Abstract

This research has two objectives main. First, describe the motive development training program to increase the competitiveness of Semanggi Batik products. The program was intended for the craftsman batik semanggi to join the community self-help group (KSM) Semanggi 2 Sememi Village, Benowo District, Surabaya City. Through this program, it is hoped that the Semanggi Batik motif will be more varied and thus the product competitiveness will increase. The second objective is to analyze the effectiveness of the motive development training program. The effectiveness analysis was carried out by using a descriptive quantitative approach. Data were collected using a questionnaire to 20 respondents. The results of the analysis show three main things. First, the motive development training program is indeed needed by the training participants. This is shown in the perception score of the urgency of the material reaching 82.5% (very high). Second, it turns out that the ability of the participants in the development of the Semanggi Batik motif is only 30% (less fortunate). Third, the participants assessed the effectiveness of the training for motive development training at 83.33% (very high / very effective). Based on this analysis, it can be concluded that the KSM knowledge and skills improvement program in producing semanggi batik is very effective and worthy of being used as a model for batik development in other communities.

Abstract

Semanggi batik is the original batik of Surabaya City which has a unique cloverleaf motif. This batik is produced by a community of housewives who are members of the Family Welfare Empowerment Organization (called PKK) in Sememi Village, Benowo District. The initial goal of semanggi batik production was to improve the family economy, and was carried out on a small scale of production. However, due to the large potential demand for semanggi batik, it is necessary to empower the semanggi batik craftsman group so that the production scale can increase. In this regard, this study aims to describe the effectiveness of the implementation of the empowerment strategy that has been carried out by the Surabaya City Government to semanggi batik craftsmen. This study uses a qualitative research approach with a descriptive type. The data collection techniques used were semi-structured interviews, observation, document collection, and focus group discussions. Furthermore, the data analysis technique uses an interactive model and the data credibility test technique uses four criteria: checking the degree of trust, transferability, dependability, and certainty. The results showed that the implementation of the empowerment strategy that has been implemented by the Surabaya City Government for semanggi batik craftsmen has been quite effective. This is evidenced by several positive activities that have been carried out, such as batik training, assistance in the management of trade and brand permits, and assistance for marketing access through product displays at exhibitions and craft centers. However, it turns out that there are several obstacles in the implementation of the empowerment strategy, namely the absence of a road map for the development of semanggi batik in the future, the number of assistant craftsmen is still insufficient, and the minimum budget for assistance so there is no capital assistance, equipment, and patent registration. These constraints need to be considered and followed up so that the effectiveness of the implementation of the strategy for empowering semanggi batik craftsmen can be further improved.

Abstract

Dampak adalah perubahan kondisi fisik ataupun sosial sebagai akibat dari output kebijakan. Akibat yang dihasilkan oleh suatu intervensi program pada kelompok sasaran (baik akibat yang diharapkan maupun tidak diharapkan), dan sejauh mana akibat tersebut mampu menimbulkan pola perilaku baru pada kelompok sasaran (impact). Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisa Dampak Implementasi Layanan Inovasi Sarana Informasi Dan Pelayanan Terpadu Pekerja Migran Indonesia (simPADU-PMI) Di UPT P2TK Provinsi Jawa Timur menggunakan metode penelitian kualitatif dengan teknik pengumpulan data observasi, wawancara, dokumentasi dan Analisis data menggunaan metode analisis interaktif. Hasil penelitian ini : (1) Layanan Inovasi SimPADU-PMI berdampak positif pada peningkatan kecepatan pelayanan. (2) Layanan Inovasi SimPADU-PMI berdampak positif pada peningkatan transparansi pelayanan publik. Namun pada transparansi biaya bekerja di luar negeri dan transparansi informasi pelayanan Pekerja Migran Indonesia juga masih kurang maksimal. (3) Layanan Inovasi SimPADU-PMI berdampak positif pada peningkatan kepercayaan pelayanan publik.. (4) Layanan Inovasi SimPADU-PMI berdampak positif pada peningkatan akses bagi calon pekerja migran. Calon pekerja migran dapat mengakses informasi kerja ke luar negeri melalui aplikasi SimPADU-PMI. (5) Layanan Inovasi SimPADU-PMI berdampak positif pada peningkatan perlindungan bagi pekerja migran (6) Layanan Inovasi SimPADU-PMI berdampakpositif pada peningkatan pemahaman cara bekerja yang aman, prosedural serta paham hak, kewajiban dan resiko sehingga lowongan kerja formal dan informal banyak terisi. Abstract

Potensi pariwisata di setiap daerah perlu di kembangkan dengan baik. Pemerintah daerah memiliki keleluasaan dalam mengembangkan potensi wisata yang ada di daerahnya, salah satunya yaitu Pemerintah Kota Surabaya yang mengembangkan wisata Mangrove Wonorejo Kecamatan Rungkut Kota Surabaya melalui Dinas Ketahanan Pangan dan Pertanian (DKPP) Kota Surabaya sebagai pengelola wisata Mangrove Wonorejo Kecamatan Rungkut Kota Surabaya. Di destinasi wisata Mangrove telah dilakukan pengembangan-pengembangan yang dapat menarik wisatawan untuk berkunjung ke destinasi wisata. Jumlah pengunjung wisata Mangrove Wonorejo mengalami peningkatan pengunjung dari tahun 2016-2018. Tujuan penelitian ini adalah untuk mengetahui bagaimana pengembangan destinasi wisata Mangrove Wonorejo Kecamatan Rungkut Kota Surabaya. Fokus penelitian ini adalah dengan menggunakan 4 (empat) fokus yang sesuai dengan teori pengembangan destinasi wisata, yaitu : daya tarik wisata alam, atraksi, fasilitas dan aksesibilitas. Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara dan dokumentasi. Sumber data yang digunakan adalah informan dan dokumen yang berhubungan dengan penelitian. Pengambilan sample dalam penelitian ini adalah menggunakan teknik purposive sampling dan snowball. Peneliti menggunakan beberapa sumber data yang berbeda untuk mengetahui kebenaran suatu permasalahan dan menguji data yang sejenis dari berbagai sumber. Hasil penelitian ini menunjukkan bahwa pengembangan destinasi wisata Mangrove Wonorejo Surabaya sudah dilakukan dengan baik. Dengan pengembangan-pengembangan tersebut dapat meningkatkan pengunjung di wisata Mangrove Wonorejo. Sehingga dengan pengembangan-pengembangan yang sudah dilakukan dapat menarik minat pengunjung untuk berwisata ke wisata Mangrove Wonorejo Surabaya. Kata Kunci : Pengembangan Wisata

Abstract

Penelitian ini didasarkan pada fenomena tentang upaya mewujudkan program penanggulangan kemiskinan yang dalam pelaksanaannya melalui prosedur non tunai/perbankan sehingga Kementerian Sosial bersama Dinas Sosial daerah serta bekerjasama dengan pemerintah daerah setempat memberikan suatu program yaitu Bantuan Pangan Non Tunai (BPNT), yang tujuannya agar program penanggulangan kemiskinan dapat lebih efektif dan tepat sasaran, mendukung peningkatan ketahanan pangan penerima bantuan, serta memberi kemudahan dalam mengontrol, memantau dan mengurangi penyimpangan. Jenis penelitian ini adalah penelitian kualitatif. Lokasi penelitian berada di Kecamatan Wonocolo, Kota Surabaya. Fokus penelitian ini berdasarkan pada Ukuran Efektivitas Program menurut Makmur (2011:7) dalam hal ini ada 4 sasaran kajian, yaitu : 1. Ketepatan Penentuan Waktu, 2. Abstract

Command Center 112 is a public service innovation regarding disaster response in the city of Surabaya. This innovation is an emergency complaint report telephone service from the public that can be accessed 24 hours non-stop and toll-free. This service synergizes with Organisasi Perangkat Daerah (OPD) in one control room (Command Center Room). The purpose of this study is to find out how the implementation of the 112 Command Center policy in the city of Surabaya. The standard implementation theory used is the theory of George C. Edward III can be used as a reference to measure the success or failure of policy implementation, including (1) communication, (2) resources, (3) disposition and (4) bureaucratic structure according to journals (Putra & Tukiman, 2019). The research method used is descriptive qualitative method. Data collection techniques used are, interviews, observations, and documentation while the data analysis techniques in this study use an interactive analysis model developed by Miles and Huberman including data collection, data reduction, data display and conclusion drawing (Herdiansyah, 2010). The results of this study are based on the theory of George C. Edward III as a benchmark showing that the implementation of the Command Center 112 policy in the City of Surabaya has been well indicated by the Command Center Command Center 112 in the City of Surabaya held in one room or called the Command Center Room, in which there are various institutions or OPD to receive community reports and city conditions. However, there are still problems with people who often use this telephone service not in accordance with SOP (Standard Operating Procedure). In addition, re-socialization is needed so that people know and understand this service.

Abstract

In carrying out its functions, the library is one of the government institutions that are required to provide public services. Service is the most important element in the process of library activities. Therefore the library is required to provide a quality service to fulfill community needs because good library services will be able to attract the community. Through the Children and Teenagers Fairy Tale service (DARLING) is a tangible proof of public service innovation that can meet people's needs through children's stories. The existence of these services is expected to be able to generate interest in reading children from an early age. It is necessary to improve the quality of public services because it is a real attitude of the government in carrying out the performance, responsibilities, and commitment of service provider organizations in relation to the needs, demands and interests of the community. The government makes efforts to improve the quality of public services with various strategies in the hope of future changes. This research is a qualitative descriptive study with data collection techniques in the form of observation, interviews, and documentation. Meanwhile, the focus of this research can be seen from the dimensions of Tangible, Reliable, Responsiveness, Assurance, and Empathy. The results of the study show that the quality of the Aroundland Children and Youth Tale (DARLING) service in the Library and Archives Service of East Java Province has been well implemented, so that in the process of service community satisfaction can be achieved. Abstract

Application of Good Governance principle is highly important in the implementation of public services in order to increase the quality of service performance. Social Prosperity Administration Bureau East Java Province as the institution that carries out grant service in their performance is still not going optimal and have to be carried out changes into better ways. This matter is occurred because of application of Good Governance principles that is carried out not maximal by the Social Prosperity Administration Bureau employees in doing services to society agency/institution/organization concerning to grant. This research aims to describe and analyze application of Good Governance principles in carrying out the grant service. This research used Descriptive Qualitative research method based on Good Governance principle according to ((UNDP), 1997) that focus on participation, rule of law, transparency, responsiveness, and accountability. The research value shows that good governance principle has been applied sufficiently optimal in grant service that carried out by Social Prosperity Administration Bureau. It is proven by the existing of the participation applications, service that is carried out under law and applicable SOP (standard Operating Procedure), creating transparency in services, responsiveness and accountability that is given by Social Prosperity Administration Bureau party to receiver grant institution. However, there are also obstacles in this grant service implementation from the application of good governance principle such as human resource that is less mastered on technology and limited employees, lack of time, limited grant budget and lack of awareness of the institution party in collecting the Accountability Sheet.
