Abstract

This article was written to examine the implementation of the SIPASTI BMD program in the procurement of goods and services at the Sumedang Regency Council Secretariat. The method used in preparing this research report is a descriptive qualitative research method. Data collection techniques use literature studies and field studies. In analyzing data, the following steps are used: data reduction, data presentation, conclusion drawing/verification, and triangulation. Based on the research results, it was concluded that the SIPASTI BMD Program was implemented quite well. However, currently, there are several obstacles in its implementation, including network errors that can delay the input of goods and services and some employees who still don't understand the technology. In overcoming these obstacles, several efforts were made, including waiting for policies from the center and improving the quality of employees with better performance, discipline, and following technical guidance or outreach regarding the program. Suggestions related to this research are to fully encourage the Council Secretariat in determining the policies that will be implemented and pay more attention to employees who do not understand technology who will later be used as support in their work as well as facilitating networks at the Council Secretariat to support the SIPASTI BMD program.

The results showed that three of the four tourist attraction promotion strategies could not be implemented optimally by the Sumedang Regency Regional Government in carrying out Tahura promotion. The absence of promotional slogans and taglines, the lack of complete tourist attractions, and the absence of people marketing that helps promotion. The local government has so far only been able to provide good road access for tourists where road access is part of the marketing infrastructure. Abstract

This study aims to analyze the optimization strategies of the Rapid Response Unit (URC) of the Environmental and Forestry Agency of Sumedang Regency in tackling illegal waste problems. The research design employed a qualitative method with data collected through observation, interviews, and documentation, while data analysis was carried out using data reduction, presentation, and conclusion drawing. The findings reveal that performance optimization is carried out through two main aspects: individual improvement and organizational environment enhancement. Individual improvement is realized through regular coaching, technical training, pre-work briefings, and recreational activities to maintain employee motivation and integrity. Meanwhile, organizational environment enhancement is achieved by providing adequate infrastructure, safety-standard work facilities, and strengthening work relations through coordination, communication, and consistent motivation. This study emphasizes that the integration of individual capacity building and organizational environment improvement significantly contributes to the effectiveness of the URC in handling illegal waste.

Abstract

This study examines the application of collaborative innovation in the implementation of a green economy in Sumedang Regency, as a sustainable development approach that combines economic prosperity with environmental conservation. The background of this study is the challenges faced by local governments in integrating green economy principles, including cross-sectoral coordination, limited resources, and low public awareness. Collaborative innovation is seen as a potential strategy to overcome these obstacles, by involving the active participation of the government, the private sectors, academia, and communities in designing and implementing sustainability-based programs. The method used was a qualitative case study. Data were collected through literature review, focus group discussions, and field studies that included observation, interviews, and documentation. Data analysis was conducted using the iterative model of Miles and Huberman. The results indicate that collaborative innovation in Sumedang Regency is developing in various sectors, such as waste management, organic farming, environmental conservation, and renewable energy. Various innovative green economy collaborations have been implemented, including the Reduce, Reuse, Recycle (TPS 3R) Waste Processing Facility, the Waste Bank Unit, the RDF (Refuse-Derived Fuel) processing partnership, maggot processing, the development of microbial-based organic fertilizer QRR (Quantum Rotan Revo), and the Climate Village Program. Policy support, the government's role as a facilitator, multi-stakeholder involvement, and synergy between public and private actors are key driving factors. However, technical, managerial, and financing challenges still limit program optimization. Collaborative innovation has great potential to strengthen the implementation of a green economy in Sumedang. Success can be achieved by expanding the scale of implementation, integrating cross-sector programs, enhancing the government's role as a facilitator, intermediary/liaison in collaboration, improving human resource capacity, and establishing a clear regulatory framework. Thus, this research is expected to contribute to the theory and practice of public administration, especially for the role of government as a policy maker and implementer.
