Abstract

Pandemics not only have health effects, but also social and economic ones. Zakat plays a significant role in poverty alleviation and in disaster mitigation, including the impacts caused by the current pandemic. Unit Pengumpul Zakator The Zakat Management Unit at Mosque (UPZ Masjid) is the smallest and closest zakat management to the community. This article tries to discover the opportunities and challenges faced by zakat management in mosques in overcoming the impact of the COVID-19 pandemic. Management of zakat in mosques with a localization system is in line with fiqh zakat guidelines and the provisions of Law No. 23 of 2011. Using mixed method studies, the research shows that localization of zakat management has a great opportunity in maximizing the role of UPZ in helping people deal with the pandemic-affected communities. The results of this study show that the role of UPZ only occurs during fasting month and besides, the use of zakat mal has not yet been optimized.There are reasons why UPZ does not operate optimally, including the lack of skill training from BAZNAS and the absence of reporting and activity monitoring.

Abstract

Abstrak Pada tahun 2019, sebanyak 52% penderita TB Resisten Obat di Kota Pekalongan belum memulai pengobatan. Konsep Public-private mix dalam Permenkes No. 13 tahun 2013 belum terlaksana dengan baik. Penelitian ini bertujuan untuk menganalisis peran aktor yang terlibat dalam implementasi kebijakan pemberantasan TB Resisten obat di Kota Pekalongan dengan pendekatan isi kebijakan dan lingkungan kebijakan berdasarkan teori Grindle. Penelitian ini dilakukan dalam kurun waktu Desember 2020 - Januari 2021 dengan menggunakan jenis penelitian kualitatif dengan pendekatan observasional. Informan ditentukan dengan menggunakan purposive sampling sehingga didapatkan 6 informan utama dan 5 informan triangulasi. Instrumen yang digunakan adalah wawancara mendalam, observasi dan dokumentasi. Hasil penelitian ini menunjukan bahwa aspek kepentingan, manfaat, perubahan yang diinginkan dan pelaksana kebijakan, dan sumber daya sudah berjalan baik. Ada beberapa kendala dalam kebijakan yaitu dukungan penguasa atau pemerintah dan kepatuhan kelompok sasaran masih rendah. Peran aktor dalam kebijakan ini sudah berjalan baik, namun Dinas Kesehatan Kota Pekalongan belum optimal melakukan kemitraan dengan dokter swasta. Kesimpulan kebijakan pemberantasan TB Resisiten obat di Kota Pekalongan berjalan baik. Abstract In 2019, 52% of drug-resistant TB patients in Pekalongan City hadn't started treatment. The concept of public-private mix in Permenkes Nomor 13 Tahun 2013 wasn't carried out well. This study aimed to analyze the actor’s role in the implementation of drug-resistant TB eradication policies in Pekalongan City with an approach to policy content and policy environment based on the Grindle theory. This research was conducted in December 2020-January 2021, used a type of qualitative research with an observational approach. The informants were determined using purposive sampling with 6 main informants and 5 triangulation informants. The instruments used in-depth interviews, observation and documentation. The results of this study indicated that aspects of interests, benefits, desired changes, policy implementers, and resources had gone well. There were obstacles in the policy, government support and low compliance with the target groups. The actors role in this policy was good, but the Health Office hadn't yet optimized partnerships with private doctors. The conclusion was the policy of eradicating TB drug resistant in Pekalongan City did well. Keywords: role of actor, implementation, drug-resistant TB
