Abstract

Penelitian ini menggunakan pendekatan deskripsi kualitatif. Teknik pengumpulan data menggunakan data primer dan data sekunder. Teknik pemilihan informan dalam penelitian ini menggunakan teknik purposive sampling. Data yang diperoleh dari penelitian ini kemudian dianalisis secara kualitatif dengan meninjau semua data yang dikumpulkan didukung oleh hasil wawancara dengan pendekatan teori yang dikemukakan oleh Edward III untuk mengetahui bagaimana penerapan implementasi yang dapat dilihat dari faktor komunikasi, sumber daya, disposisi atau petugas pelaksana, dan struktur birokrasi. Begitupun untuk melihat pengontrolan aplikasi digitalnya melalui kegiatan monitoring yang dikemukakan oleh Mercy yaitu pemantauan kepatuhan dan pematauan kinerja. Hasil penelitian untuk implementasinya yaitu pertama, komunikasi sudah berjalan dengan baik dan berurutan walaupun masih adanya kekurangan untuk informasi kejelasan. Kedua, sumber daya sudah cukup memadai dari segi sumber daya manusia dan lembaganya, serta untuk sumber anggaran dan peralatan belum mencukupi. Ketiga, disposisi atau sikap pelaksana sudah berjalan dengan baik berdasarkan keputusan pimpinan untuk proses recrutmen dan bentuk insentifnya masih berupa penilaian tambahan pimpinan saja. Keempat, struktur birokrasinya sudah memiliki Standard Operasionation Prosedure (SOP) dan fragmentasinya sesuai dengan tugas yang telah ditentukan tetapi masih adanya kekurangan. Adapun hasil monitoring dalam pengontrolan aplikasi digitalnya yaitu pertama, pemantauan kepatuhan sudah berjalan dengan baik dan pesat tetapi masih bersifat internal belum eksternal. Kedua, pemantauan kinerjanya tidak dilakukan setiap saat, serta menuntut para pegawai untuk meningkatkan kinerjanya agar pengontrolan ini dapat terus berjalan sesuai yang diharapkan. Berdasarkan dari pembahasan teori implementasi dan monitoring tersebut mendapatkan hasil bahwa kedua teori ini saling berhubungan dalam program aplikasi digital Management Surat Menyurat untuk surat masuk Sekretariat Dewan Perwakilan Rakyat Daerah Kabupaten Cirebon. Karena jika program aplikasi digital hanya dilihat dari implementasinya saja maka masih kurang cukup, untuk itu perlu adanya teori monitoring agar adanya pengontrolan dalam program aplikasinya supaya bisa berjalan dengan baik sesuai dengan yang diharapkan.

Abstract

The method used in this study is a descriptive method with a qualitative approach. The data collection technique uses observation, interview, and documentation techniques. The informant selection technique in this study uses a purposive sampling technique. This study uses two research focuses; the first is the role of village government in empowerment, according to Jim Ife and Frank Tesoriero, namely social animation, mediation and negotiation, group facilitation, provision of support, utilization of resources and skills, and organizing. Nuryanti prioritized two developments in the tourist village, namely, attractions, accommodation, and supporting facilities. The study results are the village government's role in empowerment. First, social animation has been running well, although there is a lack of motivation and inspiration indicators. Second, mediation and negotiations have gone well, although the program socialization indicators have found obstacles to overcome. Thirdly, the support providers are pretty good, but there are shortcomings in funding indicators. Fourth, the facilitation of the group is quite good but not optimal and needs to be improved by the village government. Fifth, using resources and skills is quite good, but the implementation is still not optimal. Sixth, the organization is going well but must continue to be improved to maximize it. As for the development of tourist villages, first, tourist attractions are running well but are still not optimal. Secondly, the accommodation is quite reasonable, but there are still shortcomings. The three supporting facilities are pretty good but still need a lot of improvements.

Abstract

Background. Villages are distinctive entities because they existed before the Unitary State of the Republic of Indonesia was proclaimed. As a social entity, villages have long had a system to organize their communities based on their local wisdom, which directly involves the community. In village communities, local wisdom is shaped by social values and has become part of daily life—cooperation, kinship, deliberation for consensus, and tepa selira (tolerance). The presence of this local wisdom cannot be separated from the religious values embraced by the community, so the values of this local wisdom are increasingly attached to them into a harmonious relationship between social relations, relations with nature and the environment, and with the creator. Aim. This study wants to see how social capital works in the Picking Up Outstanding Duafa activities in Klangenan Village. This activity gathers the village community's self-help, spearheaded by the Rukun Warga Management. Methods. This research method uses qualitative analysis with a case study approach by taking a locus in Klangenan Village, where the activity was carried out with community respondents who interacted with the activity. The theoretical conceptual framework of this research uses Putnam's social capital theory, which describes the work of social capital with the presence of social networking, trust, and empathy. Result. The results of this study show that Guyub Kenclengan's activities in Klangenan Village present a working social capital component. The Community Trust component, which is the donor of the activity to the manager, does not see the formal side of the institution. However, Rukun Warga Management shows its existence and credibility in managing activities before making financial and activity achievement reports. Conclusions. The networking (social network) that has been built has succeeded in uniting the ideas of the Rukun Warga Management and the community about handling environmental and social affairs for the common good and presenting mutually agreed-upon values.

Abstract

This study aims to explore the role of organizational communication in preventing communication errors that can negatively affect organizational operations. One of the primary challenges in organizations is communication errors that lead to information distortion, decision-making mistakes, reduced efficiency, and even internal conflicts. In an increasingly complex and dynamic environment, the role of effective communication becomes crucial to ensuring clear and accurate information flow at every organizational level. This research uses a qualitative approach through in-depth interviews and direct observations within public and private organizations to understand the factors influencing communication errors and ways to prevent them. Based on the findings, open communication, the use of appropriate technology, and a supportive organizational culture for two-way communication are key factors in minimizing information errors. The study’s recommendations emphasize the importance of continuous communication training and the development of more transparent communication systems in organization.

Abstract

This study aims to determine the effectiveness of the role-playing learning model in improving descriptive writing skills in mildly mentally disabled students in grade XII at SLB Negeri Cilacap. The background of this study stems from the challenges faced by children in gathering ideas and expressing them in writing due to cognitive and adaptive limitations. The objective of this study is to examine the effect of implementing a role-playing learning model on improving descriptive essay writing skills among Grade XII students with mild intellectual disabilities at Cilacap State Special School. The method used was a quantitative approach with a Single Subject Research (SSR) design using an A-B-A design. Data collection techniques were conducted through direct observation and performance tests in three stages, namely baseline 1 (A1), intervention (B), and baseline 2 (A2). The results showed that during the intervention phase, there was an improvement in the children's ability to gather ideas, use appropriate vocabulary, and describe objects clearly. Data analysis revealed significant differences between the pre- and post-intervention phases. In conclusion, the role-playing learning model is effective in improving descriptive writing skills among children with mild intellectual disabilities, as well as enhancing their motivation and active participation in the learning process.
