Abstract

This study examines the implementation of the electronic procurement (e-tendering) policy in the Regional Procurement Unit (UKPBJ) of Kediri Regency, which aims to promote transparency, efficiency, and accountability in public procurement. The rapid development of information and communication technology has driven the transformation of government bureaucracy toward digital governance. The research employed a descriptive qualitative method to analyze how e-tendering is implemented, the challenges encountered, and the strategies to enhance system effectiveness. Data were collected through interviews, observations, and documentation involving officials, procurement staff, and external stakeholders. The findings reveal that e-tendering in Kediri Regency has significantly improved administrative efficiency, reduced tender delays, and increased public trust in procurement transparency. However, some challenges remain, including limited technical capacity among staff, inadequate IT infrastructure, and inconsistent interdepartmental coordination. These issues hinder optimal policy execution despite strong regulatory support. The study concludes that the success of e-tendering depends not only on technological readiness but also on human resource competence and institutional commitment. Strengthening digital literacy, improving infrastructure, and fostering interagency collaboration are crucial for achieving a fully transparent and efficient procurement system.

Abstract

This study aims to analyze the factors that influence the intention of Civil Servants (ASN) in using QRIS, as well as the implications of the variables studied on the decision to use this system. The conclusion of the study provides a comprehensive overview of the relationship between individual factors, social factors, and supporting conditions with Intention to Use QRIS. The results show that Perceived Usefulness (X1) and Perceived Ease of Use (X2) have a positive effect on the intention of Civil Servants to use QRIS, indicating that the benefits and ease of use of the system increase user interest. Facilitating Condition (X4), Perceived Cost (X6), Promotional Activities (X7), and Attitude (X8) also have a significant effect, indicating that resource support, cost perception, promotional activities, and positive attitudes encourage system use. Conversely, Social Influence (X3) and Perceived Risk (X5) have no effect, indicating that social pressure or perceived risk are not determinants of intention to use QRIS. Simultaneously, these eight variables are proven to have a significant effect on Intention to Use QRIS. This finding confirms that civil servants' intentions are influenced by a combination of factors such as benefits, convenience, support, costs, promotions, and attitudes, which can be the basis for recommendations for QRIS implementation strategies in government environments.

Abstract

This study aims to analyze the effectiveness of QRIS use in Land and Building Tax (PBB) payments and its impact on achieving revenue targets in Kediri Regency. The research methods used included observation, interviews, and analysis of PBB transaction data through the QRIS system. The results show that the use of QRIS has proven effective in facilitating the public's PBB payments. QRIS enables transactions through various digital channels, speeds up the payment process, reduces queues at the counter, and improves the accuracy and transparency of transaction recording through integration with the Kediri Regency Bapenda tax information system. Although there were technical obstacles such as failed transactions or expired QRIS, these problems were overcome through data reconciliation, coordination with banks, and taxpayer education. In addition, the implementation of QRIS has had a positive impact on achieving PBB revenue targets. This system supports real-time monitoring, minimizes recording errors, improves administrative efficiency, and encourages taxpayer compliance. Digitizing payments through QRIS also strengthens transparency and bookkeeping accuracy, thus assisting the Kediri Regency Bapenda in evaluating revenue performance. The findings of this study confirm that QRIS is an effective solution for improving the convenience of tax services and supporting the optimization of regional revenue.
