Abstract

This article discusses the cultural policy in the state level. The discussion on cultural policy cannot be separated from the idea of ​​the state's interest in maintaining citizens' trust in government programs. The strong role of the state in formulating cultural policies is often seen as the hegemony of the state over society, in the perspective of governmentality, as if the state has the power to determine what its citizens may do.  In Indonesia, cultural policies have also been tried to be implemented from time to time. However, some of our cultural policies tend to look at the macro and general aspects. Local initiatives are indeed seen, but in the end, macro ideas are taken into consideration. Besides being aimed at tourism, the development of local culture is also carried out by referring to certain standards that come from outside the community context. One of the standards that is currently popular is to identify a tradition and then trying to convince the public that the tradition has the right to be included in the category of national intangible cultural heritage.  I try to reformulate cultural policies, in the context of Indonesia, which has diverse traditions, amid this global change, as an effort to maintain the dynamic of local traditions. It can be pursued primarily by protecting traditional (adat) communities and their cultural works. It is not a question of 'extinction' or 'sustainability' but how these traditions can develop in the community, become part of the community, and rediscover its relevance to conditions outside the rapidly growing community.

Abstract

This article argues for the importance of building an intervention-based policing model in an emergency situation. Through a case study of the Bogor Police’s strategy in dealing with the COVID-19 pandemic, this article finds gaps in empirical and theoretical developments regarding the effectiveness of modern democracy-based and community-based policing models in the midst of the Covid-19 pandemic. This article looks at the importance of the intervention policing paradigm, which is a combination of values-based regulation in the community and the legitimacy-based regulation of the police authority. The intervention policing model emphasizes the importance of three police intervention approaches; participatory intervention, institutional intervention, and regulatory intervention as a policing model in emergency situations such as the COVID-19 pandemic.

Abstract

As automated border control systems become increasingly prevalent worldwide, their implementation in Indonesia presents challenges and opportunities at the intersection of technology and society. This literature review examines the social and technological dimensions of interactions with automated border control systems in Indonesia, focusing on the evolving dynamics between citizens, technology, and government. The review highlights how automated systems, while enhancing efficiency, also transform traditional notions of border crossing inspections. This study explores four key aspects, human-technology interaction with their positive and negative impact, biometrics technology on immigration checkpoints, social interaction impact on automated border control system, and the shift in government-society relationships in the context of technology-based services. By synthesizing existing literature and case studies, this review aims to provide insights into the socio-technical landscape of border control automation in Indonesia. Currently, there are not many studies that focus on discussing the impact of the loss of social interaction in the implementation of information technology in public services, especially in automated border control. It is essential to carefully consider the disadvantages and explore ways to address them before fully embracing the automated immigration clearance system. These findings might have significant implications for policymakers, technology developers, and social scientists, offering an understanding of how automated systems reshape social interactions and institutional relationships in the critical domain of border security and management.
