Abstract

Tata kelola kolaborasi (collaborative governance) diperlukan agar penanggulangan bencana dapat memberikan hasil yang optimal. Kolaborasi penanggulangan bencana merupakan forum kerja sama berbagai unsur pemangku kepentingan (stakeholders) untuk secara bersama-sama, melalui peran dan kapasitasnya masing-masing, melakukan upaya-upaya mitigasi (prabencana), penanganan atas situasi tanggap darurat serta tindakan rekonstruksi dan rehabilitasi (pascabencana). Kolaborasi penanggulangan bencana menempatkan pemerintah sebagai stakeholder utama, tetapi bukan berarti menafikan keberadaan stakeholder yang lain. Salah satu stakeholder tersebut adalah media massa, baik sebagai institusi sosial yang bertindak selaku agen sosialisasi, selaku representasi sosial, maupun alat kontrol sosial. Apalagi dengan kehadiran media baru yang berbasis internet dalam bentuk media sosial, yang memungkinkan berlangsungnya komunikasi interaktif. Namun pada kenyataannya, keberadaan media massa seringkali terabaikan dalam tata kelola kolaborasi penanggulangan bencana. Media massa ini lebih condong sekadar memberitakan peristiwa bencana yang terjadi. Padahal, pola pentahelix kolaborasi penanggulangan bencana memberikan tempat bagi media massa, termasuk media sosial, untuk terlibat langsung dalam kolaborasi penanggulangan bencana karena pihak ini dapat menjadi sarana yang efektif untuk edukasi, sosialisasi sekaligus sarana pelaporan/informasi kebencanaan.

Abstract

This article focuses on the importance of optimizing Human Resource (HRM) development in the public sector, in this case the Indonesian education sector, to improve the quality of education. Effective human resource management plays a vital role in achieving the goal of high-quality and sustainable education. This study explores various elements of HRM, including recruitment and selection, development and training, motivation and retention, performance evaluation, and well-being and work-life balance. Using qualitative research methods, data were collected through in-depth interviews, observations, and document studies from various educational institutions in Indonesia. The research findings suggest that optimizing HRM can contribute significantly to improving the quality of education. This article offers recommendations for HRM policies and practices that can be utilized by policymakers and practitioners in the Indonesian education sector.

Abstract

The waste problem is a public issue because it concerns the interests of the wider community, so it requires optimal management and compliance with the principles of good governance. This study examines the problem of implementing good governance principles in waste management in Greater Bandung area which includes Bandung City, Bandung Regency, West Bandung Regency and Cimahi City. It is known that these four regions jointly use Sarimukti TPA as an integrated waste processing site. The results of the study show that the principles of good governance have not been fully implemented in Greater Bandung waste management. At least four of the nine good governance principles have not been fulfilled, namely participation, rule of law, transparency and consensus orientation. Because it concerns public needs, waste management in Greater Bandung must also involve non-government parties so that cooperation takes place on the three pillars of good governance, namely government-private-community. This collaboration can be carried out through a collaborative governance model which ensures that stakeholders from outside the government are directly involved, both in the preparation and determination, also the implementation process of waste management policies.
