Abstract

This research was carried out to improve the welfare of orphans who have changed due to the Covid-19 pandemic which began in early 2020. Many fathers (orphans), mothers (orphans), or fathers and mothers (orphans) have died from Covid-19. The ongoing pandemic has an impact on increasing the number of children whose parents have died, as a result, stakeholders need to pay attention to the end. The inventory of laws and regulations on orphan health insurance for COVID-19 victims at the national and regional levels is the main focus. Research methods are juridical normative. Analytical and descriptive research is used in this study to describe laws and regulations that apply to legal theories and practices of positive law application. Based on the results of the analysis health insurance participants on behalf of orphans for health insurance, education, and protection are not expressly mentioned in laws or regulations related to child protection policies during the Covid-19 pandemic. This study suggests that the Government emphasizes the role of the state in protecting children, including children affected by COVID-19, by issuing Government Regulation (PP) Number 1. Children can be protected from the COVID-19 pandemic by maintaining their health and making efforts to create and maintain an environment that supports their growth and development

Abstract

Abstract Looking at various news and several media, we can find out that bullying cases are still rampant, especially in the school environment and most of the victims are minors. This study aims to analyze human rights violation policies in handling bullying cases. Methods This research uses normative juridical methods. However, until now bullying is still considered a trivial thing, even though it needs special attention from related parties that bullying is a form of violation of Human Rights (HAM) that cannot be underestimated. Human rights themselves are various, including the right to a proper education. In order for human rights in Indonesia to run as they should, that's where a protection of human rights emerges, especially in the field of education. With the protection of human rights in the field of education, so that there are no violations of human rights in the field of education, such as the emergence of bullying incidents in schools, where the bullying incident has a very negative impact. Among the negative impacts of the bullying incident is that it can cause violence, both verbal and physical violence. Keywords: Human Rights, Education, Bullying  Abstrak. Melihat dari berbagai berita dan beberapa media kita dapat mengetahui bahwa kasus bullying masih marak terjadi terutama di lingkungan sekolah dan kebanyakan korban adalah anak dibawah umur. Penelitian ini bertujuan untuk meganalisis kebijakan pe.langgaran Hak Asasi Manusia dalam pe.nanganan kasus Bullying. Me.tode. Pe.ne.litian ini me.nggunakan me.tode. yuridis normatif.  Namun, hingga saat ini bullying masih di anggap suatu hal yang se.pe.le.h, padahal pe.rlu pe.rhatian khusus dari pihak yang te.rkait bahwa bullying adalah be.ntuk tindakan pe.langgaran Hak Asasi Manusia (HAM) yang tidak bisa dianggap re.me.h. Hak asasi manusia se.ndiri be.rmacam-macam diantaranya  yaitu hak untuk me.mpe.role.h pe.ndidikan yang layak. Agar hak asasi manusia di Indone.sia dapat be.rjalan se.bagaimana me.stinya, maka dari situlah muncul suatu pe.rlindungan hak asasi manusia khususnya dibidang pe.ndidikan. De.ngan adanya pe.rlindungan hak asasi manusia dibidang pe.ndidikan ini  supaya tidak adanya pe.langgaran hak asasi manusia dibidang pe.ndidikan, se.pe.rti munculnya pe.ristiwa bullying yang ada di se.kolah, dimana pe.ristiwa bullying te.rse.but me.mbawa dampak yang sangat ne.gatif. Diantara dampak ne.gatif dari adanya pe.ristiwa bullying te.rse.but yaitu dapat me.munculkan adanya ke.ke.rasan, baik ke.ke.rasan se.cara ve.rbal maupun se.cara fisik.  Kata Kunci : Hak Asasi Manusia, Pe.ndidikan, Bullying

Abstract

Parents must record the birth of their child, as it is a legal requirement for citizens to have their births registered. By the applicable Law, this recording is carried out through a specific procedure and archived in a sheet that is then known as the "Birth Certificate". This birth certificate marks the beginning of a person's registration in the eyes of the Law in Indonesia. A child needs a status that is listed on a birth certificate, indicating that he is a legal child of parents whose names are also listed on the birth certificate. The purpose of this research is to find out and analyze the implementation of the policy of issuing Birth Certificates and the factors that are obstacles to the implementation of the policy of issuing Birth Certificates. This research method is normative because it is the starting point of existing legal regulations. Research Results: Many couples still do not have a marriage book (Nikah Siri). Marriage under the hand is still not recognized by formal Law because it is not recorded in the KUA or Civil Registry. Not recording the marriage will have an impact on the status of the child, because it will be considered a child out of wedlock, meaning that the child does not have a legal relationship with his father. Children resulting from serial marriages or outside of legal marriage can indeed obtain a birth certificate
