Abstract

Artikel ini mengkaji bagaimana sikap Indonesia pada masa pemerintahan Joko Widodo dalam rangka menyelesaikan konflik sengketa klaim di Laut Cina Selatan. Dengan menggunakan metode deskriptif kualitatif penelitian ini akan mendeskripsikan bagaimana sikap pemerintah Indonesia dimasa Pemerintahan Presiden Joko Widodo pada periode 2014-2019 dalam upaya menyelesaikan konflik yang terjadi di Laut China Selatan. Dari hasil penelitian tergambar bahwa sikap Indonesia dalam menangani konflik wilayah perairan Natuna dengan China adalah dengan melakukan litigasi yaitu menggunakan pengadilan internasional dalam permasalahan ini. hal itu dilakukan karena kedua negara bisa mengajukan gugatan dan bantahannya masing-masing. Indonesia juga menggunakan cara komunikasi internasional agar bisa dibicarakan dengan baik, harmonis, dan damai. Terakhir Indonesia juga menggunakan pendekatan geopolitik, pendekatan pertahanan, pendekatan keamanan, pendeketan hukum dan diplomasi serta pendekatan kerjasama ekonomi. Dampak konflik klaim China di laut Natuna Utara terhadap hubungan diplomatic Indonesia dengan China tidak terlalu signifikan, buktinya pada era Jokowi Indonesia beberapa kali mengunjungi Tiongkok untuk membahas kerjasama dalam bidang ekonomi, pembangunan, maritim, pajak, antariksa, BUMN & BankChina dan industry & Infrastruktur. Sepertinya Indonesia berfokus pada kerjasama dengan Tiongkok tanpa memperdulikan masalah batas wilayah Natuna Utara dan Laut China Selatan. Kata Kunci: Sikap Politik; Indonesia; Laut China Selatan ABSTRACT This article examines how Indonesia's attitude during the Joko Widodo administration in order to resolve conflict over claims in the South China Sea. By using a qualitative descriptive method, this research will describe the attitude of the Indonesian government during President Joko Widodo's administration in the 2014-2019 period in efforts to resolve the conflict that occurred in the South China Sea. From the research results, it is clear that Indonesia's attitude in handling the conflict over the Natuna waters with China is by conducting litigation, namely using international courts in this matter. This was done because both countries could submit their own complaints and objections. Indonesia also uses international communication methods so that it can be discussed well, harmoniously and peacefully. Lastly, Indonesia also uses a geopolitical approach, a defense approach, a security approach, a legal and diplomatic approach and an economic cooperation approach. The impact of the conflict over China's claims in the North Natuna Sea on Indonesia's diplomatic relations with China is not very significant, the proof is that during the Jokowi era, Indonesia visited China several times to discuss cooperation in the fields of economics, development, maritime, tax, space, BUMN & Bank China and industry & infrastructure. It seems that Indonesia is focused on cooperation with China without paying attention to the border issues of North Natuna and the South China Sea. Abstract

The aim of this research is the implementation of E-Government in the management of village finances in the Motoling Timur District, South Minahasa Regency. The development of communication technology has changed the dominant communication paradigm that previously felt one-directional – from the government to the community. The development of communication technology also expands the opportunity for two-way communication, namely between the community and the government and vice versa. This is where the change or transformation occurs in the government's working mechanisms, which are now oriented towards information management and communication strategies. Electronic Government or e-government or e-govt refers to the use of internet networks in disseminating information and providing services from the government to the public. The use of e-government-based applications, especially in villages, has begun to be applied, particularly in the management of village finances, but there are still many issues overshadowing the implementation of such policies. The use of e-government-based applications, especially in villages, has started to be implemented particularly in village financial management. However, there are still many issues overshadowing the implementation of this policy. The research employs a qualitative method through field observation and online data tracking related to the policy of using information technology in government, especially in village financial management. The level of E-Government Implementation: The use of e-government in village financial management in Motoling Timur District shows progress, especially in financial recording, budget transparency, and reporting. However, the level of implementation varies among villages, depending on the readiness of infrastructure and the competence of village officials.
