Abstract

The rising number of violence and bullying cases between studentis worrying. Some people accused violence anime as the cause. However, violence anime shows not only aggression acts, but also delivering positive values needed by children. Data from anime forums suggests such animes deliver ideas kind of like: hard working, never give up, altruism, and solidarity. This means violence acts among school age children may derive from other variables.

Abstract

To date, the implementation of education in Indonesia could not be separated from the problems of teacher governance, non-permanent or honorary teachers, and bureaucratic reforms that affect the quality of education and the working climate within. In an effort to improve the quality of public services by the State Civil Apparatus (ASN), the Ministry of Education and Culture agrees with the Ministry of State Apparatus Utilization and Bureaucratic Reform, as well as the Ministry of Finance to change the recruitment system for government teachers from the recruitment of Candidates for Civil Servants (CPNS) to the recruitment of Government Employees with Work Agreements (PPPK), which in its implementation still leaves several problems with various parties’ pros and cons. This qualitative research uses data from related stakeholders meetings with Commission X DPR RI on January 2021, supported by secondary data from mass media and webinars that discuss the issue of PPPK teachers’ recruitment to answer the following question: how can teachers’ recruitment strategy with PPPK solve the problems of (1) improvement of teachers’ management; (2) solving the issue of honorary teachers; and (3) bureaucratic reform by improving the quality of public services by the State Civil Apparatus (ASN)? It can be concluded that there is a need for a total improvement in the teacher selection and recruitment system, namely (1) based on need; (2) candidates are produced by Teachers Training Institution in supply to field's demand; (3) prioritizing competence and qualifications.  AbstrakPenyelenggaraan pendidikan di Indonesia hingga saat ini belum lepas dari persoalan tata kelola guru, guru honorer, dan reformasi birokrasi yang berpengaruh terhadap kualitas pendidikan dan iklim kerja di dalamnya. Dalam upaya peningkatan kualitas layanan publik oleh Aparatur Sipil Negara (ASN), Kementerian Pendidikan dan Kebudayaan sepakat dengan Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi dan Kementerian Keuangan untuk mengubah sistem rekrutmen guru pegawai pemerintah dari penerimaan Calon Pegawai Negeri Sipil (CPNS) menjadi Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) yang dalam pelaksanaannya masih menyisakan beberapa masalah dan pro kontra berbagai pihak. Penelitian kualitatif ini menggunakan data rapat stakeholder terkait dengan Komisi X DPR RI selama bulan Januari 2021 dilengkapi data sekunder dari media massa dan webinar yang membahas mengenai isu rekrutmen guru PPPK guna menjawab pertanyaan: bagaimana strategi rekrutmen guru dengan PPPK dapat menyelesaikan permasalahan (1) perbaikan tata kelola guru; (2) penyelesaian isu guru honorer; dan (3) reformasi birokrasi dengan peningkatan kualitas layanan publik oleh ASN? Dapat disimpulkan bahwa perlu ada perbaikan total dalam sistem seleksi dan rekrutmen guru, yaitu: (1) berdasarkan kebutuhan; (2) calon guru diproduksi oleh Lembaga Pendidikan Tenaga Kependidikan sesuai dengan kebutuhan di lapangan; dan (3) mengutamakan kompetensi dan kualifikasi.

Abstract

Surabaya is one of the cities with the highest waste generation. Managing waste effectively needs to be started from the source by waste sorting. This qualitative research used a study case approach to figure out trash sorting behavior in Surabaya. Data are gathered from an interview with Surabaya’s Department of Cleanliness and Green Open Space, Non-Government Agency related to waste, and Surabaya’s Main Waste Bank. Observation is conducted in Pusat Daur Ulang Jambangan, city parks and boulevards to see how people sort the waste in public areas. Even though Surabaya has a world-recognized hygiene program, it doesn't necessarily make its people care about cleanliness and sorting waste. The knowledge doesn’t always lead to behavior.  Waste sorting behavior is still related to the physical and social conditions of the community (external factors). Thus, to develop the sorting behavior requires three strategies: (1) strengthening policy; (2) providing ergonomic facilities; and (3) community involvement in changing behavior.AbtrakSurabaya merupakan salah satu kota dengan timbulan sampah terbesar. Agar dapat mengelola sampah dengan efektif, maka harus dimulai dari sumber dengan pemilahan sampah. Penelitian kualitatif ini bercorak studi kasus bertujuan mengetahui perilaku pemilahan sampah di Kota Surabaya. Data diperoleh melalui wawancara dengan Dinas Kebersihan dan Ruang Terbuka Hijau Kota Surabaya, LSM Pemerhati Sampah, Bank Sampah Induk Surabaya. Pengamatan dilakukan di Pusat Daur Ulang Jambangan, taman kota dan jalan-jalan untuk mengetahui bagaimana masyarakat memilah sampah di tempat umum. Meskipun Surabaya memiliki program kebersihan yang diakui dunia, tidak serta merta menjadikan masyarakatnya peduli kebersihan dan melakukan pemilahan sampah. Pengetahuan tidak selalu menghasilkan perilaku pemilahan sampah. Perilaku pemilahan sampah masih berkaitan dengan kondisi lingkungan fisik dan sosial masyarakat (faktor eksternal individu). Oleh karena itu, perilaku pemilahan sampah perlu dibentuk dengan 3 strategi: (1) penguatan kebijakan; (2) penyediaan sarana yang ergonomis; dan (3) pelibatan masyarakat dalam mengubah perilaku.

Abstract

The increasing number of People With Mental Health Disorder (PWMHD) shows fragile protection to people. Medical Human Resource can hardly handle this condition; therefore we need preventive approach to avoid new PWMHD. This protection should be focus more to those who’s at risk in order to maintain their mental health quality. This study classifies 4 groups risked to mental health disorder: according to age; psychosocial condition; under threat condition, and physical condition. The Indonesia’s People House of Representative needs to make laws based on mental health’s perspective to ensure protection against mental disorder’s risk.

Abstract

The Pre-Employment Card Program is a responsive policy due to the difficulty of getting a job, especially during the pandemic. Subnational governments are expected to play roles in (1) socialization; (2) provision of data on training institutions; (3) provision of data on manpower needed in the region; and (4) facilitation of participant registration. This study conducted a formative evaluation to find out the role of the subnational government in supporting the implementation of the Pre-Employment Card Program in West Java Province who holds the highest number of the Pre-Employment Card Program beneficiary in Indonesia. The data were obtained from interviews with officers of the Manpower and Transmigration Office of West Java Province, the Bandung City Manpower Office, the Social Service of West Java Province, labor union, and the Indonesian Employers' Association of West Java Province. Using the narrative analysis technique, it can be concluded that the role of subnational government in the Pre-Employment Card Program is minimal, which only acts as spectators. Of the four mandated roles, the West Java subnational government can only socialize and provide facilitation services for registration and selection of types of training. Therefore, Commission IX needs to encourage the central government to provide access and space for the subnational government to carry out its roles in order to increase the effectiveness of the implementation of the Pre-Employment Card Program. There’s also a  need to encourage the subnational government to stimulate the labor market in its region to absorb graduates of the Pre-Employment Card Program training.Abstrak:Program Kartu Prakerja merupakan kebijakan responsif atas kekhawatiran sulitnya mendapatkan pekerjaan, terutama di masa pandemi. Pemda diharapkan berperan dalam (1) sosialisasi; (2) penyediaan data lembaga pelatihan; (3) penyediaan data kebutuhan tenaga kerja di daerahnya; dan (4) fasilitasi pendaftaran peserta. Penelitian ini melakukan evaluasi formatif untuk mengetahui bagaimana peran pemda dalam mendukung pelaksanaan Program Kartu Prakerja  Provinsi Jawa Barat yang merupakan daerah penerima Program Kartu Prakerja tertinggi di Indonesia. Data diperoleh melalui wawancara dengan pejabat Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Barat, Dinas Ketenagakerjaan Kota Bandung, Dinas Sosial Provinsi Jawa Barat, serikat pekerja, dan Asosiasi Pengusaha Indonesia Provinsi Jawa Barat. Dengan teknik analisis naratif, dapat disimpulkan minimnya peran pemerintah daerah (pemda) dalam Program Kartu Prakerja yang hanya bertindak sebagai penonton. Dari empat peran yang diamanatkan, pemda Jawa Barat baru dapat melakukan sosialisasi dan memberikan layanan fasilitasi pendaftaran dan pemilihan jenis pelatihan. Oleh karena itu, Komisi IX perlu mendorong pemerintah pusat untuk memberikan akses dan ruang bagi pemda untuk melaksanakan perannya sehingga dapat meningkatkan efektivitas implementasi Program Kartu Prakerja. Selain itu, pemerintah pusat juga perlu mendorong pemda menggeliatkan pasar tenaga kerja di daerahnya untuk menyerap lulusan pelatihan Program Kartu Prakerja.

Abstract

Reading is an activity that helps develop college student’s thinking ability, as well as support academic performance and achievement. This study wanted to know how the role of lecturers in shaping student’s reading behavior in the digital era. By interviewing 26 lecturers, 38 students, 2 university library heads and an officer of provincial education authorities, this study found that students' reading behavior did not grow due to lack of guidance in the previous education level. Interaction with information technology and telecommunications in the digital era increasingly keeps students away from the expected reading behavior. Intervention of the lecturer becomes important in conditioning the reading behavior, that is with the assignment of notes and the assignment of reading. In addition, universities need to prepare facilities and infrastructures that support the growth of student’s reading behavior.Membaca adalah kegiatan yang membantu mengembangkan pemikiran mahasiswa sehingga mendukung performa dan pencapaian akademik. Penelitian ini ingin mengetahui bagaimana peran dosen dalam membentuk perilaku membaca mahasiswa di era digital. Dengan mewawancarai 26 dosen, 38 mahasiswa, 2 pimpinan perpustakaan kampus, dan 1 pejabat dinas pendidikan provinsi, peneliti menemukan bahwa perilaku membaca mahasiswa tidak tumbuh karena kurangnya pembinaan di jenjang pendidikan sebelumnya. Interaksi dengan teknologi informasi dan telekomunikasi di era digital semakin menjauhkan mahasiswa dari perilaku membaca yang diharapkan. Intervensi dari dosen menjadi penting dalam mengondisikan perilaku membaca, yaitu dengan penugasan mencatat dan penugasan membaca. Selain itu, perguruan tinggi perlu mempersiapkan sarana dan prasarana yang mendukung tumbuhnya perilaku membaca mahasiswa.

Abstract

In this paper we elaborate the psychosocial factors that affecting Indonesian community in dealing with LGBT movement. There has been an increase of LGBT campaign in the beginning of 2016 where they’re demanding protection from discimination, violence, and constitutional barriers. However, LGBT is still considered deviation to local wisdom, making it abnormality according to American Psychiatry Association (APA)’s guidance. LGBT movement is in contrast with most people’s belief, healthy behavioral patterns, and positive children’s developmental phase. Parents are worry that their kids will engage in sexual disorder. Childhood is the most important phase to prepare for functional adulthood. Thus, government is clear when saying there’s no room for LGBT movement. Even so, as a citizen, LGBT people are the subject that must abide and be protected by the law. Therefore, government must implement the law precisely without exception to make sure everyone’s safe. At the same time, government need to deliver more education and socialization to increase respecting behavior among citizens. Dalam tulisan ini kami mengelaborasi faktor-faktor psikososial yang memengaruhi komunitas Indonesia ketika berhadapan dengan gerakan LGBT. Terjadi peningkatan kampanye LGBT pada awal 2016 dimana mereka menuntut perlindungan dari diskriminasi, kekerasan, dan hambatan konstitusional untuk melakukan perkawinan sesama jenis. Akan tetapi, LGBT dianggap bertentangan dengan kearifan lokal, sehingga dapat disebut abnormalitas sesuai dengan petunjuk American Psychiatry Association (APA). Gerakan LGBT bertentangan dengan keyakinan kebanyakan orang, pola-pola perilaku sehat, dan tahap perkembangan anak yang positif. Orang tua khawatir jika anaknya melakukan perilaku seksual yang menyimpang. Masa kanak-kanak merupakan fase yang paling penting untuk mempersiapkan pada masa dewasa yang fungsional. Selain itu, Pemerintah juga sudah jelas menyatakan bahwa tidak memberikan ruang bagi gerakan LGBT. Akan tetapi, sebagai warga negara pelaku LGBT harus tunduk dan dilindungi peraturan yang ada. Oleh karena itu, pemerintah perlu mengimplementasikan hukum secara tepat dan tanpa pengecualian untuk memastikan semua orang terlindungi. Bersamaan dengan itu, pemerintah juga melakukan edukasi dan sosialisasi untuk meningkatkan perilaku saling menghormati sesama warga negara.

Abstract

The government plans to change the length of education for several vocational high schools (SMK) to four years to prepare fully equipped graduates with operational techniques. The purpose of this study is to explore the readers’ attitudes towards the discourse on the policy of a four-year vocational education program. This research uses secondary data collected from readers' comments on published discourses on electronic media from June 11 to June 15, 2020, completed with interviews with the local government offices, SMK, and Special Region of Yogyakarta’s Chamber of Commerce (KADIN). The content analysis techniques applied to the data resulted in the four-year education program’s discourses challenged three main things: employment, financing, and the impact on the age of graduates. These three issues can be managed if the development of SMK is appropriate and in line with the needs of business and industry (DUDI). However, the link and match process between SMK and DUDI is still not optimal due to the provincial government’s lack of role as the holder of vocational education authority in the region. Strengthening responsibility and concrete work, especially from the provincial education office, is the key to vocational education development. Without improving government performance, the goal of improving the quality of education by adding one year is futile. The government must be able to ensure graduate employment by requiring SMKs to form partnerships with DUDI, a guarantee of education funding until graduation, and skills that are equivalent to graduates’ age.AbstrakPemerintah merencanakan mengubah lama pendidikan beberapa SMK menjadi empat tahun dalam rangka mempersiapkan lulusan yang lebih menguasai teknik operasional secara utuh. Tujuan studi ini adalah mengeksplorasi sikap masyarakat terhadap wacana kebijakan program pendidikan kejuruan dari tiga menjadi empat tahun. Penelitian ini menggunakan data sekunderyang berasal dari komen pembaca terhadap pemberitaan wacana di media elektronik dari tanggal 11 s.d. 15 Juni 2020, dilengkapi dengan wawancara dengan pemerintah daerah, SMK, dan KADIN Provinsi Daerah Istimewa Yogyakarta. Berdasarkan analisis konten atas data tersebut ditemukan wacana program pendidikan empat tahun menggugat tiga hal pokok: kebekerjaan, pembiayaan, dan dampaknya terhadap usia lulusan. Ketiga isu tersebut dapat ditata jika pengembangan SMK sesuai dan sejalan dengan kebutuhan dunia usaha dan/atau dunia industri (DUDI). Namun, proses link and match SMK dengan DUDI masih belum optimal, karena kurangnya peran pemerintah provinsi sebagai pemegang kewenangan pendidikan kejuruan di daerah. Penguatan tanggung jawab dan kerja konkret terutama dari dinas pendidikan provinsi merupakan kunci pengembangan pendidikan kejuruan karena tanpa perbaikan kinerja pemerintah maka tujuan peningkatan kualitas pendidikan dengan menambah satu tahun menjadi sia-sia. Pemerintah harus mampu memastikan kebekerjaan lulusan dengan mensyaratkan SMK untuk menjalin kemitraan dengan DUDI, jaminan pembiayaan pendidikan hingga lulus, dan keterampilan yang sepadan dengan usia lulusan.

Abstract

The increasing crime rates of violent motorcycle theft, especially by teenagers, is no longer a juvenile delinquency, but a juvenile crime. This paper will evaluates cases of violent motorcycle theft by teenager and identifies the cause by juvenile delinquency theories. By comparing the cases using 10 causes of juvenile delinquency shifting into juvenile crime by United Nation. As the result, I found that adolescent’s transition without self-acceptance; behavior reinforcement and social support system let them into sadistic criminal. Thus, the development system should be corrected to focus on adolescent’s psychological welfare.

Abstract

The development of telecommunication technology has enable people to bring the highest used of Internet. People can now access many new sources of information from the net. We can download book from the net and bring it home cheaply. The trend of digital book is soon covered Indonesia in the next five to ten years. This trend gives new way to define book. It is not only printed papers anymore, but also a digital work that can be read and even heard. The trend would also change the way book system works. Not to mention, people’s culture in macro. Digital product change the way people producing, reading, reasoning to buy a book and the means of transfer knowledge. Having the trend grows rapidly in every cities, Government must find way to control the system. Digital works is basically free of control, which can lead to various point of view, including the misuse of the product. As the Government need to protect citizen’s intellectual rights, at the same time must provide the easy way to access knowledge, the rule of book system must be considered carefully.
