aspek teknis maupun sumber daya manusia yang terjadi saat perencanaan, pengadaan, pelaksanaan/penerapan, dan pasca e-vote relatif telah dapat diatasi dan diantisipasi dengan baik pada tahun 2021. Dan hanya terdapat sedikit masalah yang hampir semua masalah tersebut terkait dengan kondisi pandemic covid-19 yang masih melanda Indonesia pada saat dilakukan pilkades secara digital. Disarankan penyiapan pendamping teknis dari warga desa atau penduduk sekitar desa dengan plotting silang, pembuatan SOP untuk pendamping pemilih, serta penyempurnaan system e-rekapitulasi pada tingkat desa.
