Abstract

Humans are any region’s main source of development. Therefore, improvement on their quality, which is measured through Human Development Index (HDI), is necessary. Cities and regencies in Papua city are high in discrepancy concerning the said index. Therefore, the roles of the government as the policy makers are crucial. The objective of this research is to identify the effects of local own-source revenue and special autonomy funds on HDI with capital expenditures as the moderating variable. This research uses secondary data from 29 regencies and cities in Papua province, from 2017 to 2021 and was analyzed through panel data regression with interaction. The hypothesis testing and the model feasibility assessment were conducted using t-test, F-test, and coefficient of determination test. This study finds that local own-source revenue, special autonomy funds, and capital expenditures negatively and significantly influence HDI. Furthermore, capital expenditures as the moderating variable were found to strengthen the partial effects of local own-source revenue and special autonomy funds to HDI. Finally, this research is expected to serve as evaluation material and reference for the government in its policy-making processes and to enrich the treasury of knowledge in financial literacy.

Abstract

This study aims to determine the effect of Regional Original Revenue (PAD) and Special Autonomy Fund (DOK) on the Human Development Index (HDI) through Capital Expenditure as an intervening variable. The data used is secondary data on 29 districts/cities in Papua Province for five years (2017-2021). The research method used is Panel Data Regression with the help of the E-views 9 application. Hypothesis testing is done through the T-Test to determine the direct effect and the Cobel Test to determine the indirect effect through the intervening variable. The results showed that PAD had no direct influence on HDI, while DOK and BM had a significant negative influence. As for the indirect effect, PAD and DOK have a negative significant indirect effect on HDI through BM. Abstract

Adanya wali nikah dalam pernikahan merupakan rukun yang harus dipenuhi bagi calon mempelai wanita dalam pernikahan. Hal ini sebagaimana diatur dalam Pasal 19 KHI. Posisi ayah kandung tidak dapat tergantikan kedudukannya sebagai wali hingga kapanpun. Meski ayah kandung tersebut tidak pernah memberi nafkah atau menghilang pada masa perkembangan sang anak. Penelitian ini ingin mengkaji dengan metode perbandingan antara aturan dalam Hukum Islam dan dalam Hukum Perdata (BW) terhadap kedudukan wali nikah tersebut.
