Abstract

This research is based on the view of the deliberation forum in the village which should be able to provide dialogue space and community involvement as the subject of development planning, however, the facts that are seen are that the community in Maguwoharjo village is still seen as an object of development planning and the essence of the deliberation forum in the public sphere in the village has not been able to reflect in full by the people in the area. This study aims to analyze the factors that influence deliberation in development planning deliberations and analyze points of weakness in the deliberation process in Maguwoharjo village. The method in this study uses qualitative research methods with data analysis techniques using NVivo12plus software. The results showed that the leadership factor had a percentage of around 36% in influencing community involvement, the socio-cultural factor in the village had a percentage of around 15% where each figure involved had a dominant view that was very thick with Javanese Culture, from the aspect of communication, had a percentage of around 13% in conveying the interests of village development, then, local political factors have a percentage of around 13%, where every participant involved in the village consultation forum has the same interest in development in his area. This study found that the leadership factor was very dominant in influencing the community to be actively involved in the village discussion forum and still found several weaknesses in the deliberation process in the village.

Abstract

Abstract

Social media has become the choice as a means to access various information related to disasters. This article aims to determine the level of public responsiveness to the COVID-19 pandemic disaster through social media Twitter. The research method uses descriptive qualitative with a literature study approach. Sources of information were collected from Twitter using N-Capture regarding the COVID-19 pandemic in March 2020. For data analysis techniques using the NVivo12 Plus software with a query analysis approach. The results showed the community's responsiveness to the COVID-19 pandemic disaster since the advent of the COVID-19 outbreak in Indonesia in early March was enlivened with hashtags (# lawancovid19) of 14,930 counts. Through hashtag # lawancovid19, the bnpb-Indonesia account with (35.24%) and the ministry of health ministry account (20.68%) are the two twitter accounts used most the taggar. The #lawancovid19 narrative on Twitter developed by the Government is a form of information and education communication (IEC) actions regarding the COVID-19 pandemic as part of a preventive effort to prevent the spread of an increasingly widespread pandemic outbreak. Thus, social media can be utilized by the Government and the community to increase effectiveness and efficiency in disseminating disaster information.

Abstract

One of the technological developments in politics is the use of E-Voting technology in elections. E-Voting has been done to improve the quality of election results and reduce votes after the election. This paper discusses explaining the purpose of E-Voting in holding simultaneous village head elections in Sleman Regency using descriptive qualitative methods. This type of data consists of content from websites, local government, and online news with analysis using the Nvivo 12 Software plus the explore crosstab query and cluster analysis. This paper reveals that the level of trust in the use of technology in E-Voting from the Regional Government of Sleman Regency of 29.23% will affect the effectiveness of 32.31%, efficiency 21.54%, and transparency the election results of 10.77%. To realizing agreement and energy in the election of village heads based on E-Voting in Sleman Regency, a ballot replacement will carry out with a "smart card." The readiness of human resources from the organizers was carried out with workshops and technical guidance against the primary professional staff (TTU) and field technical staff (TTL). To support the community's readiness, the Regional Government conducts socialization and simulation in advance about the use of E-Voting tools.

Abstract

This research aims to determine women's representation in the DPR RI as a legislative body in Indonesia during the general election in 2019 and determine the factors that influence women's representation in the legislative body. This paper's research method uses a qualitative method with a literature study approach that examines theories, references, and previous scientific literature related to the research object. The findings of the study indicate the level of representation of women in parliament after the holding of the general elections in 2019 has not reached 30%, where the level of representation of women in parliament is still in the number of 20.52% or as many as 118 female legislators and is still dominated by male legislators which reached 457 people or 79.48%. Although it has not reached 30%, the adoption of affirmative policies has led to a significant increase in women's representation in parliament, from 65 women legislators in 2004 to 118 women legislators in the 2019 general election. Political regulation factors with affirmative action and zipper system are two factors that affect women's representation by political parties. Affirmative action mandates every political party participating in the election to pay attention to women's representation of 30% by nominating female candidates for each electoral district. A zipper system requires parties to position at least one woman every three names of candidates. In general elections, political parties present legislation to the legislature. The affirmative action that regulates women's representation's involvement has become the main reason numerous events involve kinship the candidacy.

Abstract

Abstract

The purpose of this study was to see the extent to which local governments have adapted to using social media to be handling with the Covid-19 disaster. This study uses a qualitative approach. Primary data collection by interview and secondary from social media accounts of local government organizations of the Special Province of Yogyakarta were analyzed with NVivo12 Plus. The results of this study the use of social media Facebook and Twitter by government agencies in the Special Region of Yogyakarta Province in handling covid to convey health information to the public. To facilitate access to accelerations of the spread of covid information from local governments externally by using social media and internally with the CMS (Corona Monitoring System). Finally, this study concludes that adaptive governance in the communication of pandemic disaster information using social media is an offer that can develop for local governments to adopt in the communication and disaster information management process. Adaptation of pandemic disaster management by utilizing social media can be a model for future efforts to build the adaptive capacity of local governments to be better prepared to deal with disasters that occur quickly.

Abstract

This article examines how online news frames environmental issues in the corn development program in Dompu, West Nusa Tenggara, Indonesia. Furthermore, this article uses qualitative-exploratory research to analyze the news content with the analytical knife of Robert M. Entmen's framing model. Then, the data analysis tool uses NVivo 12 Plus to code the data and distribute terms and words that correlate with the framing of online news. The findings showed that certain aspects of the maize development program were more prominent, in general, the national online media emphasized elements of “make moral judgment” and “treatment recommendation”. In contrast, the local online media emphasized “define problem” and “diagnose cause”. Both online media explicitly instructed how environmental issues in Dompu Regency are important for environmental journalists. Thus, this implies differences in framing between national and local online media, and illustrates that environmental journalists have an important role in framing environmental issues.Keyword: Media framing, Online news, Environment issues, Corn program, Dompu. ABSTRAKArtikel ini meneliti bagaimana berita online membingkai isu lingkungan dalam program pengembangan jagung di Dompu, Nusa Tenggara Barat, Indonesia. Lebih lanjut, artikel ini menggunakan penelitian kualitatif-eksploratif untuk menganalisis konten berita dengan pisau analisis model framing Robert M. Entmen. Kemudian, alat analisis data menggunakan NVivo 12 Plus untuk mengkodekan data dan mendistribusikan istilah dan kata-kata yang berkorelasi dengan pembingkaian berita online. Temuan penelitian menunjukkan bahwa aspek-aspek tertentu dari program pengembangan jagung lebih menonjol, secara umum, media daring nasional menekankan unsur “make moral judgment” dan juga “treatment recommendation”. Sebaliknya, media daring lokal menekankan pada unsur “define problem” dan “diagnose cause”. Kedua media daring tersebut secara eksplisit menginstruksikan bagaimana isu lingkungan di Kabupaten Dompu menjadi penting bagi jurnalis lingkungan. Dengan demikian, penelitian ini menyiratkan adanya perbedaan pembingkaian antara media daring nasional dan lokal, dan menggambarkan bahwa jurnalis lingkungan memiliki peran penting dalam membingkai isu-isu lingkunganKata Kunci: Pembingkaian media, Berita online, Isu lingkungan, Program jagung, Dompu.
