Abstract

Fiscal decentralization in Indonesia is more focused on the expenditure side. Region are given considerable authority to spend the funds. And in almost all regions in Indonesia, including East Java has increased spending every year. With the increase in the expenditure should be followed by an increase in output, but not necessarily as it happens. Spending efficiency  is an important issue in the public sector policy, expenditure which efficient is believed can encourage an increase in the welfare. The purpose of this study is to analyze the efficiency of public spending in East Java, especially education and health spending. This study uses the data on period 2009-2011, covering 10 districts / cities in East Java and uses Data Envelopment Analysis. Input variables used are education spending and health spending. Output variables for education using the number of schools, number of teachers and number of students, and for health use a number of puskesmas (health centers), the number of health workers in puskesmas (health centers)  and number of immunization. Based on calculations by the DEA found that the efficiency score varies in each region and in general there are many region which their spending have not been efficient. Education spending is still better than health spending. And Malang is the most efficient and Surabaya is the most inefficient among the ten regions studied. Some improvement in each variable is still required for areas that have not been efficient.   Kata Kunci : Efisiensi, Belanja Pendidikan, Belanja Kesehatan, Data Envelopment Analysis

Abstract

The  objectives  of  this  research  were  to  analyze Community-Based Managementapplication,  influence and  factors  to management of coastal resources especiallyincreasing fisherman income on 5 districts in sub-province Tuban. The results showedthere are extensive community participation, capacity building and village coastalmanagement  plans. These  plans  are  significant  in many  ways. Planning  is  alsounderway to scale-up from pilot sites to a provincial program that provides technicaland financial support services to village government and communities coast-wide.Keywords: Community-Based Management, Coastal Resources,  Coastal  Village,Fisherman Income

Abstract

Indonesia  has  implemented  a  new  era  of  fiscal  decentralization  and  regionalautonomy since  January 2001. One  important aspect of  fiscal decentralization  isgood  governance,  public  budgeting management,  and  decentralization  ofgovernment functions in lower level leads to achieve efficiency in allocating publicgoods despite differences in preferences of regions. This research aims at analyzingthe influence of fiscal decentralization on public budgeting management especiallycase  of District  and City  in  East  Java  Province.  There  is  an  argument  thatdecentralization  can  improve  the  quality  of  governance  and  public  services  bybringing government closer to people. By using descriptive analysis and literaturereview indicated that fiscal decentralization in Indonesia was not fully consistent inexplaining theory of fiscal decentralization. The impact of fiscal decentralization topublic budgeting management indicated that there was greater nominal change onlocal budget. However, the allocation of public budget for basic services were verylow and still far from transparency, accountability, and efficiency. This findings alsoindicated that local budget were not really public oriented yet.Keywords: fiscal decentralization, good governance, public budgeting  management

Abstract

This study aimed to analyze the factors that affect village original income as a component of village financial independence and evaluate the role of village funds for community empowerment in strengthening the influence of VoE on village original income in Jombang Regency. This study used the Moderated Regression analytical method with the Robust Least Square method to test the cross-sectional data provided by Siskeudes of Jombang Regency of 2019. The analysis results showed that village asset utilization affects village original income positively and significantly. Furthermore, it also confirmed the moderating role of the village fund for community empowerment in strengthening the influence of Village-owned Enterprise (VoE) on village original income. These findings indicated that the allocation of village funds to targeted community cmpowerment activities has encouraged the role of VoE in increasing village original income.

Abstract

Analyses of the causes and the characteristics of poverty at micro levels provide more efficient strategies for the attainment of main Sustainable Development Goals. This study aimed to analyze the extent to which the characteristics of individuals, households, and communities influence the probability of household poverty status. The 2019 Social Welfare Integrated Data and Village Potential Data of Kediri City were analyzed using an ordered logit regression model and then interpreted based on marginal effect calculation. The study found that household heads’ squared-age, household members’ education, household members’ occupation, household head gender (female), ownership of assets, access to the internet, access to proper sanitation, and access to financial institutions reduced the probability of households being categorized as very poor and poor. This finding indicated that household productivity influenced by the household head’s characteristics in managing productive assets, supported by access to infrastructure, could increase the household's welfare. However, the household head’s age and marital status, dependency ratio, and access to health facilities increased household’s probability of being very poor and poor. Policies regarding poverty must be adjusted to the poverty characteristics and status. Improving access, equalizing education, and improving job opportunity and infrastructure management that ensure accessibility and enhancement in service quality need to be made to increase the status of households with the lowest 40% welfare in Kediri City. Policies regarding poverty should be focused more on social programs for very poor and poor households. Meanwhile, those near-poor and vulnerable-to-poor need more empowering programs.

Abstract

PAD  sebagai  salah  satu  penerimaan  daerah  yang  mencerminkan  tingkat  kemandirian  daerah. Semakin besar PAD maka menunjukkan bahwa daerah itu mampu melaksanakan otonomi daerah dan ketergantungan  terhadap  pemerintah  pusat  berkurang.  PADdiartikan  sebagai  penerimaan  dari somber-sumber dalam wilayahnya sendiri, yang dipungut berdasarkan undang-undang yang berlaku. Tujuan yang ingin dicapai dalam penelitianini adalah menganalisis faktor-faktor yang mempengaruhi PAD. Faktor-faktor tersebutmeliputi : jumlah pekerja, pengeluaran pemerintah, dan PDRB. Data yang diamati  dalampenelitian  ini  adalah  data  time-series  periode  1999-2013  dan  data  cross-section Malang Raya yang meliputi : Kota Malang, Kabupaten Malang, dan Kota Batu. Model estimasi yang digunakanadalah  regresi  berganda menggunakan metode  panel    yang  ditransformasikan  ke  bentuk logaritma.Hasil  penelitian  ini  menunjukkan  bahwa  variabel  pengeluaran  pemerintah  dan  PDRB secara  uji  parsial mempunyai  pengaruh  yang  signifikan  terhadap PAD,  sedangkan  variabel  jumlah pekerja  tidak  signifikan  terhadap  PAD.  Secara  uji  simultan  model  yang  digunakan  sangat  baik digunakan untuk menjelaskan pengaruh variabel independen terhadap variabel dependen. Kata kunci: otonomi daerah, PAD, jumlah penduduk, pengeluaran pemerintah, PDRB.

Abstract

Dalam mengevaluasi tentang kinerja keuangan daerah dan pelayanan publik. Kabupaten Tulungagung dan Jombang merupakan kabupaten yang diteliti karena daerah tersebut merupakan daerah yang berprestasi dalam menyelenggarakan pemerintah daerah. Sedangkan Kabupaten Situbondo dan Probolinggo sebagai daerah pembanding karena daerah tersebut merupakan daerah dengan berpendapatan rendah. Penelitian ini bertujuan untuk mengetahui dan mendiskripsikan tingkat kinerja keuangan daerah yang diteliti dan daerah pembanding tahun 2008-2012 dan mengetahui serta mendiskripsikan tingkat kualitas pelayanan publik pada bidang pendidikan dan kesehatan anatar daerah yang diteliti dan derah pembanding tahun 2008-2012. Penelitian ini termasuk jenis penelitian kuantitatif deskriftip. Teknik pengumpulan data dalam penelitian ini menggunakan teknik kepustakaan. Setelah data terkumpul dianalisis menggunakan indeks kinerja keuangan daerah dan indeks kinerja pelayanan publik. Hasil penelitian ini menyatakan bahwa kinerja keuangan daerah tertinggi yaitu Kabupaten situbondo dengan prosentase sebesar 47,72%, Kabupaten Tulungagung dengan tingkat prosentase sebesar 44,46% berada pada urutan kedua, Kabupaten Jombang pada urutan ketiga dengan prosentase sebesar 44,03% dan pada urutan terendah Kabupaten Probolinggo dengan prosentase sebesar 41,51%. Pada kinerja pelayanan publik urutan pertama dengan prosentase sebesar 33,89% adalah Kabupaten Situbondo, pada urutan yang kedua yaitu Kabupaten Tulungagung dengan prosentase sebesar 33,46%, diurutan yang ketiga terdapat Kabupaten Probolinggo dengan prosentase sebesar 33,31% dan Kabupaten Jombang adalah kabupaten terendah dengan prosentase sebesar 33,26%. Berdasarkan hasil penelitian dapat disarankan untuk pengembangan pada sektor ekonomi untuk mengurangi dependensi fiskal, meningkatkan dalam pengelolaan belanja daerah sehingga akan meningkatakn dalam belanja modal dan melakukan pengembangan dalam program inovatif setiap daerah. Abstract

Penelitian ini menganalisis efisiensi dan efektivitas dari belanja pendidikan di 12 daerah di jawa timur yang termasuk dalam 6 daerah belanja pendidikan tertinggi dan terendah pada tahun 2012. Alat analisis yang digunakan untuk melihat efisiensi adalah (DEA) Data Envelopment Analysis yaitu analysis frontier yang mengacu pada efisiensi teknis, variabel yang digunakan adalah (belanja pendidikan) sebagai input dan (jumlah sekolah SD, SMP, dan SMA serta jumlah guru SD, SMP, dan SMA) sebagai output. Sedangkan untuk melihat efektivitas dari belanja pendidikan adalah dengan melihat APS (Angka Partisipasi Sekolah) sebagai outcomes dari belanja pendidikan. Hasil ini menuunjukkan bahwa yang mendapatkan nilai efisien dan efektif hanya 3 daerah yaitu Kota Mojokerto, Kabupaten Sidoarjo, dan kota Surabaya. Daerah lainnya yang belum efisien dan efektiv cenderung mengalami pemborosan belanja pendidikan yang terlalu tinggi namun output yang ada masih belum optimum serta penyerapan penduduk usia sekolah juga masih rendah. Abstract

Planning and budgeting is an integral process that important in the annual development, especially the development of fundamental sectors such as education and health. That complex process produces RKPD, PPAS and APBD. RKPD is a document that capture aspirations of local communities through “musrenbang”. Furthermore, the work plan and funding RKPD used as guidelines in preparing PPAS and APBD later. PPAS bridge between planning (RKPD) with policy and the draft budget based on the availability of budget. APBD reflects the budget allocation to implement priority programs and activities that have been agreed in the document PPAS and became the basis for the implementation of regional financial year budget. This study aims to assess the consistency between the documents. The data used in this study is a secondary data, there are programs, activities and budget plan in the document RKPD, PPAS, and APBD Tulungagung 2010 to 2012. Consistency of programs and activities were analyzed using MKPP for linkage between RKPD and PPAS and between PPAS and APBD. While the budget consistency is analyzed with correlation. Furthermore, the authors also conducted interviews with the Regional Development Planning Board (Bappeda) to determine the cause of the inconsistency between the documents. During the period 2010 to 2012 in Tulungagung, still occurs inconsistency between RKPD and PPAS or between PPAS and APBD. Overall, higher consistency found between PPAS and APBD. Factors suspected to affect this because PPAS is a mutual agreement between the executive and parliament, so if there is a change in the budget is not too big, while RKPD is an only executive decision product. Abstract

This study examines how the relationship of economic growth (PE) and human development index (IPM) to regional financial independence. Some of the results of previous studies show differences in research findings. This research was conducted in 12 regencies and cities included in the SWP Gerbangkertasusila Plus durung periode 2012 to 2017. To conduct testing, researchers used panel data regression analysis using the help of Eviews 9 and testing hypotheses simultaneously with the F-test and partial with t-test. The results of this study indicate that simultaneously the PE and IPM variables have a positive and significant effect on regionan financial independence, while partially only a positive and significant effect on regional financial independence, and for PE has a positive and insignificant effect on financial independence area.
