Abstract

The development of the tourism sector in Sumenep City continues to be encouraged to improve the community's economy and increase Regional Original Revenue. But unfortunately the target of foreign tourist visits can not be achieved because of the availability of inadequate infrastructure. To meet these shortcomings, the Sumenep City Government established a partnership with PT. Persada Investama Karya Utama to establish a three-star hotel "de Baghraf". This study aims to describe the implementation of the Public Private Partnership (PPP) and describe in detail the benefits and the constraints faced in the construction of the three-star hotel "de Baghraf" in Sumenep conducted by the Government of Sumenep City with PT. Persada Investama Karya Utama. This research uses descriptive qualitative research methods using PPP theory. The results of this study indicate that the collaboration carried out using the Build Own Operate (BOO) partnership scheme is following the stipulated conditions because it has fulfilled the 9 (nine) stages of the implementation of Public Private Partnership. The benefits obtained from this Cooperation are supporting the implementation of Visit Sumenep and supporting tourism development programs, profits from hotel operations, and employment. Several obstacles were encountered such as low investor interest and difficulty in finding skilled human resources.

Abstract

This study wants to explore the extent to which the political and policy aspects work by looking at the political responses of political figures and the policy responses of policy actors. Using the desk research method as an alternative approach by using existing data sources. Data sources consist of primary, namely information collected by the researchers themselves and secondary which comes from the findings of previous studies. The results show that Citayam Fashion Week is used as a momentum for politicians to image themselves on social media with the motive of wanting to get closer to novice voters for the sake of political careers in order to gain popularity and increase electability. Policy responses are shown with appreciation and partiality, even though implementation in the field shows prohibitions. Citayam Fashion Week provides lessons on the importance of inclusive public spaces not only in Jakarta but also in other cities/regencies in Indonesia, which allows citizens to express their culture and identity safely. This is important to enrich the city's citizens' culture, economy, and social capital. Researchers also hope that the movement is not just a temporary trend, it needs a touch of designers and government intervention so that this trend can continue to grow.

Abstract

This study aims to analyze the dimensions and actors of sound governance in sister city cooperation between the City Government of Surabaya and City Government of Liverpool in the field of sports in order to optimize the potential of Surabaya City youth by sending ten (10) talented youths to Liverpool. The method used in this research is descriptive qualitative with data collection techniques through observation, interviews, literature studies, to documentation. The results showed that of the ten existing sound governance dimensions, the City of Surabaya and the City of Liverpool were able to prove their seriousness in accordance with the cooperation contract that had been translated into a Letter of Intent (LoI) and a Memorandum of Understanding (MoU). In addition, the four sound governance actors, namely the government, the public, the private sector, and the international community, have shown their cooperation and active role although there are several aspects that have not been fully optimized.

Abstract

This article aims to explore the role of public officials (politicians and bureaucrats) as policy entrepreneurs in initiating policies that encourage partnerships and strengthening MSME supply chains. This research uses an exploratory qualitative method to understand the phenomenon in depth and formulate the problem in more detail. Data collection was conducted through semi-structured interviews with purposive sampling technique. The results showed that each public official played an important role in each strategy. Framing the problem is done with strong arguments to arouse public awareness, while network expansion is carried out through partnership forums between MSMEs and large companies, business matching, and utilization of international networks. Advocacy coalitions were built with campuses, marketplaces, SMEXcellence program initiation, buyer missions, and Inabuyer B2B2G Expo. Exemplary leadership is reflected in the full support of Kopontren Al-Ittifaq and the protection of imported goods. In an effort to increase the scale of change, policy entrepreneurs initiated the Rumah Produksi Bersama (RPB) and Minyak Makan Merah (M3) to create a sustainable supply chain climate.
