Abstract

The tourism sector is considered as a stimulant of regional economic activity. However, innovative strategies are needed in developing existing local potential. The purpose of this research is to contribute ideas in solving the problem of the lack of community welfare in Tetandara Village, Rukun Lima, Paupanda. Some of the problems include: limited infrastructure to support tourism, poor quality of human resources, poverty, and the majority of the population living in slums. This research uses a qualitative method with a case study approach. The source of the data obtained through interviews and Focus Group Discussions. Based on the results of research in three study locations the need for tourism development while still paying attention to aspects of attraction, accessibility, convenience, and ancillary. The three study locations have similarities in terms of geography and the main economic activities that are in the coastal area and fishermen are the dominant livelihoods. On the one hand, the main problem lies in poverty with minimal income. The concept of development innovation is fishing village tourism that not only looks at physical development but also pays attention to its non-physical aspects, such as local institutions that are closely related to human resources. Required the formation of Pokdarwis institutions that must work together with cooperatives and BUMDesa as a form of support for the sustainability of tourism

Abstract

Penelitian ini mengkaji pola Collaborative Governance (CG) dalam Program Gandeng Gendong (‘GaGe’) di Kota Yogyakarta, menggunakan kerangka teori Ansell dan Gash (2008). Program ini membuktikan bahwa CG dapat menjadi solusi efektif dalam pengentasan kemiskinan melalui kolaborasi sinergis antara pemerintah, komunitas, korporasi, kampus, dan kampung (5K). Data BPS menunjukkan penurunan angka kemiskinan di Yogyakarta dari 34.000 jiwa (8%) pada 2021 menjadi 29.000 jiwa (6%) pada 2023. Metode kualitatif deskriptif digunakan untuk menganalisis implementasi program. Hasil penelitian menunjukkan bahwa pola kolaborasi 5K terbentuk dengan baik, dengan Pemerintah Kota Yogyakarta (Bappeda dan Kesra) sebagai leading sector. Program ‘GaGe’ e– Nglarisi berjalan baik melibatkan masyarakat menengah ke bawah, meskipun Perwal No. 23 Tahun 2018 belum diperbarui. Indikator CG Ansell dan Gash terlihat menonjol pada kepemimpinan fasilitatif, Pemkot Yogyakarta memberikan kesempatan luas bagi UMKM untuk terlibat dalam penyediaan makanan dan minuman di lingkungan OPD. Desain kelembagaan dan komitmen 5K juga mendukung proses kolaborasi. Namun, ditemukan kendala seperti keterbatasan modal UMKM, terutama dalam memenuhi pesanan berkelanjutan, serta kurang optimalnya penggunaan aplikasi e-Nglarisi karena preferensi pemesan (OPD) terhadap WhatsApp yang lebih cepat. Berdasarkan temuan, disarankan untuk: memperbarui Perwal, meningkatkan fungsionalitas aplikasi e-Nglarisi dan mengintegrasikannya dengan platform lain, memberikan pelatihan dan pendampingan UMKM untuk meningkatkan kapasitas dan akses modal, mengoptimalkan peran kampus dalam pendampingan berbasis data, memperkuat sinergi 5K melalui forum rutin, meningkatkan transparansi dan akuntabilitas program, serta mengembangkan model keberlanjutan dan evaluasi berkala. Hasil penelitian ini memberikan kontribusi positif dalam memahami tata kelola kolaboratif menuju good governance yang unggul dan berkelanjutan.

Abstract

The implementation of the Bantul Clean Waste Movement 2025 program is an initiative to reduce waste in Bantul Regency, focusing on the implementation of waste banks in Sitimulyo Village, Piyungan Sub-district. This research aims to understand the implementation and factors affecting the Bantul Clean Waste Movement 2025 program, using a case study on the implementation of waste banks in Sitimulyo Village, Piyungan Sub-district. This study uses a qualitative approach with descriptive methods, and data is collected through interviews, observations, documentation, and literature studies, with informants selected through purposive sampling. The three goals of the Bantul Clean Waste Movement 2025 are used to measure the program's implementation, namely reducing waste from its source, which is households, managing waste at the village level, and minimizing the amount of waste sent to the Piyungan landfill. Meanwhile, to measure the influencing factors, George C. Edward’s theory in Agustino (2014: 150) is used, focusing on communication, resources, disposition, and bureaucratic structure. The results of the research show that despite challenges in community participation and resource management, the program has successfully increased environmental awareness, provided economic benefits to the community, and contributed to reducing the volume of waste sent to the Piyungan landfill.
