Abstract

Pandemi COVID-19 telah memberikan dampak signifikan terhadap berbagai sektor ekonomi, termasuk usaha mikro, kecil, dan menengah (UMKM). Di Pantai Jerman, Kuta - Bali, mayoritas pelaku UMKM yang merupakan masyarakat lokal mengalami penurunan omzet yang drastis akibat berkurangnya kunjungan wisatawan dan pembatasan aktivitas ekonomi. Dalam rangka mengatasi tantangan ini, program pengabdian masyarakat yang berfokus pada peningkatan motivasi dan semangat berwirausaha bagi komunitas UMKM di Pantai Jerman dilaksanakan. Program ini bertujuan untuk mendorong kemandirian ekonomi dan meningkatkan kesejahteraan hidup para pelaku UMKM melalui serangkaian kegiatan pelatihan dan pendampingan. Hasil dari program ini menunjukkan adanya peningkatan motivasi dan semangat berwirausaha yang signifikan di kalangan peserta, yang berdampak pada peningkatan omzet dan keberlanjutan usaha mereka. Dengan demikian, pengabdian masyarakat ini diharapkan dapat menjadi model pemberdayaan ekonomi lokal yang efektif dalam menghadapi tantangan ekonomi pasca-pandemi.

Abstract

Tourism supports the agricultural and industrial sectors, on which Bali's income and economic growth depend. The presence of tourism is an alternative industry in improving the economic welfare of people in rural areas. The Covid-19 pandemic has had a major impact on economic, socio-cultural, and environmental aspects, including tourism in Bali Province. The objectives of this research are preparing a basic study on the potential of tourist objects and objects as well as the readiness of the participation of the people of Besakih Village in the model of developing tourist destinations of Edelweis Park as Community-Based Ecotourism and to find out tourism communication in introducing and developing community-based ecotourism in the tourist attraction of Edelwiss Park, Besakih Village. This research is a type of Action research. The type of data to be used is perception data and existing data, allowing a quantitative approach in the form of qualitative descriptive analysis to examine the general description, demographics, and socio-economic characteristics of Besakih Village. The results of this study show that: (1) the results of the assessment of the elements of attraction of Edelweis Park tourist attractions, namely aspects of tourist attractions, accessibility, socioeconomic environmental conditions, accommodation, and supporting infrastructure, the average value of the assessment of the attractiveness of Edelweis Park tourist attractions is included in the category of quite potential; (2) Local governments and tourism destination managers need to design a tourism communication strategy that includes optimizing digital promotion, developing content based on local wisdom narratives, and utilizing visual media to attract tourists and convey messages related to conservation efforts.

Abstract

Public sector organizations are increasingly required to be adaptive, collaborative, and innovative in responding to technological advancements and the growing complexity of societal needs. This study aims to examine the role of knowledge sharing and learning culture in enhancing employee innovation, with adaptive competence as a mediating variable at the Badan Pendapatan Daerah (Bapenda) of Badung Regency. A quantitative approach was employed using a saturated sampling technique involving all 378 employees. Data were collected through a Likert-scale questionnaire and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The results reveal that knowledge sharing has a positive and significant effect on employee innovation, indicating that stronger knowledge-sharing practices lead to greater innovative behavior. Learning culture positively and significantly influences employee innovation, indicating that a supportive learning environment enhances employees’ innovative capacity. Knowledge sharing also strengthens adaptive competence, while a learning culture similarly improves employees’ adaptability. Adaptive competence itself has a significant positive effect on employee innovation, showing that more adaptable employees tend to be more innovative. Mediation results confirm that adaptive competence partially mediates the effects of both knowledge sharing and learning culture on employee innovation. Thus, these factors enhance innovation not only directly but also indirectly through improved adaptive capabilities. These findings highlight the strategic importance of strengthening learning culture, facilitating knowledge sharing, and enhancing adaptive competence as key enablers of employee innovation in the public sector context.
