Abstract

In the era of digitalization, the development of technology and information is growing. One of the developments in the digitalization era is in government services. One of these developments is the Digital Population Identity service program. The purpose of this Digital Resident Identity is to facilitate and accelerate public service transactions in digital form. The purpose of this study is to analyze the effectiveness of the Digital Population Identity service program in the Kandangan Village. This research method uses a qualitative approach using descriptive methods. Data collection was carried out through interviews, observation, and documentation. This study refers to the theory of effectiveness which consists of 4 (four) indicators, namely the accuracy of program targets, program socialization, achievement of program goals, and program monitoring. The results of the study show that the effectiveness of the Digital Resident Identity service program in the Kandangan Village, Surabaya City: 1) there is an increase in the enthusiasm of residents in activating Digital Citizenship Identity. 2) Kelurahan Kandangan, Heads of RT and RW, and the Surabaya City Population and Civil Registry Team also participated in disseminating information about IKD services in Kandang Village. 3) residents of the Kandangan Village are gradually switching from physical KTPs to digital KTPs, the aim of which is to facilitate and accelerate public service transactions in digital form. 4) the Kandangan Urban Village team and the Surabaya City Population and Civil Registry Office have monitored the Digital Population Identity service program in the Kandangan Village.

Abstract

Surabaya City Government initiated the Puspaga program as an effort to protect children from violence. However, the number of recipients of Puspaga counseling services is not proportional to the number of violence in Surabaya. There are still many people who need but are not reached by Puspaga services. The Lontar Village Puspaga seeks to bring access to services closer to the community, one of which is through outreach services. The purpose of this study is to find out a clearer picture of the outreach services carried out by the Lontar Village Puspaga Facilitator. This research uses descriptive qualitative methodology, with interviews, documentation, and observation as the main methods of data collection. Data analysis techniques through the process of data reduction, data display, and conclusion drawing. The results showed that the implementation of the Lontar Village Puspaga outreach service was running optimally according to the theoretical parameters that had been set. The community makes a case complaint which is then followed up by the Puspaga Facilitator through outreach services to identify needs for providing assistance to clients. The implementation of Puspaga outreach services still needs to be improved, especially on communication and resource indicators, such as intensifying socialization carried out by all elements that are obliged to implement this program through posters, social media, or door to door, as well as providing infrastructure facilities such as computers and printers in each rw hall with good conditions to facilitate Puspaga Facilitators in providing optimal services to the community.

Abstract

This community service activity aims to increase public awareness about the environment by utilizing biopores in Musir Kidul Village. They gather, gain knowledge, and use biopore infiltration holes. As shown by the results of this activity, the community has become more involved and more aware of the importance of protecting the environment. Biopores utilize organic waste and reduce waterlogging.

Abstract

Workload Analysis is an important process that must be carried out in every agency, both private and government, in order to determine the needs for the number and type of Employee and Employee positions with a Work Agreement based on position analysis and workload analysis. The existence of this Workload Analysis information system can make it easier for organizations to make decisions on employee workload analysis in planning employee arrangements to make them more efficient and accurate. This research uses descriptive research with qualitative methodology. By conducting direct observations and interviews, using the Miles and Hubbermen model data analysis method which consists of three stages, the first is data reduction, the second is data display and then the final stage is drawing conclusions. According to George C. Edward III there are several aspects that influence how well policies are implemented, therefore it is important to take a closer look at how ABK information system policies are implemented. These aspects include; bureaucratic structure, resources, disposition, and communication. Based on research findings, these four factors are adequate; the only thing that is limited is the resource element. Not all employees understand how to operate the ABK information system. This is not a serious obstacle for Sawahan District in implementing this policy.

Abstract

Pemantauan harga di pasar merupakan salah satu upaya pemerintah untuk menjaga stabilitas harga dan melindungi kepentingan pedagang serta masyarakat. Ini dilakukan oleh Dinas Koperasi, Usaha Kecil Menengah, dan Perdagangan Kota Surabaya melalui kebijakan  Peraturan Walikota Surabaya No 83 tahun 2021. Penelitian ini bertujuan untuk mengkaji efektivitas kebijakan pemantauan harga komoditas strategis di Pasar Sememi yang dilaksanakan oleh Dinas Koperasi, Usaha Kecil Menengah, dan Perdagangan Kota Surabaya dalam menjaga stabilitas harga dan memberikan manfaat nyata bagi pedagang dan masyarakat. Penelitian ini menggunakan metode deskriptif kualitatif dengan mengumpulkan data melalui wawancara, observasi, dan dokumentasi yang melibatkan petugas pemantauan harga dan pedagang pasar sebagai informan. Analisis didasarkan pada teori evaluasi kebijakan yang menekankan lima kriteria: efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Temuan menunjukkan bahwa implementasinya masih tidak merata. Pemerintah cenderung merespons lebih cepat terhadap kenaikan harga komoditas tertentu seperti minyak goreng, sementara komoditas lain, terutama sayuran dengan harga yang sangat fluktuatif, mendapatkan respons kebijakan yang lebih sedikit. Oleh karena itu, perlu meningkatkan kebijakan untuk memastikan respons pemerintah yang lebih seimbang di semua komoditas strategis guna mencapai stabilitas harga yang optimal

Abstract

Badan Perencanaan Pembangunan Riset dan Inovasi Daerah Probolinggo City utilizes the Regional Asset Information Sistem (SIASAD) to record and report Regional Property (BMD) in real time. However, there is a discrepancy between the percentage of Regional Government Financial Reports (LKPD) that comply with regulations, which is 100%, and the percentage of BMD data validity, which fluctuates between 86.21% in 2021 and 82.14% in 2024, indicating that the system is not optimal and there is inconsistency in BMD data. This study aims to evaluate the implementation of SIASAD in BMD management at BAPPERIDA Probolinggo City, based on the principles of Good Governance. The research method applied is qualitative with a case study approach involving data collection techniques such as interviews, observations, and document studies. The results of the study reveal that SIASAD supports the application of Good Governance through the principles of participation, consensus orientation, accountability, transparency, responsiveness, effectiveness and efficiency, fairness and inclusiveness, and compliance with the law. From this study, it can be concluded that the implementation of SIASAD contributes significantly to transparent and accountable BMD governance in accordance with the principles of Good Governance, although improvements are still needed in terms of public accessibility.
