Abstract

The development of the tourism sector in Sumenep City continues to be encouraged to improve the community's economy and increase Regional Original Revenue. But unfortunately the target of foreign tourist visits can not be achieved because of the availability of inadequate infrastructure. To meet these shortcomings, the Sumenep City Government established a partnership with PT. Persada Investama Karya Utama to establish a three-star hotel "de Baghraf". This study aims to describe the implementation of the Public Private Partnership (PPP) and describe in detail the benefits and the constraints faced in the construction of the three-star hotel "de Baghraf" in Sumenep conducted by the Government of Sumenep City with PT. Persada Investama Karya Utama. This research uses descriptive qualitative research methods using PPP theory. The results of this study indicate that the collaboration carried out using the Build Own Operate (BOO) partnership scheme is following the stipulated conditions because it has fulfilled the 9 (nine) stages of the implementation of Public Private Partnership. The benefits obtained from this Cooperation are supporting the implementation of Visit Sumenep and supporting tourism development programs, profits from hotel operations, and employment. Several obstacles were encountered such as low investor interest and difficulty in finding skilled human resources.

Abstract

This study aims to describe civil society participation in efforts to prevent the spread of COVID-19 in Sidoklumpuk Village, Sidoarjo Sub-District, Sidoarjo Regency and the obstacles faced. The method used was descriptive qualitative with data collection techniques through interviews, observation, documentation, and literature review. The results of this study indicate that civil society participation was carried out in mutual cooperation which was divided into four task forces including the Wani Ngandani Task Force which tried to educate residents to implement health protocols, while the Wani Jogo Task Force was tasked with limiting the mobility of residents with a one gate system. There was also the Wani Sehat Task Force which functions to ensure the availability of a place to wash hands in front of the house and a Wani Sejahtera Task Force which identified the food needs of Probable (ODP), Confirmation (PDP), Suspect (OTG) patients, and confirms outpatient care with predetermined criteria. Several obstacles were encountered such as lack of funds and low public awareness. The formation of Kampung Tangguh Semeru through the COVID-19 Prevention Task Force in Sidoklumpuk Village was a concrete form of civil society participation at the grassroots level with a partnership model.

Abstract

Setiap pelaksanaan kegiatan organisasi tentu tidak lepas dari kegiatan administrasi yang menghasilkan arsip, karena arsip pada dasarnya merupakan sumber informasi dari setiap kegiatan yang dilakukan. Penelitian ini bertujuan untuk mendeskripsikan implementasi manajemen kearsipan di Dinas Perhubungan Kota Surabaya. Manajemen kearsipan diartikan sebagai pekerjaan pengurusan arsip yang meliputi pencatatan, pengendalian, pendistribusian, penyimpanan, pemeliharaan, pengawasan, pemindahan, dan pemusnahan. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara mendalam (in-depth interview) dan studi kepustakaan. Teknik analisis data secara kualitatif menggunakan pengumpulan data, reduksi data, penyajian, penarikan kesimpulan dan verifikasi. Hasil penelitian ini menunjukkan bahwa manajemen kearsipan di beberapa indikator, yaitu pencatatan, pengendalian dan pendistribusian, diimplementasikan secara rapi, terstruktur dan sistematis serta sesuai dengan prosedur yang telah ditetapkan. Namun demikian manajemen kearsipan berdasarkan indikator-indikator lainnya, yaitu penyimpanan, pemeliharaan, pengawasan, pemindahan dan pemusnahan, tidak mampu dijalankan sebagaimana mestinya. Hal ini disebabkan oleh faktor-faktor seperti minimnya sumber daya manusia profesional pengelola arsip, ruangan penyimpanan arsip yang terbatas, dan adanya kerusakan fasilitas penyimpanan arsip. Upaya yang dilakukan adalah melalui pengelolaan arsip secara digital yang menggunakan web e-surat, akan tetapi belum terdapat kebijakan konkret untuk memecahkan masalah dalam pengelolaan manajemen kearsipan ini.

Abstract

Kepercayaan publik merupakan fondasi dimana legitimasi pemerintah dibangun dan sangat penting untuk menjaga kohesi sosial. Pandemi COVID-19 di Indonesia menyebabkan kekhawatiran akan menurunnya kepercayaan publik pada pemerintah. Penelitian ini bertujuan untuk mengukur tingkat kepercayaan publik pada Pemerintah Kabupaten Sidoarjo dalam menangani COVID-19 melalui 5 (lima) dimensi kebijakan yang mempengaruhi kepercayaan pada lembaga publik dari OECD, termasuk responsivitas, keandalan, integritas, keterbukaan, dan keadilan. Menggunakan pendekatan deskriptif kuantitatif dengan desain metode survei melalui kuesioner sebagai instrumen penelitian. Besar sampel 400 orang secara non-probability sampling dengan teknik quota sampling. Sampel diambil dari generasi Y dan generasi Z. Analisis data menggunakan statistik deskriptif dengan menentukan tendensi sentral. Hasil penelitian menunjukkan bahwa tingkat kepercayaan publik pada Pemerintah Kabupaten Sidoarjo pada dimensi daya tanggap (responsivitas), keandalan, dan integritas berada pada level rendah, sedangkan pada dimensi keterbukaan dan keadilan mendapatkan tingkat kepercayaan yang sedang.

Abstract

The COVID-19 pandemic urges the central government to develop various policies, rules, standards, guidelines, and criteria to deal with COVID-19, but the problem lies with local governments. Therefore, regional heads are required to use their political will to control COVID-19 cases and overcome the impacts caused by the COVID-19 pandemic. This study aims to analyze the political will of the Mayor of Kediri in overcoming the COVID-19 pandemic through the seven components of Brinkerhoff's political will. Using a qualitative approach which was analyzed descriptively. Data collection techniques were carried out by in-depth interviews and focus group discussions. The results show that the Mayor of Kediri has tried to use his power and authority to the maximum extent possible on the six components of political will, namely government initiative; priority/choice of policy; mobilization of stakeholders; public commitment and allocation of resources; continuity of effort; and learning and adaptation. But unfortunately weak in the component of the application of credible sanctions. The Mayor of Kediri feels the need to form experts in the field of law to improve the quality and quantity of legislation and conduct academic studies and discussions before deciding policies in the era of the COVID-19 pandemic to be effective and solution-oriented In addition, consistency in enforcing the rules, not half-way in carrying out road closure policies that seem just a formality is also a concern of researchers.

Abstract

Every government, regardless of size, must constantly adapt to a changing environment and direct a change in a positive direction in which development is a key to do so.  The tourism industry is one of the few development fields that has consistently excelled.  The purpose of the Surabaya City Tourism and Culture Office, which bears the nickname "City of Heroes", is to increase tourist attraction through artistic and cultural performances.  In 2018, the Ministry of Tourism designated Surabaya as the winner of the “Best City” in Yokatta Wonderful Indonesia Tourism Awards.  The city government has made several initiatives to promote tourism.  The Surabaya City Government carried out preventive efforts in the form of the 2019 annual Surabaya Cross-Cultural International Themed Folk Art Festival. The focus of this research is to explain the implementation of Surabaya Cross Culture International activities and to describe the collaboration between government actors (government, civil society, and the private sector). This research is a descriptive qualitative research with interviews and literature review as the data collection techniques. The resource persons in the study were the Cultural Affairs Staff of the Surabaya City Culture and Tourism Office, the Head of Surabaya Local Parliament for the 2014–2019 period, and the Ning Representative for the City of Surabaya in 2019. The results of this study showed success eventhought there were several technical constraints in implementing the policy indicators proposed by Van Meter and Van Horn, namely the objectives and standards of the policy, the implementers’ attitude, resources, the implementers’ characteristics and communication between organizations and the economic, social, and political environment.  In addition, the collaboration carried out by the government, the private sector, and the community shows synergy to support the successful implementation of Surabaya Cross Culture International.

Abstract

This study attempts to assess the level of public trust in the Surabaya City Government and Banyuwangi Regency Government's handling of Covid-19. Utilizing a survey technique that was descriptively analyzed. Using the quota sampling method, up to 400 samples from each city/region's generation Y and Z were collected. According to the findings, there is a high level of trust in all dimensions of the Banyuwangi Regency Government. Medium levels of trust were accorded to the Surabaya City Government in terms of responsiveness and reliability, but high levels of trust were accorded in terms of integrity, transparency, and fairness.

Abstract

This study aims to analyze the dimensions and actors of sound governance in sister city cooperation between the City Government of Surabaya and City Government of Liverpool in the field of sports in order to optimize the potential of Surabaya City youth by sending ten (10) talented youths to Liverpool. The method used in this research is descriptive qualitative with data collection techniques through observation, interviews, literature studies, to documentation. The results showed that of the ten existing sound governance dimensions, the City of Surabaya and the City of Liverpool were able to prove their seriousness in accordance with the cooperation contract that had been translated into a Letter of Intent (LoI) and a Memorandum of Understanding (MoU). In addition, the four sound governance actors, namely the government, the public, the private sector, and the international community, have shown their cooperation and active role although there are several aspects that have not been fully optimized.
